FINAL FRONTIER
The oil found in Campos,
near São Paulo
is oil that came off
through the crinkles of the salt layer
and has oxidized as it moved to the surface.
It has become heavy, becoming a bad quality oil.
However - that's where the geologists come in -,
there should be heaps of great quality oil underneath.
I have some idea of what it is.
It has something to do with oil, gas...
The ocean... I'm not entirely sure.
Suddenly, we have discovered a county
which represents a Saudi Arabia in oil wealth terms.
In which management, regulatory model
can we trust that, midway through the process
there will be no throwback nor treachery,
like it has happened before.
We must defend Brazil's strategic interest,
have control over these reserves,
not transferring it to companies, for that is the real dispute.
Preserve it as national property,
strengthening Petrobrás as a strategic partner.
When production from pre-salt begins,
the barrel will cost at least US$ 100,
and that means that 9 trillion dollars belong to the country.
It is something that must be discussed in every corner.
People should understand pre-salt, not just soccer!
Investing in us, in our culture...
But they prefer to keep letting foreign companies come
and do whatever they want...
It is our oil! It is our oil!

We didn't come to fight,
we came to defend national sovereignty!
They have taken away our gold
and now, they want to take away our oil and gas!
That's our peaceful message!
I consider the movement which created Petrobrás,
the "oil is ours" campaign,
the greatest page ever written by the Brazilian people.
It was like yeast had been thrown into the mix.
"The oil belongs to the nation,
and it should be equally divided through all of her sons.
Any type of concession, even to private ones,
may lead to figureheads."
Therefore, the only patriotic, civic solution
for the oil issue is the Estate Monopoly.
If Petrobrás was truly a State company
and not mixed, like it is today,
the partnerships would be beneficial.
You could settle with Shell, for instance,
to exploit together.
But the oil that comes out is Brazilian
and Shell receives for the service it provided.
But Fernando Henrique passed a law
saying the oil is our if it's under the soil.
Once it's taken out, it can be anyone's".
So you have to negotiate the oil with them
and they can even sell us our own oil.
We have arrived at an extreme.
Petrobrás represents the most important thing Brazil has ever done.
For the 44 years of Petrobrás' duration,
it has revealed itself and proved the capacity of the Brazilians.
However, in the 1990s,
it was presented to the public opinion as the villain.
They even tried to change its name.
From Petrobrás to Petrobrax.
They weren't able to privatize it,
but the idea that the oil was ours was shattered.
Bad Brazilians always position themselves against sovereign powers.
The genuine Estate company
employees more Brazilians, develops technology for the country...
This is the Brazilian people's demonstration
in Petrobrás defense!
Petrobrás has a high capacity, and it is crucial to Brazil.
It must be protected.
Petrobrás belongs to the people!
To the workers! To Brazil!
We can either have our monopoly or a multinational one.
A Estate monopoly is a social monopoly.
Petrobrás is a victorious company
for those 44 years of Estate monopoly
and the excellently formed tech staff.
Brazil is a rich country,
but other countries enjoy its rich resourcefulness.
We have to reverse that.
Especially now, with pre-salt,
we cannot allow such thing to happen.
Because many riches already...
Vale do Rio Doce, for crying out loud!
It was donated!
PRE-SALT: WHAT IS IT? HOW WAS IT FORMED?
200 million years ago, there was a huge continent, Pangaea.
It first split up into two.
A stretch allowed the ocean to invade it
forming a great continental lake,
in which, through rivers, sediments were deposited.
Sediments full of organic matter.
Organic matter is essential for the formation of petroleum.
This sedimentary crib dried up.
On top of these sediments, from the continental stage,
a thick layer of salt was deposited.
Which ended up preserving not only the reservoirs,
but also the generators.
Pressure further separated Africa to the East
and South America to the West.
An approximate 15,5 miles per million year drift.
200 million years went by,
which explains the 3.000 miles between Dakar and Recife.
WHAT IS THE PRE-SALT'S ESTIMATE?
If you take a low estimate,
it should be around 2, 3 billion,
3 trillions of dollars.
It is enough money to save Brazil
from its social flaws.
We will get Brazil moving. Now it all depends
on how Brazil is going to explore this wealth.
Because it is hard to reach,
we're "condemned" to building a long productive sequence,
with lots of science, technology, and qualified personnel
in order to obtain it.
That's the first positive pre-salt effect:
creating jobs.
The pre-salt can give us
everything
this country haven't had in 60, 70 years!
It's the biggest discovery of oil in the world.
Petrobrás... Brazil will be another country.
It is Brazil's hope for independence
in terms of fuel,
of resources for development in medium and long term.
But it's important that the pre-salt remains national.
No one had pre-salt in mind when they made the Constitution.
When the regulatory framework was approved
there was no discussion about the pre-salt.
We are facing a challenge.
First of all, to organize our economy,
inside those principles
to guarantee everyone's well-being,
which also means preserving the environment.
A NEW COMPANY?
The new company is based on the Norwegian model.
40 years ago, Norway was one of Europe's poorer countries
and with resources from oil has altered the reality of the people.
But the similarities and the good model end there.
Norway is a country with 4 million people.
Petrobrás' main patrimony
is the history of our people.
It merges with the history of our country.
It has social appeal,
and a new company wouldn't have that.
It was Pretrobrás' technicians who discovered the pre-salt.
The pre-salt has to be ours.
If there's no commotion, there's no change.
Whether you're a leftist or a rightist,
you have to think in terms of nationalism,
just like during the campaign "the oil is ours".
We have to defend Brazil's integrity and sovereignty.
Let Petrobrás be the one to produce the pre-salt.
We have to link the oil's exploitation profits
to the resolution of serious social problems in Brazil.
We have to get our flag up high and say:
"the oil has to be ours".
IT HAS TO BE OURS
If there is this amazing good
that is being mapped
and researched by our researches,
by our technicians
and they're saying that what we have there
is a huge oil well
in the pre-salt. It makes no sense
to auction it off.
There won't be an auction, not if we can help it.
The hydrocarbonate properties
has to be made from the union, as the Constitution says.
We have to stop these oil auctions
because
it is a strategic reserve.
We have been on a fighting journey,
we've occupied Petrobrás' Headquarters.
No! No! No to privatization!
The oil is ours and we won't let it go!
The Brazilian oil was discovered by this company
and it involves a couple of trillions of dollars.
Trillions of dollars!
That can improve health, education,
security, we can have land reforms.
Today, youngsters are here, united,
from the country side and from the city,
here to talk about this new world we are looking for.
A world with social justice will only come about
when we end today's ways of exploitation.
On the day of the auction, we were at the door of the ANP.

Just by being Brazilian we have the political right
to defend
any natural resource in our territory
and which, by the Brazilian Constitution,
belong to the people.
Just like water, minerals, oil,
any natural resource that comes from work.
There is great international interest.
Surely we will suffer international pressure.
We have pre-salt 300km from the coast,
so it’s off the continental platform,
in an international zone and it needs protection.
We can't doubt that in the future
someone won't show up to take over the platform,
to take over a region claiming it's an international right.
NEW PROJECT FOR THE COUNTRY
We can think of a new plan,
a national plan for development
stemming from the development of pre-salt.
Which direction
is the country taking?
Should we do it in 20 years?
Should we do it in 30,
40, 50 years?
Or should we exploit it like other companies?
They want to exploit everything they can
while the law will allow them.
If the oil is in deep, way deep in the sea
should we play to win?
We have now stumbled upon an Eldorado
that's within reach.
I'm 91 years old
and I won't stop
while I'm still
lucid and full of life.
It is an obligation, not a favor.
