17:30:39:15 Simons. 17:30:40:03 The Maricopa County Juvenile
17:30:42:09 Court System is streamlining the 17:30:44:27 adoption process, the goal is
to 17:30:46:09 make adoptions quicker and more
17:30:48:06 efficient. 17:30:48:21 Here to tell us more is Judge
17:30:49:27 Bradley Astrowsky of the 17:30:51:15 Maricopa County Juvenile Court.
17:30:53:12 Thank you so much for being 17:30:54:12 here.
17:30:54:24 This is now a juvenile court 17:30:56:18 adoption unit, correct?
17:30:58:12 >> That is correct. 17:30:59:03 The unit became live August
17:31:01:15 1st of this year. 17:31:02:15 >> And why was this needed?
17:31:06:09 Why was it created? 17:31:08:06 >> Quite frankly, volume.
17:31:09:21 We have so many kids in care, we
17:31:12:15 have close to 16,000 kids in 17:31:14:18 care in the state of Arizona.
17:31:16:06 With the increased volume of 17:31:17:12 kids in care you're going to
17:31:19:18 have an increase in adoptions. 17:31:21:06 >> The increased volume, is that
17:31:23:06 just because we have more people 17:31:24:15 in the state?
17:31:25:27 What are the numbers telling us? 17:31:27:21 >> It's a bit disproportionately
17:31:32:00 more. 17:31:32:15 In 2010 there's about 10,500
17:31:35:15 kids in care, now we're up to 17:31:37:24 16,000.
17:31:38:24 Part is population driven, part 17:31:40:21 of it is perhaps we're doing a
17:31:43:09 better job from the social 17:31:44:21 service perspective.
17:31:45:24 Part of it also has to do with 17:31:48:15 methamphetamine use, as well.
17:31:49:24 >> We know the problems are out 17:31:51:00 there, but are there specific
17:31:53:03 problems? 17:31:54:09 Why are there so many kids being
17:31:57:00 removed from their families and 17:31:59:18 waiting for new ones?
17:32:01:12 >> I don't know if there are 17:32:02:09 studies to back this up.
17:32:03:18 Just anecdotally, 17:32:06:00 methamphetamine use is
17:32:06:21 significant in terms of that, as
17:32:08:00 well as mental health issues. 17:32:09:21 >> And as far as adoptive
17:32:12:03 families, not as many as in the 17:32:14:03 past?
17:32:15:27 >> No. 17:32:16:09 The first person we'd like to
17:32:19:12 adopt the child obviously, if we
17:32:21:09 can't have reunification with 17:32:23:24 biological parents, are
17:32:26:27 grandparents or family members. 17:32:28:21 We have to go to licensed homes
17:32:31:15 or friends or families if that's 17:32:33:21 not possible.
17:32:34:12 >> Has that, the process, 17:32:35:15 changed over the years?
17:32:37:06 >> That process has not changed 17:32:39:03 over the years.
17:32:39:27 >> What about other processes 17:32:41:06 involved?
17:32:41:27 >> Well, what we look for is a 17:32:43:27 social study of the prospective
17:32:46:27 adoptive home. 17:32:47:27 The person goes in, they are
17:32:49:27 licensed and see, is it a good 17:32:51:24 home, can I financially meet the
17:32:54:15 needs of a child or children 17:32:56:15 being adopted.
17:32:57:12 You have to do fingerprint 17:32:58:24 clearances, as well, to make
17:33:00:18 sure there are no background or 17:33:02:06 felony or misdemeanor issues
17:33:03:24 with regards to the people. 17:33:04:24 Not just the people doing the
17:33:06:12 adoption, but all people living 17:33:07:12 in the home.
17:33:08:21 Extended family, friends, adult 17:33:10:09 children for example, and that
17:33:11:24 hasn't changed. 17:33:13:06 >> So let's say a family is
17:33:16:06 watching right now and they are 17:33:18:15 interested, curious, they want
17:33:20:15 to know a little more. 17:33:21:24 Give us more of an indication
17:33:24:12 what the process involves, A. 17:33:26:03 And B, what this new adoption
17:33:28:03 unit might streamline or make 17:33:30:00 quicker.
17:33:30:27 >> First we have to make sure 17:33:32:03 the child is free to be adopted.
17:33:35:18 Sometimes that's through 17:33:36:15 consent.
17:33:37:00 And unfortunately, most of the 17:33:38:24 time through the termination of
17:33:40:18 parental rights done in front of
17:33:42:06 a trial, in front of a judge. 17:33:44:12 After the child is free for
17:33:46:00 adoption, then what happens is 17:33:47:15 DCS, formerly CPS, they will
17:33:53:21 help the family go through that 17:33:55:09 process.
17:33:55:21 That is scheduling the adoptive 17:33:57:24 home study.
17:33:58:09 That is filling out adoption 17:34:00:00 subsidy papers because there are
17:34:02:27 moneys that an adopting home can 17:34:05:12 get to help raise the child.
17:34:07:06 Then there is getting 17:34:08:09 fingerprinted, fingerprint
17:34:10:15 clearances, as well. 17:34:11:24 There is the paperwork process,
17:34:14:15 identifying an attorney to 17:34:16:27 handle the adoption.
17:34:18:00 Sometimes the attorney and the 17:34:20:06 Maricopa County attorney
17:34:22:09 provides access free of charge 17:34:24:21 for adopting.
17:34:27:15 >> Now, in the past was that 17:34:29:00 just extended, the same kind of
17:34:31:06 situation but extended? 17:34:32:21 What changes with the new unit?
17:34:34:21 >> Sure. 17:34:34:27 It really has to do with volume
17:34:37:03 driven. 17:34:37:15 In the past it was the same
17:34:38:27 process. 17:34:39:21 However, we didn't have the same
17:34:41:27 volume. 17:34:43:00 You had a fewer number of people
17:34:45:00 dedicated to helping handle and 17:34:46:18 process the paperwork.
17:34:47:21 Now we have an increase in 17:34:49:03 volume and you can't have the
17:34:50:12 same number of people handling 17:34:52:00 that increase in volume.
17:34:54:24 Now we have a dedicated unit 17:34:57:00 within the court administration,
17:34:58:24 no additional moneys were spent 17:35:00:15 to create the unit.
17:35:01:24 In other words, it's rededicated 17:35:04:18 resources to make sure that the
17:35:06:24 increased volume is handled 17:35:09:03 appropriately.
17:35:09:24 >> I was going to ask about 17:35:11:06 funding it.
17:35:12:09 It's all right there? 17:35:14:00 >> That's correct.
17:35:14:18 We just had to rededicate 17:35:17:03 resources.
17:35:17:27 >> We just kind of went through 17:35:19:12 a process here.
17:35:20:06 How long in general does that 17:35:22:00 take?
17:35:22:21 >> It depends on who the 17:35:25:21 adoptive parent is.
17:35:27:12 For example, if it is a relative 17:35:29:21 like a grandparent or aunt or
17:35:33:18 sibling, that process is a bit 17:35:36:06 shorter, because they don't
17:35:37:15 necessarily have to go through 17:35:38:15 the adoptive home study, then
17:35:41:03 that process can take just a few 17:35:43:15 months.
17:35:44:03 If it is someone who is not a 17:35:46:00 relative, a licensed foster home
17:35:48:12 or a family friend, they have to
17:35:50:03 go through the home study. 17:35:51:21 That's a few months of process.
17:35:55:18 >> Now with the new unit, things 17:35:57:18 supposed to be quicker or more
17:36:00:00 efficient. 17:36:00:18 Some folks would be saying, is
17:36:03:06 this expediency at the cost of 17:36:07:18 safety or caution?
17:36:09:18 >> It's not for expediency's 17:36:12:27 sake.
17:36:13:06 We still need to do what's in 17:36:15:21 the best interests of the kid
in 17:36:20:03 the system.
17:36:23:12 To give you an example, last 17:36:25:15 year close 1600 families had to
17:36:28:03 be certified to go through this 17:36:30:00 process.
17:36:30:21 If you have limited resources, 17:36:32:15 it should take longer to vet all
17:36:35:09 that paperwork. 17:36:36:18 >> Who's involved, where are the
17:36:39:09 folks coming from? 17:36:41:09 >> Court administration, or we
17:36:44:27 donated services to this unit, 17:36:49:18 as well.
17:36:50:21 >> Unit has been up and 17:36:52:15 operational since August 1st?
17:36:54:18 >> That is correct. 17:36:55:15 >> What are you seeing insofar.
17:36:58:09 >> So far no about good, we're 17:37:01:06 not seeing the adoptions yet.
17:37:03:15 On November 22nd of this year 17:37:05:15 it's National Adoption Day.
17:37:07:03 I'd like to talking a little 17:37:08:21 about that, if that's okay.
17:37:11:00 It's always the Saturday before 17:37:12:06 Thanksgiving, so people don't
17:37:14:15 have their first thing together. 17:37:20:15 We have one of the largest days
17:37:23:12 in the country where we adopted 17:37:25:00 out 300 or so children just on
17:37:29:06 the one day. 17:37:33:15 >> I'm a little confused.
17:37:36:24 Does that mean the process 17:37:38:18 starts or it's been completed.
17:37:42:03 >> On National Adoption Day they 17:37:44:03 go before a judge, the judge
17:37:46:18 reviews all the papers and makes 17:37:49:03 sure it's in order.
17:37:50:15 You ask some questions and if 17:37:52:24 the requirements have been met
17:37:54:06 you grant the adoption. 17:37:55:18 You pronounce them a whole
17:37:57:27 family on that day. 17:37:59:03 >> In order to get that
17:38:00:18 completion date you've got to 17:38:02:03 get started relatively soon.
17:38:05:06 >> Exactly. 17:38:06:03 That's why this is in place, so
17:38:08:00 they can process those papers so
17:38:10:00 people can have their adoptions 17:38:12:03 finalized.
17:38:13:15 A lot of people choose to have 17:38:16:03 their adoption happen on
17:38:17:27 National Adoption Day. 17:38:19:15 >> It's hard to get reaction and
17:38:20:27 responses so far. 17:38:21:24 But are you hearing feedback
17:38:23:15 from folks involved in the 17:38:24:21 process from all angles?
17:38:27:03 Are you hearing and are there 17:38:28:27 ways to tinker with this and
17:38:31:12 make it even more efficient? 17:38:33:03 >> We'll get feedback from
17:38:34:21 everyone involved, DCS, 17:38:37:06 Department of Child Safety,
17:38:38:18 everyone involved, whether it's 17:38:40:06 the families themselves, to
17:38:42:00 tinker with it. 17:38:43:03 We are one of the leaders in the
17:38:44:27 country in terms of being 17:38:45:27 proactive.
17:38:46:21 That's what this was about, 17:38:47:27 being proactive.
17:38:51:15 There was the need and having 17:38:54:15 the hardship for -- they saw an
17:38:58:27 issue and said, let's be 17:39:01:12 proactive.
17:39:02:24 Let's head this off before it 17:39:05:21 becomes a problem?
17:39:07:21 >> This is a little far afield 17:39:10:15 from the concept of an adoption
17:39:12:15 unit being created. 17:39:13:21 There are so many kids and
17:39:15:06 adoptive families looking. 17:39:16:27 Yet it seems like the twain
17:39:19:12 aren't meeting. 17:39:20:15 Can that be improved?
17:39:22:21 >> I'm not sure that needs to be
17:39:25:21 improved. 17:39:27:09 Say that we have a baby.
17:39:33:15 It involves children under the 17:39:35:18 age of three.
17:39:36:21 When you have kids under the age 17:39:38:09 of three, typically they need
or 17:39:41:06 demand from a post perspective
17:39:43:06 is I want for a young kid. 17:39:48:09 They have the potential month
17:39:52:09 daub the child. 17:39:54:03 They are not cuddly like an
17:39:56:03 infant is. 17:39:56:27 This is a little different,
17:39:58:06 there's not that same demand for 17:40:00:15 those children, and that's
17:40:02:09 unfortunate. 17:40:02:27 >> Yes.

17:40:17:12 �� 17:41:16:24 >>> In 2006 Arizona voters
17:41:19:09 passed a ban on smoking in 17:41:21:03 public places.
17:41:22:06 Questions are being raised as to
17:41:24:03 that ban, and other aspects of 17:41:26:09 smoking and if they apply to
17:41:29:12 e-cigarettes, which are becoming 17:41:34:06 more popular.
17:41:34:21 Pavneet Singh Uppal is here with 17:41:41:09 Fisher Phillips.
17:41:42:21 Let's start with the definition, 17:41:44:15 what is an e-cigarette?
17:41:46:24 >> Well, it's essentially a 17:41:48:18 vaporized nicotine delivery
17:41:53:21 device. 17:41:54:09 People familiar with cigarettes
17:42:00:18 which involves the burning of 17:42:02:21 tobacco.
17:42:03:12 There is no tobacco burned in an
17:42:06:09 E-cigarette. 17:42:07:18 It involve as cartridge that
17:42:10:06 delivers nicotine in a vapor 17:42:16:03 form.
17:42:16:21 >> There's no smoke but how much 17:42:19:00 vapor?
17:42:20:06 >> The visual tends to mimic the 17:42:23:09 act of smoking.
17:42:24:15 You will not see as much smoke 17:42:27:27 as you would with a cigarette
or 17:42:29:15 a cigar.
17:42:31:09 But you will see a puff which 17:42:33:21 looks like smoke but it is not.
17:42:36:06 >> So is that vapor harmful? 17:42:39:03 Does it smell?
17:42:40:18 >> It tends not to smell. 17:42:43:00 And the jury is out on the
17:42:44:21 harms. 17:42:45:15 One of the thoughts is that
17:42:47:00 e-cigarettes are essentially 17:42:49:03 marketed as being healthier but
17:42:51:18 for the users as well as people 17:42:54:00 who may not be smokers but are
17:42:57:09 not subject to the effects of 17:43:00:03 secondhand smoking.
17:43:02:00 That's the way it's marketed. 17:43:04:03 It's a healthier alternative for
17:43:08:00 the user, and it may allow the 17:43:10:21 user to quit, they could for
17:43:15:06 example watch out for charges to
17:43:18:18 substitute cartridges with 17:43:20:24 ever-smaller amounts of
17:43:23:12 nicotine. 17:43:24:09 It's such a new product and such
17:43:26:12 a new concept the science is not 17:43:29:15 complete on whether this is
17:43:30:18 really health whyer for the user 17:43:32:15 and other people that may be
17:43:34:24 exposed to it. 17:43:36:15 The 2006 as we mentioned.
17:43:38:21 The voter approved ban on 17:43:43:18 smoking.
17:43:44:06 Obviously that was because of 17:43:46:12 second happened smoke and the
17:43:49:27 air around smokers? 17:43:52:21 >> Arizona was ahead of the
17:43:54:03 curve in passing a smoking ban 17:43:56:09 in most public places including
17:44:03:06 the concept was that this isn't 17:44:05:21 just an issue that affects the
17:44:08:27 smoker himself or herself, but 17:44:11:06 the smoke itself, because of the
17:44:14:00 effects of secondhand smoking. 17:44:20:06 As of 2006 in Arizona smoking
is 17:44:23:24 essentially banned in enclosed
17:44:25:15 places including the workplace, 17:44:27:00 as well as for example in
17:44:28:15 company vehicles. 17:44:29:21 However, that act is limited to
17:44:33:00 the smoking of tobacco. 17:44:38:15 The smoke free workplace act
17:44:44:21 talks about burning tobacco. 17:44:46:24 When you go to e-cigarettes
17:44:48:09 there is no tobacco being 17:44:49:27 burned.
17:44:50:06 The statute itself does not 17:44:52:00 apply to e-cigarettes.
17:44:55:00 The legislature may decide to do
17:44:57:27 so. 17:44:58:18 As of right now that act did not
17:45:03:06 apply. 17:45:04:09 >> I want to smoke some tea
17:45:06:12 leaves or something I found out 17:45:08:15 in the desert.
17:45:10:12 It's not -- does that mean -- 17:45:22:00 >> Burning an item is the key?
17:45:23:27 >> That's right, that's right. 17:45:25:03 >> You don't burn anything.
17:45:27:00 >> That's right, it's vaporized, 17:45:30:09 the -- it's you're not burning
17:45:36:15 tobacco or tobacco-like plant 17:45:38:21 based products.
17:45:40:21 >> Bars and eateries and 17:45:43:12 employers, how are they handling
17:45:46:12 this? 17:45:52:03 >> Are you seeing any of that
17:45:54:06 out there so far? 17:45:55:12 >> The reality is that most
17:45:57:06 employers have not implemented 17:45:59:18 as of yet formalized policies
17:46:03:03 with respect to e-cigarettes. 17:46:05:21 Employers in Arizona do have
17:46:07:15 formalized policies under which 17:46:11:12 employers have said you cannot
17:46:15:03 spoke in the workplace or in -- 17:46:20:21 It doesn't only apply to
17:46:23:27 employees. 17:46:29:21 There's no law that says you
17:46:31:03 have to permit people to smoke 17:46:33:03 e-cigarettes in the workplace.
17:46:35:24 In terms of the trucks, our 17:46:38:24 fliction is people we'll bell
17:46:43:15 smoke e-cigarettes. 17:46:47:21 I'm seeing some distant irony
17:46:52:21 and get all that secondhand 17:47:00:18 smoke.
17:47:02:03 >> That's a little wrong, isn't 17:47:03:18 it?
17:47:04:06 >> My company, Fisher and 17:47:05:27 Phillips, we're advising our
17:47:08:00 clients that if you are a 17:47:09:12 company that does allow
17:47:11:12 designated smoking areas for 17:47:13:03 your employees that smoke
17:47:14:27 tobacco products, you should set 17:47:16:12 up a segregated area for those
17:47:18:21 who are using e-cigarettes. 17:47:21:09 It's not bend the to ast and
17:47:29:00 spersions but the really is what 17:47:30:18 he said.
17:47:34:06 Many people using them are 17:47:36:06 actually current tobacco users
17:47:38:15 trying to quit. 17:47:40:21 Their theory is they have tried
17:47:42:21 the patch or to go cold turkey 17:47:45:18 and that hasn't worked?
17:47:49:09 >> I think with progressively 17:47:56:18 smaller amounts of nicotine
17:47:59:00 delivery, we think a best 17:48:00:24 practice is that if you are
17:48:02:09 going to allow people to smoke a
17:48:04:24 very -- a designated smoking 17:48:07:21 area for users.
17:48:14:21 >> If you're not telling them to
17:48:16:27 quit, you're banishing them out 17:48:19:12 there to a place where it's
17:48:21:06 unhealthy. 17:48:22:09 That doesn't make sense.
17:48:24:06 >> Absolutely. 17:48:24:21 >> Increasing numbers of
17:48:26:15 insurance policies are looking 17:48:27:06 at whether or not you are a
17:48:29:18 cigarette smoker. 17:48:31:03 Whether or not you are an
17:48:32:12 E-cigarette smoker, is that now 17:48:39:27 on the horizon?
17:48:41:03 >> To my knowledge it's not 17:48:43:03 already being asked.
17:48:45:00 I can see insure goes that 17:48:53:24 route.
17:48:54:15 Most people realize if you're a
17:48:57:00 cigarette smoker you might have 17:48:58:27 to pay increased premiums for
17:49:02:15 your policy. 17:49:03:03 Is it really going to turn out
17:49:04:21 that people who take up the 17:49:06:09 habit of smoking e-cigarettes
17:49:08:09 will be able to then wean 17:49:11:18 themselves off of tobacco
17:49:13:21 products? 17:49:14:12 Or is it going to be something
17:49:18:21 you do by yourself. 17:49:21:09 >> We've got to cover you.
17:49:27:06 >> It's a very new product. 17:49:29:27 You can see E-cigarette

17:52:41:00 A mummy is a preserved body. 17:52:43:27 That can happen naturally
17:52:45:24 through environmental processes 17:52:47:03 and it can also be intentional.
17:52:49:24 In the case of the ancient 17:52:51:21 Egyptians, they intentionally
17:52:56:18 preserved these bodies so the 17:52:59:03 body and the soul could move on
17:53:00:24 to the afterlife. 17:53:02:15 >> Not much is known about Any,
17:53:05:24 for anonymous. 17:53:08:03 They know Annie drowned in the
17:53:12:15 Nile, a sacred river. 17:53:14:18 >> It was their job to preserve
17:53:15:24 the body. 17:53:17:00 They would begin by washing it
17:53:19:12 with water from the Nile. 17:53:21:18 That was their sacred river and
17:53:23:03 they would purify it with water 17:53:25:09 from the Nile.
17:53:26:06 Then you remove the organs, the 17:53:30:06 heart was left in because that
17:53:32:03 was, to the Egyptian, the center 17:53:34:18 of knowledge and emotions.

17:53:39:18 It was washed again and oils put 17:53:41:21 on it so it smelled nice, then
17:53:44:18 sometimes 15 to 20 layers of 17:53:46:18 linens.
17:53:47:15 They would stuff amulets which 17:53:50:00 were religious symbols to
17:53:53:15 protect them in their journey 17:53:56:09 through the afterlife.

17:54:03:24 >> The ancient Egyptians were 17:54:06:27 very religious.
