to begin with let me just say i'm not going to go into a lot of details you

the people on it are very very accomplished in you have notes in your
packet which will tell you all about them uh... but they have a lot of good
things to say so we're just gonna let them speak
uh... will be hearing from more than i do like the executive director of the
clean green lining institute
orson is going to speak about the changes in tuna graphics in california
who purchases insurance products in california and why it's important that
we collect the information that we're going to
dot californians
we'll also hear from assembly member jose saliva bum assembly member sligo is
helping that
discussion about the implementation toolkit for his bill um... eighty fifty
three
so we had uh...
that parents with the authors we have it

of the advil income and we're also going to hear from stacey humble embarrass

stacy circling manager investment uh... commitments from insurers sigil discuss
the results of the voluntary survey

you know what we see is that the power of diversity the power of
uh... multi ethnic communities working together can really achieve
uh... a much greater pie and much greater effectiveness
reliance history is simply about two things that
one convincing
america that diversity is its strength
and the second is convincing corporate america that packet seeing diversity
makes good business sense
when i think of green lines inception about nineteen years ago
the needs of color were just surround nineteen percent of the population
the fast for twenty years from now
commute if color going to be nearly half of the entire u_s_ population
uh... to put it also perspective
by twenty twenty five
seventy five percent of californians under the age of eighteen
or be of color
and as we saw earlier this year now that the majority of babies majority of
babies born a kaiser
are of color
you know clearly where whitney sena
demographic revolution which is what we call a green line
and you know clearly this democratic revolution is already flexing its muscle
uh... on the voting site you know couple years ago when we saw accused elections
uh... throughout the country we saw most of the country

uh... in california we didn't see that we actually saw
whole slate you know i think for the first time in many years perhaps first
time ever we saw every state official was won by uh... that democratic person
uh... clearly we have a a democratic governor cool wind because of minority
and of course barbara boxer one even though barbara boxer lost the white bull
she still want because she overwhelmingly won the latino black an
example
uh... and this is worth dollars are going to snatches boating
this is the buying power we're going to see the buying power from the punter
just grow exponentially year after year from now into the future
uh... the wall street journal recently ran an art
talking about
america straight and america strength is its competitive advantage
and that were country the taxi driver whereas
ladder european countries are actually shrinking even countries like india and
china you see birth rates going down
america still growing and that's eighty ninety percent due to companies of color
that's the future
customer base is not a ready today's customers but it's a white
white said
companies care about this demographic
revolution
i think mister tyson answered it also i can go through really quickly
one is
company should simply reflect their customer base
you know it's the as simple as that
second is
diversity increases competition
you know when we have more competition we have more innovation
creativity
uh... at their
starburst is simply the right thing and do anything we need to stop china
backup supplier diversity with dada and you know i think what we need to say is
that exclusion
or business practice
uh... so three things supplier diversity is not
snot a numbers game
you know it's not simply telling the numbers
scene who's better
it's not
something that makes companies change their business strategy
uh... what we say is and supplier diversity where there's a will there's a
way
based on what you do now
uh... and it's not something that's been a damage your brand name or your quality
in fact his can improve their quality
uh... lastly i just whatever thirty do three things one is our supplier diverse
report card i did bring a few copies that were up there
this looks at the uh... california public utilities commission model
and looks at how the utility companies are doing is very transparent
provide some substance
and how the companies are doing
not just when it comes to businesses
further bu related but also
and hardhat related but also the briefcases the lawyers accountants
uh... maybe then you get a copy of a few more of the probably right now
second is were working on a database
uh... we're we're looking at professional categories uh... so we'd
just build up uh... a minority law firm database
we're going to follow up with other databases accounting data bases
uh... so that we
you know when companies tell us we that they can't find disqualified companies
we're gonna pull out this database and
im but i want to know why it is that and none of these companies uh... are
qualified to you to leave their business
and finally were were working with the newly-created office is a minority women
inclusion
these are the new offices they were created dot frank legislation

i'm we director for that heads the c_f_ p_p_ is going to be visiting the green
line intensity on thursday
to talk to learn about the best practices in supplier diversity
so he decided to
make this something that than tire financial industry should
uh... the careful of so finally i just really want to thank uh... commissioner
jones for your leadership on this matter and many matters
uh... it's a blessing to have a commissioner like you that cares about
these issues uh... and we're just glad that uh... we're here and today two

includes uh... many minority women and stable than veteran uh... businesses
uh... you know they have a responsibility to provide their products
and services that can make their own business case
uh... you know we're also talking about opportunity you know these uh...
folks i just want to be able to compete they just one oh
where the door is you know where to sign up back
and compete uh... for business uh... and then finally you know it's a california
bill because we have a many large insurance companies that
take money out of california this bill that out
putting that money back into california into our communities in our communities
a by thinking of the
he bites usually by harvey by cards
uh... they they buy at the grocery store and uh... you know we need to keep that
and money circulated in our community
uh... also when i think about the v_
fifty-three no it's not a magic bullet it's not as silver bullet to solve all
our wills but where
marking for any no we haven't many insurance that communion are scared
uh... in this room we're looking for best efforts
uh... in we're looking for best practices uh... you know we have a
penalty coming up it's going to speak to
some of those best practices already and i know it we were working at the built
in the legislature these past two years i did have many insurance companies that
were already given me their own internal report on how well that we're doing as
we do know that we have uh... some successful models out there
i'm also here to give a big thank you ninety-one at unit think that you know
or sending green-line mister that black-white further
carryout
for so many years and it came to you with the idea
two years ago and
some of these things sound simple in a meeting but you know and and and the
legislative process that can be
typical next on the policies that we got to get to the appropriations committee
and when the state's practically broke the way we are adds that tough to get
you know that that piece of legislation to do but
ad that they knew that we had an outstanding insurance commissioner those

get this done a very cost-effective way so
let's give archer's commissioner david jones of the kind of plastic if u
earlier
when they have happened without you
uh... also when we enough tech discharge out of this bill
uh... you know we have not likely had a pop
prior piece of legislation and
there are a nother should help me within that dealt with that
committee investment policies in having large insurance companies
i began to report what they're
investment policies were
uh... in again that between departure between that the legislature in the
uh... you know insurance that department we had beauty nearly universal
complaints on them
uh... and so
no those companies that had to act reinvestment policies they put the port
those that
did have a put them together
and then there were many in between that just that you know saw pertains to
enhance uh... their policies
the bail guys
is in your folder in terms of a of a q and a m some
uh... no tips on it
i'm just gonna had like just a few pictures again it's it's in your in your
kids out
you know for stuff you know we're talking about the spill applying to
companies with a hundred million dollars or more in premiums uh... so that's
that's the first thing you should know about uh... we think that this is going
to include about two hundred insurance companies
i'd just imagine that there could be to these companies that uh...
uh... put into somebody's
communities the company's a million dollars or a billion dollars now
we got to think big in talking about billions ravages mailings
uh... that's a big deal
or if it's even just that when job for each of these two companies that
generates
here in these type of california companies just two hundred jobs in
nift happened by arm and uh... you know that that's very uh... much needed
uh... the type of reports uh... they're going to be
provided and and post online in many ways out
there's gonna be many things included in that
to keep things that i see is number one a contact person
'cause again what uh... minority no women and disabled veteran companies are
looking for some time
is a contact person you know
where do they go to talk about their
uh... services and products and so having
that contact information is
one of the most important things you can do in providing these reports were
insurance commissioner
uh... we wonder whether diversity
policy statement is if you have one
indeed if you don't have one
it's okay you can uh... look at what other companies are doing their opinion
leadership together come up with the good policy
we want no about uh... you know the outreach in the communication that is
being done uh... in again that that's important not only so that
uh... folks i want to work with the canola battered but no
there's a lot of people here in this room that will
definitely uh... spread the word
uh... and then there's a question of well you know who really does qualify
and as an eligible minority and women disabled veterans company in
uh... this bill doesn't call the department for putting together a list
of those eligible individuals
uh... in in part it's because there's already sent you some good organizations
that elicit those types of companies in
and this is actually date that you have uh...
there's a and number of of dole's links
uh...
and you know that there's a lot of folks who have been uh... in this no world for
some time in
uh... you know one person that you want to give up shot to is is that they do
because even our role model for me in
odd talking about uh... into the fact that
minority owned companies can be of great things and that's uh... you know we have
the pleasure here today and have enough beheaded debacle we hear babies arriving

i feel really good about this piece of legislation because as was mentioned we
have a very good governor
uh... that's insuring that implementation of pieces like this also
we have a a great uh... insurance commissioner who's gonna
make sure that we get the word about wendy's imports are doing that and you
would communicate that everything good coming out about the bill
uh... we also have ah...
it's gonna be reports every two years was going to be
three cycles of reports that no by the time that this
nishal piece of legislation is uh...
sense and that's in twenty nineteen we'll be back in the senate and then so
will let you know it get there we have ten but that's a good thing but by let
me give out close to everybody else in the industry may not have that
uh... my brother senator about prices was here he was a big gap

uh... who authored this bill uh... permitted me to be a co-author of the
who's really been a strong advocate
for that just as he said i just minority in a private group small business
enterprise and so uh... we appreciate
uh... his uh...
dispassionate leadership
uh... in support of small businesses
my interest
uh... in the small business and stems from my uh... my background i i i had a
small print shop
before i came to the legislature
long before i came to the legislature turned out insole i came though with the
uh...
at the appreciation of the importance of small business and unique role to play
shan minority businesses were minal businesses uh... all tied into that
uh... and so it it was a commitment i had when i uh...
came to the legislature in two thousand six to liberty focus on that uh... as
they uh... as an area of interest
and at that time
we were able to create the select committee on procurement we'd love to
take a look
at uh... how the state does business with small business or more accurately
how the state does not do business
of the small business in the distance of the year isn't it
over the past several years uh... taking taking a look at
how the state
can more effectively
plug into the
entrepreneurial spirit uh... this community
desire of the of the business community to provide services in ways that that we
have before
and so it is important note that this if it does not stand alone
uh... there are
but number of a person to reach the travel expenditure person up to leave
the door human organs
vertically as it relates to the state
indian related area financial services for example upheld uh... thus there is a
public forms of the past three years which included in put
from the two largest
pitch in for scalpers and counselors and we took a look specifically at how
emerging
investment managers
have an opportunity to provide services uh... to the state
uh... those hearings culminated in a bill senate bill two ninety four
uh... that was uh... signed by the governor last year that now requires

support that effort uh... i appreciate that
in the area of uh...

reba worked hard to make sure there was a thirty percent contract irene goal
outreach and retention mandates
but the small businesses
uh... and uh...
although a legislation was not successful
uh... it did result in the adoption of that policy
but high-speed rail and again it's going to be an opportunity
that we that we take advantage of
uh... to make certain again that we are involved in
certainly the largest single
public works project prob in history the world
uh... and uh... you know we have to monitor it closely there was a meeting
down destined for the last week and
several were disappointed in fact about the level of uh...
of uh... input and support and so it just underscores the fact that we need
to continues to rework uh... *** these issues
uh... last week the pc
the public utilities commission held us on bulk
hearing which is really going to the gold standard
begin the summary brad perdue
this year the uh... facili tilly's
jews and commerce committee was uh... actively involving gays in that effort
uh... and again we've got the utility utilities uh... really stepping up to
the plate

uh... and uh... increasing your spent almost two seven billion dollars small
uh... small businesses women on businesses over the course of the year
so
all i'm saying is that the separate that's their new lows not by itself it's
consistent

uh... appreciation for the role of small businesses play in the process of women

uh... we're not asking for a special
consideration but just a chance to be at the table
but she has to offer services in the chance to provide
that it would
and activities that are important and so again is what i think uh...

benefits
here in california
and thanks to commissioner david jones this is our priority of his
administration we've been doing a lot of
great investment this year and now will be working on the implementation and
eighty fifty three
that a little bit of a head start to see but
you know something might
look like it or looking a diversity data call
mind to understand what insurance companies are already doing
that's we're seeing some great numbers
and we're seeing some numbers that could use a lot of improvements so
based on two thousand candidate uh... we looked at those insurance companies that
wrote at least one hundred million dollars in premiums and help
throughout two other companies
a lot of company if you think about it
and uh... the was companies
thirty percent responded

fifty three
a success
uh... because now what we're gonna see is
a lot of reports are going to be implementing this and
we're gonna hopes to make a lot of significant improvements
so what we've seen so far it is that's abbas thirty percent which is about
fifty companies
thirty one of those have a supplier diversity statement some sort of
commitments supplier diversity
the best
tibet's are thinking about it
and then when you looked at sra really active programs
that was kinda split down the middle you'll have to
have talents
it's something that's very near for insurance companies and to all those
insurance companies who are cheer management decisions
i advise you for being here
i know it's a lot of hard work we're going to work together to make this
happen
uh... we also take a look at corporate governance in how the panel not later
today
insurance company great job with when other ports

but when it comes to paying latinos african-americans asians and native
americans and disabled veterans
needs more help in facts we don't have any native americans or disabled that's
on the insurance company boards
uh... dozen improvement there

mean a lot more interests
