public management, decision-making processes, accountability
and human development.
From the United Nations Development Programme’s (UNDP) perspective,
local governance involves strengthening stakeholders
and sub-national institution’s capacities through strategic technical assistance.
Such approach is reflected in PROLOGO (Local Governance Proposals) network.
PROLOGO: Local Governance Proposals
is an effort by the Generalitat Valenciana and UNDP
to promote citizen participation,
dialogue and deliberation.
PROLOGO focuses on capacity
building, advocacy tools,
community based leadership and inclusion.
PROLOGO is a means, a methodology
to promote governance in the space that is closer to the people.
PROLOGO articulates three components:
Local Centers - as a physical space for consensus building and planning between local authorities and stakeholders.
A Regional Node to consolidate the PROLOGO Network,
which provides methodology and knowledge tools,
and facilitates cooperation among Local Centers.
that provides conceptual tools and promotes practical
skill development local stakeholders for public policy advocacy.
PROLOGO is trying through the articulation of the three components,
to gather sufficient evidence to promote bottom-up human development,
drawing on the existing governance infrastructure in a municipality,
which is diverse in the region. Of the three municipalities involved in the PROLOGO project,
one has one million inhabitants,
another one has one hundred forty thousand (140,000), and the third one has twenty-six thousand.
The aim is therefore to somehow articulate ideas
to generate endogenous proposals from communities and civil society,
which can be supported by governmental and decision-making structures
and, consequently, offer a wide menu of options, if we are to replicate this somewhere else.
PROLOGO pilot experiences are been implemented in three municipalities:
Cartagena in Colombia,
Santa Tecla in El Salvador,
El Cercado in the Dominican Republic.
The three municipalities have already been involved
in previous UNDP initiatives to strengthen local democratic governance.
UNDP offices in each country, local authorities and civil society organizations
have identified thematic areas where PROLOGO may have a positive impact
according to each municipality’s needs and context.
