It's no secret that today migrants and migration issues are also a problem for Russia.
Migration was of unordered character and of great interest to all kinds of crooks who made a lot of money from migration flows.
A small example was given in the Perm press, which wrote that on average an intermediary firm received about 20,000 rubles from every migrant.
We understand how many hundreds of thousands or millions of people come every year to Russia, and how much money is involved.
The second side of the coin, I remember, once in Perm it was found that in one of the many diasporas located in the Kama area, among the 60,000 members only 8 were registered for taxation in the Perm region.
That is, only 8 people pay taxes in the Perm region, while the remaining 59-odd thousand people sent money directly to their home country abroad.
These estimated figures have six zeros, and even more - nine. So it's a huge klondike for corrupt officials. The problem must be solved from the state position, with the creation of the concept of migration policy.
Do we need such a large number of migrants, followed by a plume of crime and various other social problems.
Medical aspects, health aspects, of course, the law enforcement aspects of drug distribution in the Russian Federation. All these issues require a state approach.
I think that the state and the public need to combine their efforts to regulate these processes. The approach should be based on the experience of other countries.
For example, our nearest neighbors in Latvia. There, foreigners cannot get any rights in the state without having to go through special filtration camps, where they undergo a full medical examination, basic courses of the state language and culture of the nation, the study of the law of this state; this adjustment period lasts for several months, and only after that do people receive the documents and the right to go into the community.
We have the opposite. At a post office a person sends notice that he has arrived and receives a document that allows him to do whatever he likes in our state. I think that this is not a state approach.
This undermines the foundations of our nation, undermines peace and harmony in society, undermines the basis of our society.
Therefore, this process should be approached more carefully, because it is in fact the basis of security throughout our entire state.
