MICHAEL GRIMES: Citizenship is likely to come off the National Curriculum as a centrally
stipulated curriculum and become part of the Basic Curriculum, which schools will decide
themselves how they run. Do you think that's dangerous for democracy?
SIMON HUGHES: I think all these things depend on how the teaching is done. And citizenship,
politics, democracy, are issues that can engage young people i they're taught well. I've never
thought the fact that something is compulsory as opposed to not compulsory, or dictated
nationally as opposed to delivered locally, is the thing that makes the difference. I'm
chair of governors of a primary school where we have a fantastic Head: I would have confidence
in that schools, youngsters understanding about these things because the teaching is
really good. At the end of the day, it's actually the delivery that matters more than the structure.
