Go to https://console.developers.google.com
Create a project, if you don't have one
Just give it a name, any name
But don't touch the project ID
Check "Agree to Terms of Service" and create your project
You will have to wait for some time
When the "Creating" notice disappeared, go to your Account Setting
Choose the APIs & authors menu
Now use your browser Search function (Control + F) to find Blogger API v3
Click on it
You need to turn this option ON
By clicking the "OFF" button on top
You will be re-directed to your API Request Form
Just fill what's left of the information and hit "Submit"
Go back to your Project index
And choose the project you've just created
Click on API & authors again
You need to go back to Blogger API v3 option
Now click the link
You should be able to find the API Acess on the left menu

I'm doing this to demo our Blogger auto posting plugin, so I'll choose Web Application
Now we need the Redirect URI and Java Script origin
I'll fill this one up with our plugin Homepage
And go ask my plugin for an URI I could use
By the way, this is an awesome auto posting plugin we are selling,
It's called WP Pipes, an auto content plugin that can handle a lot of content source, from RSS Feed to CSV files
It can even fetch content to websites without RSS Feed services to feed you posts
And auto posting them on many places like Google+, Facebook, Twitter, LinkedIn etc...
Now I need an API Key to make it do auto posting on Blogger

Just click three times to select all and copy
Now go back to the API request form and paste it into the Redirect URIs box
