AND OUR COMMONWEALTH AND WHEREAS IN THE CITY OF NORFOLK THERE ARE 632 CHILDREN IN FOSTER
CARE BEING PROVIDED WITH A SAFE, SECURE AND STABLE HOME ALONG WITH THE COMPASSION AND
NURTURE OF A FOSTER FAMILY, WHEREAS ALL YOUNG PEOPLE IN FOSTER CARE NEED A MEANINGFUL CONNECTION
TO A CARING ADULT TO BE A LASTING PRESENCE IN THEIR LIVES, WHEREAS FOSTER KINSHIP AND
ADOPTED FAMILIES WHO OPEN THAT HOMES AND HEARTS AND PROVIDE A PLACE FOR CHILDREN IN CRISIS,
ALLOW FAMILIES TO RECONNECT AND LAUNCHING YOUNG PEOPLE INTO SUCCESSFUL ADULTHOOD, WHEREAS
FOSTER FAMILIES FREQUENTLY ADOPT FOSTER CHILDREN RESULTING IN A LARGER NEED OF FOTSER FAMILIES,
WE THANK INDIVIDUALS, PUBLIC AND PRIVATE SERVICES TO PROMOTE THE SERVICES AND FOSTER PARENT

PUT FORTH EFFORTS TO ADDRESS IS US OF FIRE SAFETY, CONSERVATION, SUSTAINABILITY AND THE
BUILT ENVIRONMENT THAT AFFECT OUR CITIZENS? EVERY DAY LIFE AND TIMES OF NATURAL DISASTER
THAT GIVES US CONFIDENCE OUR BUILDINGS ARE SAFE AND SOUND, ACHIEVED THROUGH OFFICIALS
BEINGS FIRE MARSHALS THAT WORK YEAR ROUND, WHERE PUBLIC SERVICES CONTINUE TO PARTICIPATE
IN AND IMPLEMENT NATIONAL CODES AND THE CODES OF VIRGINIA, WHEREAS THE INTERNATIONAL CODES, THE MOST
WIDELY ADOPTED BUILDING SAFETY AND FIRE PREVENTION CODES ARE USED BY THE COMMONWEALTH, THEY INCLUDE
SAFEGUARDS TO PROTECT THE PUBLIC FROM ALSO NATURAL DISASTERS, WHERE BUILDING SAFETY MONTH
IS TO REMIND THE PUBLIC OF THE CRITICAL ROLE OF OUR LARGELY UNKNOWN GUARDIANS, WHEREAS THE REGION'S BUILDING OFFICIALS ARE
PARTNERING WITH THE INDEPENDENT BUILDING, THEREFORE I, PAUL FRAIM, MAYOR OF NORFOLK
PROCLAIM MAY BUILDING SAFETY MONTH AND ENCOURAGE OUR CITIZENS TO JOIN WITH THEIR COMMUNITIES,
PARTICIPATION IN BUILDING SAFETY MONTH ACTIVITIES, GIVEN THE 10TH DAY OF MAY 2011.

UTILITIES, WE DO MANY ACROSS ALL DIFFERENT DEPARTMENTS OF THE CITY IS BUILDING SAFETY.
WE ALL ESSENTIALLY WORK TOGETHER TO MAKE THAT HAPPEN, BUT THIS YEAR WE ARE DOING SOMETHING
SLIGHTLY DIFFERENT, TRYING TO RAISE AT WEARNESS OF ANOTHER ASPECT OF OUR CODE WE DO ANOTHER
DAY THAT NOT A LOT OF PEOPLE KNOW ABOUT, THAT IS ACCESSIBILITY.
CHAPTER 11 DEALS WITH REMODELING WORK AND EXISTING STRUCTURES.
WHAT WE'RE DOING TO RAISE AWARENESS WE'RE COOPERATING WITH THE INDEPENDENT CENTER TO
HAVE EACH JURISDICTION IN EACH REGION TO SHADOW SOMEONE IN A WHEELCHAIR OR SOMEONE VISUALLY
IMPAIRED FOR A DAY AND THAT IS TWO WEEKS FROM TODAY AND THE IDEA BEHIND THAT IS TO RAISE
AWARENESS FOR NOT ONLY US IN TERMS OF THE THINGS WE DO BUT SAME TIME RAISE AWARENESS
WITH THE PUBLIC FOR WHAT WE DO. I WANTED TO ANNOUNCE IT AND THANK THE MAYOR

OF OPERATIONS FOR NORFOLK GENERAL AND HE WILL HAVE A COUPLE WORDS TO SAY.
I WILL TRY TO FOCUS, TAKE A COUPLE MINUTE AND TALK ABOUT THE ZONING ISSUE, BILL IS TALKING
ABOUT APPLICATION, WORKING WITH COMMUNITY. IN TERMS OF CONTEXT, FOR THE HISTORY, THE
NORTHERN PART OF THE BLOCK, THIS PARCEL IS A PART, WAS REZONED IN 1990 FROM R-5 TO C-2
CONDITIONAL WITH THE CONDITION BEING IT BE USED AS A DAY CARE OPERATION AND NOTHING ELSE.
THE SOUTHERN HALF OF THE BLOCK WAS REZONED IN 1988 ALSO FROM R-5 TO CONDITIONAL C-2 AND
THAT WAS TO ACCOMMODATE THE PARKING GARAGE THERE.
THAT WAS HE NEXT MAY OF 1988. THE ZONING WE ARE COMING TO ASK FOR CHANGE
OF CONDITION ON TODAY WAS EFFECTIVE IN 1990, I WANT TO STRESS WE'RE TALKING ABOUT TWO DIFFERENT
ZONING EVENTS. AGAIN, IN TERMS OF CLARIFICATION IN 1992 THE
CITY IN THE COMPREHENSIVE FASHION WENT BACK AND CHANGED ALL OF C-20 CAMPUS TO FIT THE
NATURE OF WHAT GOES ON WITH THE HOSPITAL AND MEDICAL SERVICES SO NOW THE PROPERTY IS IN
2 CONDITIONAL. THE HOSPITAL AGREED TO THE CONDITION IT BE
A DAY CARE BACK IN 1990. AND ENTERED INTO AN AGREEMENT WITH CHKD AND
THERE WAS A 20 YEAR LEASE TO OPERATE IT. I THINK CHKD OF COURSE IS A PREEM OAR CHILDREN'S
HOSPITAL, THEY DID A GOOD JOB OPERATING IT BUT IT'S A TOUGH MODEL TO MEET IN TERMS OF
KEEPING THE QUALITY OF CARE UP, IN TERMS OF THE FINANCIAL MODEL.
AFTER 19 YEARS THEY DECIDED THAT THEY DIDN'T WANT TO CONTINUE TO BE INVOLVED WITH IT AND
ESSENTIALLY WITH ONE YEAR LEFT ON THE LEASE GAVE IT BACK TO THE HOSPITAL.
THE HOSPITAL HAS IDENTIFIED USER OR USERS INTERESTED IN USING THAT PARTICULAR PROPERTY
AS ADMINISTRATIVE OFFICES. WET ARE COMING TO YOU NOT ONE YEAR AFTER WE
PUT THE CONDITION ON IT FOR DAY CARE, NOT FIVE YEARS, NOT 15, BUT IT BEEN 21 YEARS SINCE
THE DAY CARE PROVISION WAS PUT ON AND WITH THE CHANGE IN CIRCUMSTANCES AND THE TYPE OF
CAMPUS CONDITIONS THERE IN THE AREA AND THE PEOPLE WHO ARE INTERESTED IN USING IT FOR
ANOTHER PURPOSE WE THOUGHT IT APPROPRIATE TO BRIDGE IT BACK TO YOU.
-- TO BRING IT BACK TO YOU. TO MY KNOWLEDGE THE COMMITMENT TO HAVE THE
PROPERTY OPERATED AS A DAY CARE CENTER WAS WHATEVER CREATED THE ZONING ORDINANCE FOR
THE PROPERTY. THE LAND USE ISSUE SIMPLY PUT IS DOES IT MAKE
SENSE TO ALLOW ADMINISTRATIVE OFFICES ON THIS SITE.
AND I STRESS THE WORD "ADMINISTRATIVE" OTHER THAN "MEDICAL."
PATIENT WILL NOT BE COMING IN AND OFF FOR MEDICAL APPOINTMENTS.
THESE WILL BE ADMINISTRATIVE. I WOULD SAY THIS WILL HAVE LESS IMPACT ON
THE COMMUNITY THAN A DAY CARE DID,
AS FAR AS PARKING, PEDESTRIAN ACTIVITY. CHKD OFFICE RIGHT TO THE EAST OF THIS PROPERTY
HAS BEEN THERE FOR A NUMBER OF YEARS WITH NO COMPATIBILITY PROBLEMS.

I'M HERE ON BEHALF OF THE NEIGHBORHOOD LEAGUE. WE HEARD WEEKS AGO ABOUT THE CITY NEW POLICY
OF NEIGHBORS BIDDING NEIGHBORHOOD. THIS ISSUE IS ONE OF THE FIRST OPPORTUNITY
FOR CITY COUNCIL TO UPHOLD THIS COMMITMENT TO NEIGHBORHOODS AND THIS POLICY.
THIS SITE IS IN THE GENT NEIGHBORHOOD, WE ARE OPPOSED THIS REQUEST AND IT WAS UNANIMOUS
AT OUR MEETING. WE WOULD ASK COUNSEL MEMBERS TO SUPPORT THE
NEIGHBORHOOD AND DENY THE REQUEST. WHEN HISTORICAL CENTERS THEY CAME WITH A REQUEST
TO TEAR DOWN THE HOMES AS PART OF AN EXPANSION. THIS IS NOT THE FIRST ENCROACHMENT INTO OUR
NEIGHBORHOOD BY THE HOSPITAL AND THE IDEA LOSING THE RESIDENTIAL QUALITY AND HAVING
A MULTI STORY PARKING GARAGE WAS A CONCERN. THE CONCESSIONS THAT LED THE HOSPITAL TO BUILD
ITS GOAL, AND THE HOSPITAL AGREEING TO RESTRICTED ZONING GAVE A BUFFER.
THE APPLICANT'S PROS SPERD FROM THE ZONING CHANGE.
20 YEARS AGO THEY GOT THEIR EXTENSION, GOT THEIR PARKING GARAGE AND THE NEIGHBORHOOD
LOST THE HOMES. BUT THEY GOT A BUFFER IN A MUCH NEEDED DAY
CARE, BUT NOW THEY WANT TO TAKE IT TOO. THIS IS A RESIDENTIAL STREET WITH HISTORIC
DISTRICT AND IT IMPORTANT THE RESIDENTIAL BUFFER BE MAINTAIN.
THE PROMISE AND AGREEMENT TO HAVE A NEIGHBORHOOD DAY CARE HAS NOT BEEN FORGOTTEN BY SENTARA'S
NEIGHBORS, AND IT IS NEEDED. IT'S INCREDIBLE SENTARA DOES NOT PROVIDE DAY
CARE FOR THEIR EMPLOYEES, NOW THEY WANT TO EXPAND FOR OFFICE SITE TEARING OUT LITTLE
SINKS AND LITTLE TOILET. THERE ARE FEW DAY CARE SPACES IN THIS AREA.
IF SENTARA WANT TO RENEG ON THEIR PROMISES, THEY ARE TRYING TO TAKE MORE, MORE THAN IT
EVER BARGAINED FOR. WE SHOULD NOT BE ASKED TO COMPROMISE ON A
COMPROMISE AND NO GOOD NEIGHBOR WOULD ASK US TO.
FOR THESE REASONS AND REASONS OUTLINED IN OUR WRITTEN SUBMISSION WE ASK YOU TO SUPPORT
OUR NEIGHBORHOOD AND CITY MANAGER'S VISION WHERE NEIGHBORS STILL BUILD NEIGHBORHOODS.

SENTARA HOSPITAL ORGANIZATION HAS AGREED TO LEASE THE SITE WITH A MEDICAL PRACTICE, A
LEASE HAS BEEN EXECUTED BUT IS CONTINGENT ON THIS CHANGE OF ZONING.
THIS PLAN DOES REQUIRE APPROVAL FROM THE PLANNING COMMISSION AND THE NORFOLK CITY COUNCIL TO
AMEND A ZONING CONDITION THAT LIMITS THE USE TODAY CARE TO USE FOR ADMINISTRATIVE SPACE,
WE ARE SEEKING YOUR APPROVAL FOR THE CHANGE. THE ORIGINAL APPLICATION SOUGHT ZONING APPROPRIATE
TO MEDICAL OR OFFICE USES, TO EASE THE TRANSITION TO ANOTHER TENANT SHOULD THAT BECOME NECESSARY

THEY VOTED TO OFFER NO OP EXIST TOWN OUR APPLICATION. WE HAVE HEARD OF A DESIRE FOR THIS SPACE TO
BE USED AS DAY CARE. WE HAVE ALSO HEARD OF GREAT CONCERN ABOUT
USING THIS SPACE TO PROVIDE MENTAL HEALTH OR SUBSTANCE ABUSE SERVICES.
WE HAVE HEARD OF A CONCERN ABOUT USING THE SPACE AS MEDICAL OFFICES, MOSTLY FOR THE FEAR
OF WHAT WE MAY DECIDE TO DO AT SOME TIME IN THE FUTURE.
OUR CAMPUS NEEDS THIS SPACE TO BE AVAILABLE FOR USE AS OFFICES AND WE DO NOT PLAN TO USE
THE SPACE FOR DAY CARE. WE OFFERED TO EXCLUDE MENTAL HEALTH OR SUBSTANCE
ABUSE TREATMENT BUT ULTIMATELY TO ELIMINATE THE CONCERN, THIS PROPERTY WOULD BE USED TO
PROVIDE MENTAL HEALTH SERVICES WE REVISED TO INCLUDE ADMINISTRATIVE OFFICES ONLY.
WE BELIEVE THE REDGATE SITE IS APPROPRIATE FOR AD-MIN VAITIVE OFFICES AND WILL ONLY KEEP
NORMAL HOURS. THERE ARE 30 PARKING SPOTS AVAILABLE TO THE
PROPERTY, ALL STAFF WORKING IN THIS LOCATION WILL PARK IN THE PARKING DECK WHICH IS JUST
BEHIND THE BUILDING. THIS PLAN WILL HAVE MINIMAL IMPACT ON THE
NEIGHBORHOOD LEAGUE. OPERATIONS IN THE ADMINISTRATIVE OFFICE WILL
BE BACK OFFICE, BILLING, ACCOUNTS RECEIVABLE AND OTHER FUNCTIONS UNRELATED DIRECT PATIENT
CARE. WE HAVE IN THE AMENDED APPLICATION REVISED
THE CONDITION TO SAY THE PREMISES WILL BE USED AS ADMINISTRATIVE OFFICES OR FOR THE
PROVISION OF CHILD CARE AND THE PROVISION OF RELATED NURSERY AND KINDERGARTEN EDUCATION
AND BEFORE AND AFTER CARE SCHOOL AND FOR THE PROVISION OF HEALTH AND EDUCATIONAL PROGRAMS

CARES HAVE A WAITING LIST AT THE TIME. I WANT TO TOUCH ON THE AGREEMENT OF 20 YEARS
AGO THIS WAS NOT TAKEN INTO LIGHTLY WITH THE NEIGHBORHOOD, HISTORIC HOMES WERE LEVELED,
TORN DOWN, FOREVER GONE UNDER THE AGREEMENT THAT WE WOULD ALWAYS HAVE A DAY CARE AT THAT
SITE WHICH THE NEIGHBORHOOD FEELS IS COMP PATIBLE WITH THE FABRIC OF THE NEIGHBORHOOD.
WE ARE DISTRESSED THIS IS CHANGING. WE HAD A NEIGHBORHOOD MEETING WHERE SENTARA
REPRESENTATIVES CAME TO SPEAK WITH US, I KNOW THERE WAS NO APPETITE FOR THE PLAN.
20 YEARS AGO WE WERE TOLD, TO REWRITE THE WORDING, IT ONLY BEGS 20 YEARS FROM NOW WHAT
WILL IT CHANGE. CURRENTLY THE NEED IN THE NEIGHBORHOOD IS
A STRONG ONE FOR DAY CARE AND THE SITE IS WELL-SUITED AS WAS DISCUSSED, LITTLE TOILETS,
LITTLE TABLES, LITTLE CHAIRS, SO LITTLE RETROFITTING WOULD HAVE TO BE DONE AND WE DO UNDERSTAND
THERE WAS A DAY CARE PROVIDER THAT WAS INITIALLY INTERESTED IN THIS SITE, BUT THE DISCUSSIONS
I BELIEVE WERE TERMINATED BY SENTARA, SO I WOULD URGE THE COUNCIL AND MAYOR FRAIM TO
PLEASE SUPPORT THE NEIGHBORHOOD. WE ACTUALLY HAVE RECEIVED AGAINST APPROVING

FROM THIS BUILDING AND PROPERTY IS A DISTRICT. TO LOSE A BLOCK OF HOMES WAS ALREADY A SACRIFICE
BUT TO HAVE DONE IT FOR ONLY ANOTHER OFFICE BUILDING INSTEAD OF A FAMILY AND EMPLOYEE-FRIENDLY
DAY CARE WOULD BE A REAL SHAME. WHEN VISITORS COME TO SEE NORFOLK AND GENT
THEY DON'T COME TO ADMIRE HOSPITALS AND OFFICE BUILDINGS.

FLEXIBLE ABOUT TRYING TO MEET THE CONCERNS OF THE GENT NEIGHBORHOOD LEAGUE, I KNOW IT

WE ARE NOT PHYSICALLY CHANGING THE BUILDING, NOT GOING TO HAVE A TRAFFIC PROBLEM, I JUST
THINK WE ARE HAVING PEOPLE IN THE BUILDING, PEOPLE IN THE NEIGHBORHOOD HELPS THE PROXIMITY
OF KING'S DAUGHTERS IS IMPORTANT TO THEM FOR THE MEDICAL SPACE.
I'M SUPPORTIVE OF IT, I UNDERSTAND THE CONCERNS OF THE GENT NEIGHBORHOOD LEAGUE AND I JUST
DON'T SEE ANY DOWN SIDE REALLY TO THIS TO JUST TO TRY TO HOLD THEM TO SOMETHING THEY
ADD 20 YEARS AGO, IT THE SAME BUILDING, THE SAME STRUCTURE WE'RE LOOKING AT, PROBABLY
LESS CARS, SO I AM GOING TO BE SUPPORTIVE OF IT BUT I DO UNDERSTAND THE SENTIMENTSES
OF THE NEIGHBORHOOD, WE HAD A LOT OF DISCUSSIONS OF THIS AND MANY OTHER ISSUES BUT IT WANTED

SITE AND VERY FRANKLY I'M A LITTLE TROUBLED BY THE IDEA OF IT BEING A BUFFER, BUT IT'S
OKAY. I WAS VERY DISAPPOINTED THAT SENTARA CHOSE
TO NOT SUPPORT A DAY CARE CENTER. FRANKLY, HAVING -- WORKING WITH NURSES AND
SENTARA DESPERATELY NEEDS CHILD CARE FOR THEIR NURSES AND RESIDENTS, I THINK THIS WAS NOT
A GOOD MOVE FOR THEM AND I THINK IT WOULD HAVE PLACED THEM AS BEING MUCH MORE HEALTHY
EMPLOYERS, SO I STATED THAT TO BILL AND I STATED IT TO THE ADMINISTRATOR OF SENTARA,
BUT WE'RE NOT IN THE BUSINESS OF FORCING COMPANIES WHICH WAY THEY ARE GOING TO BE ABLE TO GO,
AND SINCE WE JUST HAVE A BIDDING THERE THAT -- BUILDING THERE THAT IS GOING TO HAVE VERY
LITTLE TRAFFIC AND NOT MAKE AN IMPACT ON THE NEIGHBORHOOD, I WILL SUPPORT SENTARA'S PROPOSAL.

GOOD BUFFER AND HIDES THE PARKING GARAGE, AND, SO, I'D LIKE TO SEE THIS -- IT THOUGHT
A DAY CARE WAS AN ABSOLUTELY WONDERFUL USE OF THE PROPERTY, BUT LIKE TERRY SAID, 20 YEARS
LATER CITIES CHANGE, A CITY IS A LIVING THING AND 20 YEARS LATER I THINK IS AT LEAST A FAIR
USE OF THE PROPERTY FOR 20 YEARS AND IF THEY CHOOSE NOW TO DO THIS USE WHICH I THINK IS
LESS INTRUSIVE ON THE NEIGHBORHOOD BY FAR. YOU CAN'T GO BACK AND PUT THE OLD BUILDINGS
BACK SO THIS ADMINISTRATIVE USE SEEMS TO BE A FAIRLY LOW INTENSIVE USE OF THE PROPERTY.
