CAT refers to the Convention against Torture and the Convention Against Torture is an international
treaty. Unlike the refugee convention which does not apply to Hong Kong, the Convention
Against Torture does apply to Hong Kong. The Hong Kong government has established a system,
a screening process for people who fear that they will be returned to face torture in their
countries. It is a bit more narrow than the definition of refugee. The definition for
refugee refers to persecution. The Convention Against Torture only refers to torture. So
if there are substantial grounds for believing that you would be tortured if you were deported
or returned to your country, than you can make a claim with the immigration department
in Hong Kong in order to prevent them from returning you to that place where you would
fear torture.
