A bill that would simplify the
employment of foreign
workers in year-round
agricultural jobs passed the
House Judiciary Committee.
H.R 4092, titled the
"Agricultural Guestworker
Act", or "Ag Act", would
ease the requirements of
employers currently using
the H-2A program to fill
agricultural jobs.
The Ag Act, if it were to
become law, would create a
new visa called H-2C. The
program would be
administered by the USDA
rather than the Department
of Labor, and would provide
500,000 visas for year-round
labor, triple the number of
H-2A visas. Current
requirements that employers
provide housing,
transportation and meals,
would be voluntary under
the new plan.
H-2C workers would have to
'touch-back' to their country
of origin for a total of 45
days every 12 months to
remain eligible for the plan.
The visa would remain in
effect up to three years.
Workers would also have to
purchase their own health
insurance before being
granted an H-2C visa. There
is no path to citizenship
through the visa, and
workers would not be
allowed to bring family
members with them into the
country unless they also
hold H-2C visas.
Employers would see wage
savings with H-2C workers.
A wage floor of 115 percent
of the federal minimum
wage would be in effect,
which could save employers
as much as 5 dollars per
hour per worker in some
areas.

Committee Chairman
Michael Conaway signaled
support for the bill:
"It's time for an ag worker
program that both respects
our nation's immigration
laws and keeps American
agriculture competitive,"

American Farm Bureau are

I'm always amazed at the
ability of rock climbers to
scurry up the side of a
mountain. But just as
amazing are some of the
climbing plants that we can
grow in our gardens.
Evergreen wisteria, also
known as Millettia reticulata,
is a great climbing plant.
This wisteria is well-
behaved; not as aggressive
and invasive as our native
wisteria. But the flowers are
very similar to the showy,
purple wild varieties. This
plant will mature gracefully,
and develop interesting, yet
beautiful, twisted an gnarly
trunks. Many climbing plants
require an arbor, like the
popular and easy to grow
Lady Banks Rose. This is a
vigorous evergreen rose that
is covered with beautiful
double yellow flowers in the
spring. Another climbing
vine that deserves to be
grown by more gardeners is
the black-eyed Susan vine,
known botanically as
Thunbergia alata. These are
not related to our garden
variety black eyed Susans,
but have similar flowering
traits of a dark center
surrounded by colorful
petals. This annual plant
starts out small, but it grows
fast and readily scampers
eight feet up a trellis. A very
interesting and vigorous
climbing plant is purple
hyacinth bean. This annual
displays gorgeous purplish
flowers and interesting
reddish pods through the fall
season. So if you want to
bring your plants to new
heights, put some climbing
plants in your garden. I'm

We are going to wait for
bean sales into January and
February. That will be most
likely the next opportunity to
generate cash flow where it
makes some sense. The
rallies we saw last year were
all based on problems in
South America. It is a big
crop. It is not as big as last
year and so I think the
picture is positive for beans
and if beans are going to
continue to move higher
which whether we break
down on this - on this trend
that we have now or we
trade higher on into
December. I think you want
to be long beans in the front
part of the year. It has
always been a good trade
and I think that a farmer who
is waiting for a selling
opportunity will tie those
together.

Particularly I like the corn, I
like the wheat options, call
options on both of those if
you have sold the grain. I
think what guys have to kind
of look at two different
markets here. We've got '17
at the lows, maybe bouncing
out here, if you have sold
the grain reown some calls.
But you've got to start
looking at 2018 because
Lord knows that if we grow
another big crop on top of
what we've got out there
we've got some serious
problems in agriculture next
year. So guys need to be
looking at buying some puts.
We've got December corn
up around $3.85, look to buy
some, you can buy some
relatively cheap December
puts out there, spend 12, 15
cents -- and not have to
worry about could this thing
get really ugly.

Was the total number of
cattle and calves on feed
about what analysts
expected ?
Well it was in the range of
expectations. So pre-report
expectations, the average
was about a five point seven
percent increase over
October of last year, or over
November 1 of 2016. Uh,
this year came in about six
point three percent above.
So not too far off.
Although pretty much in the
ball park, but still we'd be
correct in using the term
'large' in describing this
inventory compared to a
year ago ?
Large is a fair term. It's a
fair term not only for this
report but for a lot of the
inventory story lines in the
beef and cattle industry right
now. The November first
cattle on feed inventory was
the largest since 2011. The
calf crop in 2017 is likely to
be the largest since 2007.
Beef production in 2017 is
going to be the largest since
2011. So I think 'large' is a
fair term not only for what
we're talking about here but
just in general on inventory
numbers in the beef
industry.
Any idea how much longer
we might continue to see
these year over year
increases in inventory ?
Yeah, I think we've
continued to expand the
herd in 2017. Uh, definitely
not as rapidly as we have
the last few years, though
we'll get a better feel for tha
here whenever the January
inventory numbers come
out. But right now I don't
see too much to suggest
that we're going to see a
slow down in these
placement numbers. We've
just got more cattle on the
ground out there, more
calves on the ground that
have to work their way
through the feedlots.
So, that was inventory.
What about placements ?
How did that figure shake
out ?
Yeah, so placements were
also in the range of pre-
report expectations. But
that range was pretty wide,
just like it has been for most
of the year. I think the
average pre-report estimate
was about 7-percent
increase over last year. The
actual number came in at
10-point-two percent above
October of last year. So
there was one extra work
day for packers this year
compared to last year so
that kind of makes the
numbers a little bit more
difficult to compare. But
still, that's not the main
story. The main story is
we're continuing to place
more cattle in the feedlots.
And quickly to close it out.
The marketings figure, how
did that look ?
So marketings came in six
percent above October of
2016. This is a big story
that gets overlooked
sometimes. These
increased marketings are
making sure that while we
have more cattle coming in
the feedlots, we're still
pulling them out at an
aggressive pace. This is
really helping our markets.

"That's so important that
you have enough water, and
with water, you want to have
a gallon of water per day per
person. So if you get those
24 pack cases of water at
the grocery store, that's 3
gallons of water so that's 1
person for 3 days. And that
should be enough for you to
drink and get clean. Your
first aid kits, you need to
have that, that helps you be
prepared in case there are
any injuries, because
remember, for that first 72
hours, emergency services
will be delayed. You need
to update it, you need to go
back in and make sure
medications haven't expired,
so it's still useable. You
need to have food items that
are nonperishable, so your
canned goods. If you have
meals ready to eat, that's
always a good idea,
because it's all together, its
right there, and you'll be
taken care of. You want to

"So you want to plan for
them as well. If they're on
any medications, you need
to bring their vaccination
records. The thing about
shelters, they have a
tendency to fill up quickly.
Make sure when you decide
which shelters you want to
go to, you have a back up
plan. Because they're
spread throughout the state
so you can bring your
animals with you, but they're
not all the same. Some of
them are just for people,
some of them are for special
functional needs, and then
you've got the people
shelters that are also with
the animal shelters, the co-
located facility. And that's
what you're looking for. So
you want to have an idea of
where those facilities are,
and how close they are
together.'

"Not preparing is one of the
biggest concerns, and
people say, oh, they're
animals, they'll be fine and
they don't make any
preparations, either long
term preparations or short
term preparations or they
evacuate themselves and
leave a dangerous situation,
thinking they're going to be
fine on their own. There's
really 3 phases, to
preparedness general
preparedness that you do
way ahead of time
throughout the year, and
then there's preparedness
about 72 hours before, if
you know an event's going
to occur, and then
preparedness within 24
hours. What you don't want
to do, is put them out in a
pasture where there's a lot
of loose wire, loose fencing,
electric power lines. In terms
of flooding, you don't want to
put them in a pasture where
there's a lot of streams
running through them."

"We all hear the stories and
see the stories on the news
and the sad stories about
the lost pets and lost horses
and the lost cattle. And a lot
of those can be avoided by
having good animal
identification. Because a lot
of these animals that were
supposedly rescued from a
bad situation were actually
owned animals that didn't
have good identification.
We have seen cases of
theft. Of both small animals
and large animals after a
disaster, where people offer
to help and haul their
animals and take them to
shelters and safe facilities,
and they never hear from
them again."

"You always want to make
sure that you have a source
of water or feed. Make sure
you have at least 2 weeks of
medications, in a waterproof
storage area in the house.
Make sure you have
vaccination records,
individual ID, photos of
animals, for example photos
of livestock. In horses, you
want to make sure you have
a copy of things like Coggins
tests. Bandages, gauze tape
and wrap. Check the trailer
tires. Teach your horse to
load. If you've got to
evacuate, that's not the time
to teach your horse to load.
Make sure you've got an
evacuation route. If you're
going to evacuate with
horses or livestock in a
stock trailer, do so at least
72 hours in advance.
Because what happens is, if
you wait until 24 hours
before a large storm or a
hurricane were to hit,
everybody's trying to
evacuate. And what you
don't want is to have a load
of horses or a load of cattle
stuck on a freeway, with no
escape route. And in terms
of planning, have a buddy
system ahead of time, to
know where you can go."
