>> hello and what is this 200
edition of "county report this
week."
I am lorna virgili.
Thank you for joining us.
We want to start this week with
a big economic development
accomplishment.
The county has signed a
partnership agreement with the
nationalist do standards and
technology to operate the
national cyber security center
of excellence.
The nation'
s he
ub of civil cyber
security will be right here in
montgomery county.
>> I am delighted to be here on
behalf of one million residents
in montgomery county to welcome
and congratulate all of us for
this partnership and the work we
have done thus far.
What I know will be continued
work for jobs am a security, for
the future.
It is wonderful to sign this
agreement and to acknowledge the
presence of so many in this room
who have helped make this
possible.
Montgomery county is delighted
to be the home of the national
center for cyber security.
>> montgomery county will be the
epicenter of a nation'
s cyber
security.
Maryland owner martin o'
malley
and montgomery county executive
ike leggett signed the
partnership agreement for the
cyber security center of
excellence.
>> signed today with county
executive mike leggett -- ike
leggett, who is always on the
cutting edge of sectors and
industries, few counties in our
nation are as dynamic as
montgomery county is in terms of
its economy and diversity and
the level of the skills level
for people --
>> it will be located on a
65,000 square foot building on
seneca highway in rockville in
the county'
s biotech corridor.
>> it is all about creating jobs
and making safer those virtual
spaces that all of us depend
upon for our banking, for our
electric grid, for our internet,
and for our personal information
.
A person -- a permanent home for
the national cyber security
center of excellence
will create
jobs and spur innovation for
many, many decades to come.
>> the national cyber security
excellence order shall, 16
companies including cisco
systems and microsoft, have
agreed to provide hardware,
software, and expertise to the
center advanced rapid
addition
-- adoption of securing
technology.
>> we join together as partners
to make sure that for the united
states of america we have a
safer country.
We have a stronger economy
,
and we have job opportunities
for our young people.
And by harnessing the resources
of the federal government,
working at the state and local
level in the montgomery county,
we hope to be able to accomplish
all three.
I am happy to be here today to
announce that the federal
government has put another $15
million in fiscal 2014
--
[Applause]
-- for the functioning of the
national center for excellence
and text transfer center that
will be located in montgomery
county.
>> for several weeks, the county
council has been debating the
future of development in the
watershed in clarksburg, and as
sonya burke reports, a major
decision has been made on the
retail project that could be an
economic boom for the city.
>> by late next year, the site
located off of I-270 could be
bustling with retail.
In an 8-0 vote, the county
approved plans to conduct the
first fashion outlets and
center.
It will encompass retail on land
that was once earmarked for a
new hospital.
>> to be able to provide this
quality of retail for our
community and for the region, it
will be a regional draw.
It belongs there right next to
270 where it is visible, so
people are pretty excited about
what it will mean for that part
of our community and for
everybody.
Ask the project -- >> the
project will bring badly needed
restaurants and retail to
clarksburg without jeopardizing
the town center.
There are no lines for a
supermarket, and developers
agree to a clause that prevents
big-box retailers from setting
up shop.
Also approved -- measures that
address the imperviousness
associated with three major
projects under consideration
within the 10 mile creek
watershed.
In the end, the council improved
815% impervious cap or the egan
and miles coppola properties and
a 6% cap for the poultry homes
-- putle
lte homes plans.
>> I think that the planning
board did a great job at
recognizing that.
Planning board staff also did a
great job of recognizing that,
so I think that for us here on
the council, we have got to use
the same guidance that they had
to be able to make sure that we
are delivering on everything
that is necessary for
clarksburg.
>> at this point, we are really
trying to figure out what is the
best way to ensure that 10 mile
creek is protected in the best
way possible while also
recognizing that we have a
commitment to the clarksburg
community as it builds up.
>> and clarksburg, I am sonya
burke for "county report this
week."
>> the silver spring made a
central part?
County council member hans
riemer think so.
Mymcmedia'
s valerie bonk has
more.
Alexi called a central part,
something he says is missing
from the buzz of the downtown
area.
>> it is like they forgot to put
a park in downtown silver
spring.
He is proposing a
spaces slated
for a hotel in one of the
busiest areas in downtown silver
spring beebe turned and said to
a green space for community use.
>> there'
s a park next to the
transit center that is scheduled
for future development, and I
would like to find out if
there'
s a way we can convert
that into a community use.
>> that would be a central part
here in downtown sent --
downtown silver spring and we
need a central part.
>> while the location and the
title of a central park peaks
the board'
s curiosity, it is a
question.
>> it is not like what we would
want if we were starting from
scratch and looking at all
downtown silver spring and
saying where would you put a
part in how big would it be.
I think you come up with a
different answer.
And it is what we got.
It is the only piece of ground
that I can see.
>> the
idea of green space is
something the board is working
towards.
Still, some members are unsure
that this project is the answer.
>> it is available, it is green,
but it is not necessarily going
to work as a community gathering
space in my humble opinion only
because of where it is located,
is an incredibly hilly site.
>> I am a little hesitant to get
too enthusiastic about the
location because there is so
much transportation and
activity.
It seems like it is not a very
restful, peaceful place.
>> councilmember riemer
has
asked to assess the feasibility
of purchasing the land of
putting it into the county
budget.
For "county report this week," I
am valerie bonk.
>> the montgomery county council
will hold its next town hall
meeting on February 26 in
larkspur.
The meeting will take place at
rocky hill middle school
beginning it 8:00 P.M., and
residents are encouraged to ask
questions on any issues.
The developers of clarksburg, 10
mile creek, along with public
safety and transportation needs
are a few of the hot topics
expected to be discussed.
If you cannot make the town hall
meeting, you can watch the
rebroadcast of it on county
cable montgomery.
When we come back, how many
latinos need to activate civic
engagement within that
community?
And those videocameras on school
buses have already caught
several motorists violating and
citations have been issued.
We will be right back.
>> are you sure they can recycle
this clamshell?
Wife gets, we are on a new
start.
Wife I cannot wait to make a new
start.
>> I will get to paint the white
house.
>> here he comes.
>> now you can recycle more last
again montgomery county such as
pvc plastic such as clamshell,
traits, live, don'
t, and cups.
>> we are in.
>> for more information on
recycling, contact 311.
The wait is over -- recycle more
today?
>> did you know there are more
than 10,000 county government
phone numbers, but there is only
one number you need to remember
for nonemergency calls?

government'

>> what about this 200 addition
of "county report this week."
I am lorna virgili.
A leadership summit was held in
montgomery county where the
focus was on engaging be growing
latino community.
Mymcmedia'
s valerie bonk
reports.
>> the response is overwhelming
for the first latino leadership
conference at montgomery
community media and rockville
where local leaders came
together to share their thoughts
on issues close to the growing
latino community in montgomery
county.
More than half of maryland'
s
latino population lives in
montgomery county.
>> it is a community that has
grown accidentally and we have
not seen the same exact
equivalency when it comes to
visitation -- when it comes to
anticipation.
>> she says it is important
considering the latino community
is now the largest foreign-born
community in montgomery county
and the greatest number of kids
humming into inner garden and
county schools are latino.
>> the community is very loyal
and hard-working.
It has made amazing
contributions to these county,
so it is always important to
have opportunities.
>> her ankle is to have more
hispanic students graduate from
college.
Currently we have 13% of
hispanics that hold a bachelors
degree.
It is a shared responsibility
for our community, 40 federal
government, for local leaders to
come together to help address
this issue.
>> immigration is personal to
fox news analyst juan williams.
>> watching how we assimilate
into american life, we became
american families.
For me it is three much a part
of my life story.
>> and for those in attendance,
the conference is an opportunity
to learn.
>> what I learned is that
latinos cannot be lumped
together.
It is something that I have felt
inside.
I felt in myself that it was
something that was maybe not
expressed.
>> we sometimes take in
montgomery county and other
places around the country out of
diversity for granted.
I am here today to basically
give my support to this outreach
effort and to learn more, be
better I I can
better serve our overall
community, especially our latino
and hispanic community.
>> for "county report this week
," I am valerie bonk.
>> youth will soon be able to

Transportation investments make
up an important part of county
executive mike leggett'
s -- ike
leggett'
s transportation budget.
Tom has more.
>> hi, I am tom pogue, community

department of transportation.
Here is an update for montgomery
county.

>>
fire chief steve lohr was
officially sworn in as the
county'
s chief for fire and
sector -- and rescue services
departmelohr had been serving as interim
chief.
County council recently approved
his appointment and he has taken
the oath of office.
Recently, council President
Craig rice met with the media
and the issues he wanted us to
talk about what'
s school bus
cameras.
At us because rice is deeply
concerned about the number of
citations issued to motorists
caught on camera passing stopped
school buses this year.
You May remember in January,
police equipped several school
buses with automated cameras to
record vehicles that pass.
The schools -- stopped school
buses.
According to rice, police issued
a 10 citations during the first
month the cameras were in
action.
>> and to still see that many
incidents in just a limited
number of cameras that we have
is extremely concerning.
That means that either people
still are not educated about the
dangers that are out there, or
about the law, or that they
don'
t care.
Either way, we really have got
to get a handle on this and make
sure that people understand how
much of a danger this is.
>> in the coming weeks, the
police plan to expand the
program to include even more
cameras on school buses.
When we come back, we take you
to a cyber club at montgomery
college.
And mcps
celebrates its annual
boxing championship.
We will be right back.
>> this message brought to you
by fema.
Home fires occur most often in
winter.
Keep anything I can catch fire
three feet from heating
equipment and never use an oven
to heat your home.
Stay in the kitchen when frying,
grilling, or burning food.
Make sure all events are clear
of snow and ice to allow carbon
monoxide to vent outside.
Have your furnace, heating
system, and jimmy service each
year by a qualified
professional.
>> welcome back to this 200
edition of "county report this
week."
I am lorna virgili.
Montgomery college cyber watch
clubs helps students build on
their skills and it prepare them
for important competition second
lead into internships and jobs.
Danielle has the story.
>> he is a non-traditional
student at montgomery college
with some prior background.
In 2012, he founded this
on
can'
t this.
Since then, he has been its
President.
>> I really looks to this club
in terms of being able to build
upon the practical knowledge
that you have in the classroom,
the fundamental knowledge of
certain systems and how
everything works, but you don'
t
really get a chance to build it
and work on its hands on, and so
this was supposed to be an
extension of the classroom in
many ways.
>> they meet every friday from
4:00 P.M. Until 7:00 and we meet
P.M. -- our pet of the week.
-- and everyone can practice.
While we are here, they can view
their schools.
-- skills.
>> we practice in various
scenarios that will portray what
we will likely compete in.
>> Dr. Chang is an
adviser
for the club.
>> he has guided our focus.
We will be all over the place
and try to learn things that May
not necessarily contribute to
success in one of these
competitions.
>> he has won two awards
in
prisons, hosted by the
department of defense.
>> it really is gratifying
gaining this experience that
really translates to either jobs
or internships because these are
skills that you are gaining.
>> according to the -- the cyber
security program is growing at
the college, and the awards won
by students and faculty are
bringing prestige.
>> there really an to us as a
larger community, so helping us
attract students and people to
this program that is vying to
put people in the workplace to
support our local industry.

their website.
For "county report this week
" in
germantown, I am danielle.
>> montgomery county public
schools recently had a
championship, but like other
sports competition, it appears
that most participants and
spectators left this event
feeling like winters.
Mcps has the story.
>> the 2014 montgomery county
championships.
>> teams from all across
monterey county public schools
participated in the countywide
boxer ball championship.
Bocce teams including special
education and
special education
-- in regular education
students.
>> this is a product of a lot of
people'
s efforts in athletics
and non-athletics, putting these
corollary teams together.
They have provided a lot of
opportunities for students
without the but -- without
disabilities to be full-fledged
sparsity in her glass -- full-
fledged varsity scholastic.
>> I have coached baseball,
golf, I get as much enjoyment
and competition out of this as
any other sport I have coached,
and the kids just give you so
much back.
It is such a great experience.
>> both of the -- most of the
students who joined the bocce
team had little experience in
for many it was their first time
playing be school-based sport.
The team from chevy chase high
school won the tournament, but
the day was a victory for
everyone involved.
>> I am honored
.
It is unbelievable.
This is the first team I have
ever been a part of.
>> at first, I thought of it at
sunday the to do because I was
not very active in middle school
, and it wanted to become more
active.
>> others cannot to show
support.
>> I am thrilled.
I was opposed to work today, so
I was able to get off to be
here.
I try to make it to the games to
see all of the kids compete in
to see them work as a team, and
they really rely on each other
and know each other'
s strengths.
i think that is fantastic.
>> [Indiscernible]
-- mcps offers
three sports to
provide for all students.
>> our schools, our athletic
directors, administrators,
everybody, coaches involved with
these corollary sports teams I
think of don a tremendous job.
I think we have provided a lot
of opportunities for students
who otherwise did not have real
opportunities to participate.
>> seniors at a retirement
community in silver springs
pitch their own stories together
for black history month.
Holding their first show to
educate the community.
Here are some stories from
mymcmedia.
>> the seniors have been piecing
a patchwork project together for
months in order to pay tribute
to black history month.
>> the quote was hanging out in
the line, the port committee
chair, the runaway slave knew it
was an area that was safe and
they could go to that area.
>> we knew that we had quelled
with african-american themes on
them, and we assumed there were
other people who had
quilts in
their history and we decided to
see what was out there.
Twice the african-american
history love is the quilt
club
in silver spring.
Taken together to present their
first african-american quilt
show, featuring more than one
dozen quilts from this aspects
of history.
>> the quilts are african-
american themes, so there are
some underground railroad, or
that the fabric is african
fabric that was used.
So that was the theme of entry
into the show today, and so I
think this is just a great time
to celebrate that work.
>> some of the quilts are
histories themselves passed down
from generation to generation
while others like this one
depicting President Obama'
s
second term when were made by
residents right here in silver
spring.
>> it is very important for us
to look back and see the history
.
It is interesting -- one of the
quilters had to quilts that were
made of feed fax, and so many
people did not know about feed
sacks, but other people
really remember feed sacks.
>> for those looking for a way
to learning give back, it was a
chance to write their own
history.
>> I have always been interested
in our history, so this was a
nice way for me.
>> she calls this one the
underground railroad, and over
there, we call that jacob'
s
ladder.
So the names vary.
>> for "county report this week

In fact, this is the 50th year
that montgomery county has has
sent -- has hosted metro, the
swimming and diving

The swimmer that everyone is
talking about tonight is katie.
The germantown indoor swim
center was packed with hundreds
of swimming and diving fans on
deck for this high school meet.
>> we'
ve had people who were
team captains of their teams
when they won the metro center
how their kids are swimming in

huge family affair for this
area.
>> everyone pulls for each
other.
We are so proud of katie, but we
are proud of all of our
swimmers.
>> the swimmers did not
disappoint.
There were several metro records
set at the meet including a new
american record in the 500.
>> I'
ve had my eye on
breaking

I think when I went to 4:35 a

I was creeping up on the 4:30.
So I finally got it, I am very
