You can use Avid Media Composer's animatte feature to create a paint effect.

Start by editing two clips directly on top of each other.
Move this monitor icon to the top layer on V2.
This layer will cover the clip below it.
Navigate over to the project window and click on the effects palette.
Look for the Animatte effect located within the key category.
Drag the Animatte effect onto the clip on V2.
Click on the effects editor button.
In the record side of the Composer window, zoom out a bit to show the visible screen
area.
Within the effect's editor window click on the brush tool.
Twirl down the disclosure triangle for the brush parameters and adjust the brush size
to its maximum value.
Adjust the softness to a value of 50.
Move over to the record side of the Composer window and paint over the entire visible area.
Within the effects editor window, click on the Selection Tool.
Click on the paint object that you've just drawn.
Click on the first keyframe within the composer window. Make sure it's the only triangle that
turns pink and make sure the last keyframe is grey.
Adjust the path for this keyframe to a value of zero.
If you step through the parameter as you drag it, you can see the path of your animation.

Render the effect and play the sequence.
