on the democratic national convention the d_n_c_ in uh... charlotte north
carolina
the former governor of kansas peter and secretary of health and human services
symbol of the vote on a catholic kathleen civilians
uh... surgery civilians welcomed the program
of thanks time i hear you have your own health challenges these days so i
f_b_i_ i have and i'm getting through it like a good graveyard i could be used to
obama cured
anyway uh...
you are editor first of all uh... i guide by watched your speech last night
i thought it was spectacular
and you can i just wanted to to say that i do you know not gratuitous it all
right gentlemen we have had a spectacular and ended really written and
delivered and you are the holder of the if my understanding is correct at the
regard your job description here the holder of the responsibility for
implementing and making obama care worked at it right
that's cracked gas so tell us a flower
the pieces of oklahoma care
that people know about and the pieces that people don't know about this seems
like there's been a lot of
really rather poor communication over the last couple years or or perhaps i
don't know www maybe that's not even the problem whatever is most americans don't
seem to understand the details of along with it
well i think that was a lot of uh... fear left over from the debate uh...
when the
ektu was being considered by congress that
somehow if you had insurance that you lights today something bad was going to
happen
and for a lot of americans they're pretty happy with their employer-based
coverage they ate
uh...
are pretty satisfied they don't what the costs to keep going up enough enough but
they
i'll like the doctor they see they like the health plan they re and what we need
to do is to have those people understand that nothing changes if you have
insurance you'd like you can keep it
and that this is really strengthens
the insurance rules so a lot of those folks time
this summer
gat rebates from their insurance companies that have remarkable activity
thirteen million americans got a check from their insurance company
because if the company did not spend
eighty cents of every health dollar collected on health benefits
they had to send money back to their consumers so we've gotten
literally thousands of testimonies from people who said i just got a check i'm
stunned
so that's the fun partition of the folks who have coverage then there's a whole
group of
small-business owners are individuals who
really have coverage that is pretty lousy
they don't have much of a choice they're in a market monopoly and their costs
skyrocket and they're very little in the way of rules to protect them
they get to look forward to anew
lou exchanging twenty fourteen to lay
competitive
market private plans to choose from but there suddenly be part of a much bigger
pool they tended to do anything i join anything
they will be able to have coverage and for those two
don't have employer-based coverage state may get some help from
government purchasing insurance
and then there's a whole set of
folks who are already benefiting from the plant so we know that parents are
well aware that their children
who were updates twenty-six can stay on family plans because already three
million young americans
now have insurance who were uninsured two years ago when the law was passed
we know that there are about thirty three million seniors
who are beginning to take advantage of
the new health benefits and medicare that have
preventive services with no copays are no deductibles or they are getting a
discount on their drugs
so
tom what i'm saying is as the benefits began too
get into place people are
farm are aware of
what is changing that they like and what's at risk if this law is repealed
bug surgery sibelius you you mentioned in your talk last night that you were
fewer from kansas kansas stock as well as president obama the that uh... you
understood kansas women you're one of them
um... undone duran's your thoughts on
retired or thomas frank's book what's the matter with kansas six
uh... why is it
that's okay
frequently
we find middle class people voting against their best interests why oh why
were there all these people
who were not people they were not there with the billionaire a millionaire class
at the r_n_c_ the many so many of the delegates they were just average people
who were standing up and she removed the doing away with the obama care for
example and going back to a system where your health insurance company
was that as a young woman spoke last night about her daughter regard
transcends the content of our two operations
freer churns company could simply tell you that uh... radiated pennant for
twenty five years the tough luck
well i think we are still dealing with
fundamental big change in this country and
this debate has been underway in america for almost seventy years republican
presidents and democratic presidents have put forward a health plans
never before in the history of the united states has a
comprehensive plan been cast that affects really
the entire under sixty five population
so it was relatively easy i think too
frighten people about
could happen to them about the bad things that would come and
to continue to repeat that somehow this was a government takeover of health care
and if you thought you were going to lose your insurance and that the
government was going to take over your health plan
you wouldn't like it either unfortunately actually i wanted a lot
over half not off but you know i get it but you did with that's a wide
you and you wouldn't believe maybe you worked on the kamini
senior
to say to me iri lee need government to stay out of my medicare
they've really don't understand that
medicare is a government program that is a single-payer plan
is entirely ronan operated and most people think it is a terrific
yeah may be on the american logo you need to include in every aspect of
federal government in small type leonard no new taxes medicare some finances
they will dedicate these folks to what's going on so what do you see happening at
this convention uh... as we go forward what what whatever
where the here what what's your list of things that you would like to see
accomplished
well i think first of all to get
the message out about what
has been done in the last four years and why it was important
for this president as he looked at some of the worst
economic
situation since the great depression
why he chose to do what he did the hal important
their recovery act to ah... switch cent tax credits to
ninety five percent of americans want
the affordable care act is about and how that will impact people on into the
future and for generations to come
what about
college scholarships and pell grants and
and the building projects
so first aid
to explain
about the last four years and then to talk about the future of where we want
to though in this country
and the kinds of
effort that it's gonna take to get that that's what forward is all about ins
we have made progress we have not made enough progress because until we have
a full economic recovery until we have
folks back at work it jobs that pay a living wage and health security for our
families in this country we won't be where we need to be that poor we've met
a lot of progress from where we were
you know that
former notre dame football coach
had a great saying he would start every season saying
out were not where we want to be
were not where we are out of the that think that were not worry is to see
creek and i think that's exactly where we are in this election secretary
sebelius you're a member of the obama cabinet you sit in on the cabinet
meetings i'm curious what's it like
how formal or informal isn't how is it working with president obama
well i'm mad
very biased observer i'm a huge fan of this president
and i a in tourist internally and i think he is doing is spectacular job
right
we have that very collegial very competent captain
who work together
on all kinds of issues one of the things that the president
says to us over and over again i don't want
you just to work in little silos
were much better off it
the department of health works with the department of education and works with
the housing department and looks at
ways to leverage our assets to gather to lift whole communities together to look
at
initiatives that weekend
push forward probably the biggest compliment given to this president was
by bike
bob gates the
former secretary of defense if the president
asked to stay on for a couple of years as he became elected and and bob gates
and other kansas boy
was willing to do that and a republican
anna republican alternative there's all the republicans in the campus for
permanent strickland now he just gave the president had terrific compliment he
said he'd seen
scares me
part of six different administrations republicans and democrats
he had never seen
i cap meant that was more collegial more competent
together as a team and said
mister president this is all about you
you chose this you leave this group
this is a remarkable
weight operated cabinet and he'd seen a lot so that that was very meaningful to
me to have that kind of perspective
this is the president's elicit a lot of feedback and advice in this cameras he
more
uh... directing people how to go
now i think it's very open to
um... discussions and ideas
he was seven
certainly as we
negotiating in debating the affordable care act this was a very hands-on
effort at where he was at the table sleeves rolled up
talking about various kinds of policy choices
his talking about ways to you
interact with the legislature
he's done that around economic policy certainly does that
routinely around international policy
any once the experts there with them at the table to advise salmon
inform them at every step along the way
a former governor of kansas currently the secretary of health and human
services secretary kathleen sebelius thank you so much for being with us the
picture thanks for visiting with me thank you secretary support
