You know I'm . . . as a person,
and as an activist 25 years ago,
and as a member of Swiss Administration,
but especially as a human being and as a part of my society,
I really stick to human rights. I think that's not questionable.
I'm not sure that human rights are the center in itself.
Human rights, for me, are more the basis where the work should be built on.
And I expect pulic health measures, or work against ***,
to be based on the respect of human rights and democracy,
because in the end, what we want is that
people that are infected are offered treatment
and can take an informed and free decision for the rest of their lives.
And those having had risky behavior until now,
that they are counseled,
that they are able to take a decision whether they want to change their behavior
or to continue. But we have to respect people's informed decision.
