Select black color. To draw perfect circle hold down SHIFT while drawing
Double click next to layer name. Change Fill to 50%
Select Stroke in left menu

Select Define Brush Preset... from Edit menu
I'm going to change the style of the brush to simulate random clicks
To do this press F5 and select Brush
If your brush isn't selected, select them
Change Spacing to 100% And Size Jutter to 100
Minimum around 40
Select Scattering, Both Axes and enter 1000%

We can see changes on the bottom of window.
Hide unused layers and add a new one
Add Group and another layer
Select the first one and fill using any dark color (except black)
Open style window and go to 'Gradient Overlay'
Change mode to 'Overlay' and gradient to more colorfull
We can add some angle
Select second layer, select brush and white color
Next, draw circles and blur them. On each iteration decrase blur radius and brush size
End with blur radius around 1px
I'm using Gaussian Blur
Go to Filter, Blur and finally Gaussian Blur...
Select group and change mode to Color Dodge
I showed you how to define custom brush and paint eye-catching image
It's worth of try experiment with parameters.
Good luck!
