Hi, my name is Paul Dent, and I am the Operational Readiness Review Manager, or ORR Manager,
for the Bechtel Pueblo Team. Operational Readiness Review is the process that we use to verify
that plant, paper and people are all ready for operations. And why do we need that? We
have a complex plant, over 30,000 equipment items, we're governed by over 1,000 procedures,
and when we start, we will have over 1,000 employees to operate our plant on a 24 hour a
day, 7 day a week basis. The ORR process lets us know that we can compliantly, safely and
efficiently run our plant. To do so, we first identify the hundreds of standards that apply
that we must meet. And then we'll assign each of those standards to a responsible manager,
and then we'll use an independent reviewer to go out and verify that the standard has
been met. As we near the end of our ORR, we'll run what we call an Integrated Operations
Demonstration, or IOD. And in this, we practice running the entire plant using all four of
our shifts on a 24-7 basis. And once we've determined that we've met the standards required,
we will as a systems contractor declare readiness for operations. And that goes to our customer,
ACWA. During the ORR process, ACWA has observed our entire process as well as conducted independent
validations that we have achieved the proper standards. And once we've declared readiness,
the government will use their process to confirm that we've met the required standards, and
at that point they will give us the go ahead to being with the destruction of the chemical
agent stockpile.
