We begin this week in annapolis
where ike leggett has been
active.
We have details.
Lorna?
>> county executive ike leggett
has testified in a house and
also in a senate committee,
asking delegates for additional
funding for school construction
here in montgomery county.
He also joined hundreds of
parents and teachers in a rally.
>> this is a problem at the
state level.
We deserve and we should have
more resources in order to
deliver for our students that
deliver to montgomery county and
to our great state.
That is what we are fighting
for.
[Applause]
>> the pressure is on.
I click it and executives from
prince george'
s and baltimore
counties testified to urge the
passage of house bill 1323 and
senate bill 927, the
supplemental school construction
fund matching program.
>> we'
re in the midst of a
crisis.
Our school system has grown up
by more than 2000 students per
year in the last four years.
Over 12 years that began in
2007, projected enrollment
increase will increase by 25,000
students.
Let me repeat that.
25,000 students.
>> under the bill, the counties
with a aaa bond rating is cool
systems, with at least 100,000
students, will be eligible for a
share of up to $20 million each
year to fund a portion of school
construction project.
It will provide additional
funding for school construction
to meet a precedent with
increases in enrollment.
>> we highlight that three
counties in the state constitute
45% of the state top elation.
These three counties also
constitute 45% of the school
population and 45% of the farm
population.
The student farm population.
What we also have that is unique
is both at rising enrollment and
aging infrastructure.
>> each executive emphasized
that these three districts,
montgomery, baltimore, and
prince george'
s, is a place to
start as the state looks at
construction and modernizing
schools.
>> the greatest need we have is
the fact that a number of our
schools, especially in
challenging areas, are are 30 to
40 years old.
We are on a path of revitalizing
these areas.
We are faced with schools that
have outlived their capacity to
educate our children.
That is why we are not just
asking the state give us money.
The big three, as we refer to,
we are willing to put our own
dollars and there.
this is a 2 to 1 match.
This is important to the state
of maryland and are counties.
>> midway through the
legislative session, county
lawmakers seem to hold little
hope that the school
construction funding will pass.
In rockville, I am lorna --
>> the education committee held
a meeting on items in the
improvement program.
Included, the reuse of the old
blair high school auditorium.
Susan kennedy reports.
They'
re taking this one step at
a time.
>> plans to renovate the old
blair high school auditorium
seemed to be back on track.
In this cip, there were no funds
included.
A state grant has been matched
by the county and design and
planning studies can begin.
Council President Craig rice is
a graduate of the old blair high
school.
He says renovating the
auditorium will be a balancing
act.
>> but we want to do is make
sure we take advantage of the
bond funding that was put forth,
but understanding that this
project continues to expand in
terms of how much needs to be
done.
Now I am hearing in the
neighborhood of 12 to $20
million.
From that aspects, there are
other competing interest that
are also important.
To the school community and to
the local community.
It is important for us to
balance those needs.
>> the last performance held in
the auditorium was anything goes
back in 1998.
Since then, it has been closed.
The former high school now
houses silver spring
international middle school and
in elementary school.
There'
s support for bringing
back the facility.
A council member says the prime
location makes the project even
more attractive.
>> the community has been
waiting a long time.
There were promises when the
civic center was built that that
would have sufficient community
use space.
It did not.
With the coming of the purple
line, and with new traffic along
that street, it will be an
excellent opportunity and
potential revenue raiser for the
county.
>> in the end, the growing price
tag of the project will most
likely require outside funding
to get the job done.
>> we are moving forward with a
lot of different public
-- private partnerships.
You see it with the purple line.
I think that now we have the
authority to move forward with
these kinds of projects.
We need to look at items like
this as a primary contender for
that.
>> in rockville, susan kennedy.
>> officials at the montgomery
county police department say
they need more spanish-speaking
officers.
In order to accommodate the
rapidly growing hispanic
community.
Valerie has the story of two
officers who are heading to peru
to immerse themselves in the
spanish culture and language.
>> I'
m at the montgomery county
police department, were to
police department -- officers
are headed to peru to take a
spanish immersion course.
>> officer brian walberg spent
countless hours helping the
police conduct 400 alcohol
compliance checks at restaurants
and businesses each year.
He says there'
s a bit easy
standing in the way between him
and the community.
>> the alcohol initiatives --
we have no officers on my unit
that speak spanish.
My hope is to communicate and be
a member of my unit that can
respond to a scene when we
request a spanish translator,
instead of pulling officer from
patrol.
>> so he and another officer
reached out to a spanish
liaison, who helped to connect
them with a program to immerse
themselves in the spanish
language and culture.
>> we are reaching out to the
peruvian consulate to see how we
can arrange for them to visit
the police department and have a
network relationship with the
peruvian police.
>> they'
re taking a month off
and paying their own way to peru
to spend time learning spanish
and better the community.
And serve montgomery county is
rapidly growing hispanic
population.
>> just for the linguistic side
of everything, we can interact
and understand.
We get sensitive data that we
need from the dems. -- victims.
We will also be able to enforce
law.
>> the fact that they wanted to
do something to better their
relationship in the community --
it is great.
I'
m sure there will be more
officers doing this.
We can use all the help we can
get.

>> with spring right around the
corner, you May see more animals
running into the street.
If you happen to pass a deer or
other animal that has been hit
in the roadway, you can call 311
to have it removed.
>> the county has a private
contract with an individual who
is responsible for removing the
animal carcasses from the county
roadways.
State roadways and public and
private property --
when the contractor, when the
call comes in, that information
is passed along to the
contractor.
Once the contractor received
notification of a location, they
have 24 hours to remove that
animal from wherever it is.

from montgomery college'

applied technology one national
work mission -- recognition.

basketball.
Students at montgomery college
have won a national title.
>> we were involved in this
competition for the national
association of homebuilders.
This competition as a
residential construction
management competition.
Four other students and myself
were involved since the fall of
2013.
>> there were 13 colleges, I
believe.
Our presentation was awesome.
it had a lot of support.
>> it is a competition that
combines the design aspect with
residential construction.
-- with the construction
management aspect of
construction.
The difficulty was always
getting a cohesive team that
worked well together that could
accomplish both tasks.
They did an awesome job.
>> although they one national
honors, other teams and
individuals from montgomery
college'
s applied technology
department have gained national
recognition.
>> the applied technology
department is number alone with
-- is an number alone with --

an
umbrella with four career
programs, interior design,
architecture, construction
management, and geography.
>> our applied technology
program is one of the strongest
in the country.
They do exceptional things.
They are unafraid to put
students and faculty into the
field.
>> the competition was from high
point design center in high
point, north carolina.
It is known throughout the
united dates as a residential
market.
The class did it has
individually.
We did collaborate on doing the
research on vendors.
>> it was nice that we could
help each other on this product.

Five of the students that
submitted the project, I won the
competition.
>> at montgomery college, I am
stan johnson.
>> speaking of awards, held the
officials want to honor the good
samaritans who went above and
beyond the call of duty when a
health to clearing their
neighbors sidewalks and
driveways during this
never-ending winter.
Nancy floreen recently announced
she is bringing back the golden
shovel award.
She is hoping that you will

There have been several house
fires this year in montgomery
county.
Officials with fire and rescue
want to remind families about
how important it is to prepare a
safe plan for your home in the
case of a fire or other
emergency.

several compliments.
One is to have a working smoke
alarm.
They need to immediately get out
of the house that they goes off.
Then they can call 911.
During a planning meeting, they
should have a place where they
will meet.
It could be the backyard or
front yard or neighbors house.
That way, they can start an
accountability process.

Then you call 911.
Give information of what you saw
and what you heard and how we
can help.
>> firefighters are available to
come to your house to make sure
your smoke detectors are working
properly.
In addition, they have some
smoke alarms that can be given
to resident at no cost.

Nearly one third of the
pedestrian collisions are
occurring in parking lots.
That is why isaiah leggett has
launched a campaign to where
awareness -- raise awareness.

Here is an update.
Nearly one third of all plus
-- pedestrian collisions occur in
parking lots and garages.
To address this, county
executive leggett has extended
his order to include parking
lots.
The measures are aimed at
drivers and pedestrians.
Surprisingly, nearly 20% of the
pedestrian collisions that
happen in parking lots resulted
severe injuries.
the same percentage as road
collisions.
To bring safety messages to
drivers and pedestrians in
parking lots, the county has
partnered with retail property
owners to launch an exit
-- education campaign.
The slogan is heads up in
parking lots.
Do not run over people and do
not get run over.
The campaign includes bus and
shelter ads, safety tip cards,
reusable shopping bags, and
decals.

maryland coaches.
Rival coaches and colleagues and
friends and family came together
to celebrate his life and
legacy.

of john harvell.
He was the dean of maryland for
the coaches.
The school he considered a
second home named the football
stadium in his honor.
Today, his legacy lives on and

have ever known in my life.
I am so proud and honored to be
his granddaughter.

He gave my dad an opportunity in
1969.
He was fortunate to work with
them for 27 years.
I grew up with him.
He was like a grandfather to me.

he was all about helping people.

legendary.

to state titles.
He coached over 1900 players.
Many went on to play on
scholarship in college and one

be the kind of person you needed
to be when you got out of school

Harvill died late last year.
He is survived by his wife,
elizabeth, his two daughters,
and granddaughters.

visited some elementary schools
to talk to fourth graders about
the annual if I were mayor
contest.

municipal league hosts and if I
were mayor contest for fourth
graders.
Mayor newton talked with fourth
graders at ritchie park
elementary school to encourage
them to enter the contest.
>> it is a contest that we do to
get students interested in what
we do as elected officials.
I also think it is a great way
to get ideas for what we can do
in the city.
What do they think is important
and what needs to they see?
>> what has been your biggest
problem is mayor?
>> this contest will get
students more involved in local
government.
>> getting children of this age
to be interested in something
will stay with them forever.
We have the smartest, most
engaged, students here in
rockville.
It is cool to see them
understand what government
means.
They understand the local
government can do to make their
lives better and make their
families situation --

amenities that we can provide.

They will serve as election day
student aides during the 2014
gubernatorial primary election
on June 24.
During the 2012 election, more
than 2000 students participated
in the future vote program.

competition.

technology last week.
They were part of the skills usa
competition, in which students
engage in a program and race
against the clock and events.

competition that gives us a
chance to practice what they
have learned against other
students.
In a real life situation.

We do carpentry, masonry, build
a wall.
They build a structure based on
a blueprint.
We do culinary arts.
We have sheet-metal, automotive
services, computer maintenance.
We do all kinds of things that
give students a chance to excel
and what they have learned.

aesthetics.

students safety first.
Their idea of creating food in
their kitchen.
