The SS-24 (RS-22) ICBM known as "Scalpel",
once a menacing missile of the Soviet Union,
can now be found in Ukraine looking like this,
or like this
or like this.
After the USSR and USA signed the Strategic Arms Reduction Treaty to
eliminate strategic offensive arms, Ukraine together with other countries
has successfully implemented programs to reduce
the dangerous inheritance of the Cold War.
At the Pavlograd office of the American company "URS"
which is under contract to the U.S. Dept of Defense,
experts are preparing unique equipment for the thermal elimination
of composite rocket motor cases at the Pavlograd Chemical Plant -
a recipient under the CTR Strategic Offensive Arms Elimination program.
USTIMENKO: The American side funded the Empty Motor Case Elimination Facility
During the elimination process the propellant is extracted and fabricated
into commercial emulsified explosive for mining enterprises.
Once the motor cases are emptied, they are also slated for elimination.
The American side undertook the task of motorcase elimination
by assisting with the design and construction of this special facility.
The contract for the manufacture and assembly of the special incinerator
was awarded to German company Eisenmann.
A fixed budget for this project was provided by the American side.
Once the incinerator starts burning the fragments of the composite empty motor cases,
a giant purification facility will maintain the ecological safety of the process.
The only waste that will result is a small amount of salt and water.
USTIMENKO: The incinerator was manufactured in Germany
before being shipped to our plant.
The facility is in the final stages of assembly and commissioning.
According to the technical specifications
as well as German and American declarations,
this incinerator will meet or exceed
all Ukrainian regulatory requirements
for ecological and industrial safety.
Today 106 remaining motor cases with solid propellant,
totaling over 4,000 tons, are stored at PKhZ.
The elimination of the sixth 2nd stage
and one 1st stage loaded motor case
are planned by the end of 2012.
The elimination of strategic arms is very important for Ukraine
and to the Dnepropetrovsk region in particular.
Emptying the motors requires state resources
and poses threats to both the population
and the environment.
Now we have hope that the threat will be averted.
