We setup in an intersection of cars, with a hidden camera in one of the buildings
to catch an act of corruption while it is happening. I'm not lying, Luis Filipe.
In no more than five minutes, there were
a couple of policemen asking for "Mordidas" (payoffs).
-Do you want to see what we captured on camera? "-I would really like that." -"Let's see."
Everyday they arrive
at the same time to direct traffic.
Well... So they say...
They will pull you over with any pretext:
"You ran a light." "You don't have verified plates."
It's all a pretext. And so the hunt begins.
One of the strategies used
by these upstanding police is:
"The Pamphlet" -It's the silver platter
for receiving their precious "Mordidas".
When "The Pamphlet" doesn't work, they use
"The Back"
They stand like this and discreetly wait to receive
the payoff they are so eagerly waiting for.
Check out the hand -- the plan is to
stretch the hand out and receive a little payoff.
-"All afternoon we have been recording you."
-"We were upholding the law". -"And what can you tell me
about the payoffs you were receiving?"
-"They didn't give me anything. I'm only asking for their documents."
"What's going on here???" Instead of fighting crime
in this place where you're stationed. Instead of regulating traffic...
-"You're stealing???" -"Can I speak please?"
-"Of course, I'm happy to hear this." -"Um, you see..."
-"Ehhh, You're talking..."
-"Specifically... You..."
-"Are interrupting me from pulling over this car."
-"Hey you're hurting me with the light! What's up with that?"
-"And you are bothering us with your "Mordidas!"
-"You're hurting us with your corruption, officer!"
-"I earn my money honestly. Not through extortion."
-"How do you feel about this type of abuse?"
-"Honestly...
-"I'm pissed off!"
He's pissed because they pulled him over
and they don't even have plates on their patrol car.
-"I accept that I don't have plates on my cruiser."
-"The law... the law applies to all!"
"Just because you're a public service officer doesn't mean the law doesn't to you."
-"If I show you the moment when you are receiving money
will you give me an explanation?" -"Yes, I'll be happy to."

of someone giving you money. My cameraman will show you."
"And finally, they accepted the truth."

Imagine this answer from the police...
The good thing is that finally he was sincere.
The corruption is definitely a problem
that we can work together to overcome.
If we don't give money to encourage this behavior
