As all of you know, an anti-constitutional coup d'etat and armed
seizure of power has occurred in Ukraine.
To this day Prosecutor's Office Act, article 4 [states that] the main goal
of Prosecutor's supervision of compliance with laws is protection
from unlawful infringements [on] socioeconomic, political, personal rights
and liberties of citizens, foundations of democratic structure of state power.
Article 5 of Ukrainian constitution specifies that the bearer of sovereignty and the only
source of power in Ukraine -- I repeat --
the only source of power in Ukraine is the people.
The people exercise power directly and through
state authorities, municipal authorities.
The right to define and change the constitutional order of Ukraine
belongs exclusively to the people and cannot be usurped by the state or a government official
regardless of the method or the manner by which they came to power, including through
bloodspilling.
No one can usurp state power.
Today we do not have a moral right before the people to stand aside and accept that lawlessness
and condoning of radically-disposed groups, dictating conditions of our people's life.
Therefore from this day forward the Prosecutor's Office of The Autonomous Republic of Crimea
operates to the fullest extent in the interests of the people of Crimea,
protects their interests, legitimate interests and rights,
provided by the constitution -- the fundamental law of the state.
For this purpose I was appointed today to the position of the Prosecutor of The Autonomous Republic of Crimea,
[for] which I am grateful to the Council of Ministers of The Autonomous Republic of Crimea,
and I will perform my official duties in such a way
as prescribed by the Ukrainian law,
and the Prosecutor's Office will stand for interests and rights of the people exclusively.
That's all I wanted to say.
Do you have any questions?
(Question if Natalia has met with employees of the Prosecutor's Office)
Yes, just now we've had an introduction. The employees of the Prosecutor's Office have been present in this room.
I was introduced to everybody. The work has been resumed. We operate as usual,
in intensified mode, since a lot of work has to be done, because, as you know,
on the 16th of March there will be a referendum.
Everything is in order. The Prosecutor's Office is working. Coordination function
between the law enforcement bodies has been properly reestablished. Today there has been
a coordination meeting with armed forces and law enforcement system in general. This included
the Minister of Internal Affairs of Crimea, the Chairman of Ukraine Security Service,
and the Chairman of the Court of Appeals of The Autonomous Republic of Crimea,
so everybody is working, everything is fine.
The team has been assembled, the team is working.
(Question regarding personnel changes)
The previous team, those citizens, who had been here previously, are the ones, who are working now.
Any personnel changes that will be taking place as we receive notices on wanting to continue
or not wanting to continue working in the Prosecutor's Office of The Autonomous Republic of Crimea
will be addressed as we receive them.
(Question regarding priority objectives)
The priority objectives are to resume our routine work,
which has been disrupted, unfortunately, by the events in Kiev.
(Question regarding Crimea being the only part of Ukraine, which refused to obey the new Ukrainian government, which came to power through the coup)
No, on the territory of The Autonomous Republic of Crimea the laws are being observed, and they have not been subjected in any way [to violations].
Currently there have not been violations of law on the territory of The Autonomous Republic of Crimea.
(Interviewer clarifies the previous question)
On the remaining part of Ukraine... it is that territory, which does not belong and is not subject to jurisdiction
of the Prosecutors' Office and the government of Crimea, therefore everything that is happening there
you have very well seen and see yourselves, and there is a lot you haven't seen and do not see --
that, which is happening in Kiev and other regions -- it is happening...
It's just chaos.
And by which legal framework is this regulated? I do not know such a legal framework.
(Question regarding Natalia eyewitnessing the events in Kiev)
I have been there from day one and have seen everything.
It is truly total lawlessness.
Total lawlessness, which had led to bloodspilling, massive bloodspilling,
and the [current] Ukraine nation's leadership seems to be OK with that.
