NORFOLK CITY COUNCIL IS COMMITTED TO THE SAFETY AND
SECURITY OF CITIZENS AND COMMUNITIES IMPACTED BY DOMESTIC
VIOLENCE AND TO HOLDING PERSON TRAIRTS OF DOMESTIC VIOLENCE
ACCOUNTABLE FOR THEIR ACTIONS, WHEREAS THE NORFOLK CITY COUNCIL
CONTINUES TO SUPPORT PROMISING PROGRAMS AND INITIATIVES TO
ADDRESS THE ISSUE OF DOMESTIC VIOLENCE IN OUR COMMUNITY AND
AMONG OUR CITIZENS, WHEREAS THE CITY OF NORFOLK HAS THE
OPPORTUNITY TO APPLY FOR RECOGNITION FOR THE DOMESTIC
VIOLENCE PRACTICES AND INITIATIVES OF OUR COMMUNITY
FROM THE ATTORNEY GENERAL'S COMMUNITY RECOGNITION PROGRAM

I HOPE TO GIVE A FURTHER UPDATE WHEN WE WIN THE RECOGNITION, SO
I RIGHT NOW, THE RESOLUTION WAS NECESSARY TO ENABLE US TO MERELY
APPLY FOR IT. IT'S A PRETTY STRINGENT PROCESS,
AND IT'S DIFFICULT TO ATTAIN BECAUSE THERE'S ABOUT 30
CONDITIONS THAT OUR CITY HAS TO SATISFY, AND IT INVOLVES VARIOUS
AGENCIES AND THEIR RESPONSE TO DOMESTIC VIOLENCE.
BUT I HAVE TO SAY THAT OUR CITY WORKS SO WELL TOGETHER, EVEN
WITHOUT ANY FORMAL DOMESTIC VIOLENCE COORDINATOR, THAT WE
PRETTY MUCH HAVE THE APPLICATION DONE ALREADY.
THE BINDER RIGHT NOW IS THIS ABOUT THIS THICK AND I'LL BE
TURNING IT IN IN THE NEXT WEEK OR TWO.
I HOPE TO COME BACK HERE AND GIVE AN UPDATE AND HAVE A
LARGE-SCALE RECOGNITION CEREMONY, IF YOU WILL, WITH THE
ATTORNEY GENERAL COMING DOWN BEEN THE ONE THING I DO HAVE TO
SAY, I GUESS A HIGHLIGHT OF EVERYTHING NORFOLK HAS DONE IS
REALLY WHAT THE POLICE DEPARTMENT HAS STARTED DOING
THIS MONTH. IT'S THE FIRST CITY IN VIRGINIA
TO DO THIS. WE'RE GOING TO SEE HOW IT GOES,
BUT IT ALL LOOKS GOOD SO FAR. WHAT THEY'RE DOING IS THEY'RE
NOW CONDUCTING A SCREENING FOR EVERY INCIDENT INVOLVING
INTIMATE PARTNERS AND THERE'S 1200 TO 1500 OF THOSE INCIDENTS
IN NORFOLK EVERY YEAR, AND SO WHAT THEY WILL DO IS THEY WILL
CONDUCT A SCREEN AND IT'S BASED ON A NATIONAL BEST PRACTICE,
BASED ON 25 YEARS OF RESEARCH BY THE JOHNS HOPKINS MEDICAL
INSTITUTE. IT'S USED IN BALTIMORE, A LOT OF
CITIES IN MARYLAND AND IT'S A GROWING BEST PRACTICE MODEL
EVIDENCE-BASED. IF THE VICTIM SCREENS IN AND
THERE'S A CERTAINLY SCORE REACH INDICATING HIGH DANGER, THE
OFFICER WILL CALL THE SHELTER FROM THE SCENE.
AND THAT IS A NEW MODEL, AGAIN IT MAKES SENSE WHEN WE TALK
ABOUT IT LIKE THIS, BUT IT'S DIFFICULT TO DO.
IT'S DIFFICULT TO IMPLEMENT SOMETHING LIKE THAT,
PARTICULARLY IN A CITY OF NORFOLK'S SIZE WITH A LARGE
POLICE DEPARTMENT AND A LOT OF DOMESTIC VIOLENCE VICTIMS.
SO IT'S REALLY EXCITING. CHESAPEAKE, SOME OFFICIALS FROM
CHESAPEAKE AND WILLIAMSBURG HAVE ALREADY CALLED US ASKING US HOW
THEY CAN BRING IT TO THEIR CITY AND WE'LL SEE HOW IT GOES.
