Hungary is really doing very well when it comes to things on paper:
We have good legislation; according to the medical law,
we have anonymous and free testing for everyone.
But in practice, [things] are completely different.
Most of the VTC centres, only take your blood for testing,
and you are not counselled before the test and even when getting your results
– about safer sex practices, and so on.
In most of the cases, you are asked to provide identification. Especially, they are asking for your medical insurance card

because it is just easier to reimburse the costs.
Probably that is the reason why
the number of tests [performed] in Hungary remains really low.
It is extremely low even within the European region.
Besides this low number of tests,
[the number] of new infections is rising.
That should be a real warning for people working in the field of ***/AIDS,
that something should be done about the quality of testing
- also, the quantity of testing, as we have problems in both cases.
