The conference today deals with the Egyptian electoral system
in fact we are trying to develop bases for the electoral system
which allows for the parliament to express all Egyptian citizens
Muslims and Copts, the old and the young, women and men, also all geographical regions
Choosing between systems that are universally recognized
for this we have with us international and Egyptians experts
we need to choose between the proportional system and the absolute majority system
I think that the trend in this conference is going in the direction of preference for the proportional system
The proportional system allows the selection from the party-list on the level of Constituencies
which are bigger than the single member Constituencies
and the MPs, elected based on the existing program or programs of their parties
There are also guarantees for the Egyptian abroad to vote
Regarding this issue there are proposals for using electronic voting
or to vote under the supervision of the Egyptian consuls abroad
These are very important proposals for Egyptians abroad to have their right to vote
Also there isthe issue of the guarantees for the freedom and fairness of the electoral process
we are talking about international monitoring besides the National monitoring
all these factors to guarantee the integrity of the electoral process and its transparency
and theses guarantees should be included in the new law
This conference will come out with important recommendations that we will submit to the government
and the people responsible for the development of the new electoral law
to be taking as it expressive of the deliberations and discussions
for a conference has brought together more than one hundred representatives of all political parties and NGOs in Egypt
relevant people from the Ministry of the Interior who deal with election management issues
are very concerned to exert our best efforts to adopt and implement an electoral process
which is undisputed and characterized by absolute impartiality and integrity
and we are willing to apply any law based on these principles and approved by the concerned authorities
We sincerely desire the application of standards of neutrality, integrity and transparency
so that all candidates and voters may do their part in a perfect manner
By providing all requirements of the electoral process and guarantees of its transparency
From transparent boxes and phosphorus inks and publications
and providing the necessary means of protection and security for each electoral office
and the empowerment of all sides from the performance of their constitutional and legal rights
The Conference today is organized by the Egyptian Organization for Human Rights in cooperation with the Friedrich Naumann Foundation
It's about the political system for Egypt, its electoral system and the political rights law
I preseented a paper regarding the aspired political system, and I suggest the parliamentary system
I think this system is the best and is suitable as a new political system in Egypt
It enhances the relations between the government and citizens, political parties and is based on our experiences of 1923 and 1952
It will return the dignity to the Egyptian people
Parliament would be more efficient and the government would be more responsible
This would assist in to build a democratic political system
The Proportional of an open and unrestricted list
Not limited to parties but open also to independents to create a list in addition to the party lists
This requires electronic voting in the first phase
Following that we will prepare citizens for the electoral system and electronic voting
Thus we will get a democratic political system
Legitimaized by the January 25 Revolution, which wasled by the youth and embraced by the Egyptian people and blessed by the Military
