--how to get the cabling in the ground for the electric and IT piece of it.
McChesney is aware of just about every piece of the ongoing makeover taking place at Fort Bliss--
--alterations driven by the congressionally directed Base Realignment and Closure, or BRAC.
There's a flow that makes sense--
--a sort of an overall developmental process--a land development process.
Today the existing post plus some 3,000 new acres of desert are being shaped and molded--
--in order to accommodate up to 10 brigade-sized elements and division headquarters--
--a course of action that is transforming Fort Bliss from a training installation to the heavy maneuver training site for the U.S. Army.

The budget, $4.2 billion, represents the largest BRAC directed military construction in DoD.
Additionally, there are renovation and modernization projects aligned with the new growth.
McChesney's BTO tracks it all.
There's a lot of detail.
The expansion incorporates barracks, offices, warehouses, motor pools, and lots of infrastructure.
According to McChesney, on average 7 to 10 major contractors and numerous subcontractors--
--are putting their talents to work on a daily basis.
