So this guy, he worked 9 years at Banco do Brasil and he got lucky
because he started working at February 11 of 1988
and at March 21, two months later, no one and a half month later, there was
an intern competition
And it was required to be 16 to participate in the competition
and he had just turned 16 two days before it and he managed to do it
and he was approved, so he waited to turn 18
so he could assume it and get a higher salary, and the payment was raised a lot

that was awesome, I had everything
I had a motorcycle, a stereo sound, a plasma TV, at the time that nobody had it
It was a lot of money at the time
And after that, this guy started studying to be a lawyer
I started studying law at the Universidade Federal de Santa Maria
And that was a hard time
It was hard because I worked at night
I worked at the CESEC on Banco do Brasil, from
1 a.m. to 7 a.m.
and at 7:30 I went to college
I studied from 7:30 to 11 a.m. at Universidade Federal de Santa Maria, that only had the daytime course
and that was
the only law course in Santa Maria, today there is
10 universities
with the law course in Santa Maria
At that time there was only this one
So I had class until 11 a.m.
and after that there could be more classes at 1:30 or 3:30, right professor Eduardo, he was my teacher of civil rights

slept from 6 or 7 p.m. until midnight
I took a shower and then went to work, I worked all night long
Several times it was raining and I was there with sunglasses
And that's how it was, I reproved in some subjects, and while the other graduated in 5 years
he graduated in 6 years, right? And at late 1994 he managed to graduate
Banco do Brasil's employee and graduated
And then, this guy wanted to be a deputy, he tried some competitions
and he worked as a lawyer for some time
that was in late 95
at the beginning of 97
Banco do Brasil started a firing policy, they started
to computerize everything, the employees were getting useless
and there was a lot of bullying, and harassment
they threatened to fire all single persons
and the CESEC of Banco do Brasil, where I was working, that had 260 employees
disappeared
and one day they asked me to manage the line, do you know what that is?
it's that trainee that organizes the bank line
so I thought, hey I studied so much, I suffered for six years
I have a 9 years career
I'm graduated and they are asking me to manage the line, this isn't for me
So this guy decided to go to ask for unemployment insurance
He got around 50-70 thousand reais,

and went to Porto Alegre to study, he went to a judiciary school
and ended up being approved to be a deputy, that was his goal
he was approved, he started working at Rio Grande
and from there he traveled to all over this state

there was a lot of good cops, it wasn't possible that the suffering
of the cop's childs
could continue

So, I worked at Rio Grande, Porto Alegre, here in Santa Maria
in several precincts, I worked at the minors area

because of the work I've done at that precinct, I specialized

And things kept going on
today I have 14 years of work in the police
and I am at the top of my career, which is a colonel of civil police

There is a lot of people with 30 years that didn't make it this far
And because I got here, only I and a colleague from 150 people got it
Because I was transferred 3 times to Porto Alegre
Because I worked at the DEIC, at DENARC, at the head office
in 2 precincts of Porto Alegre, I was a correctional officer for almost two years
I did everything I could at the police and I made it here
And fortunately, when it happened

when the event from January 26 to 27 occurred
I was a deputy who didn't own anything to anyone
I have nothing to do with this, I am not payed for this and if someone is gonna take me out of here
they can only move me to a higher category precinct, so we were kinda protected
and that helped us to do the job
that we have done
But, since I'm talking about this
4 years ago, before I was at the top of my career
I went to Santiago
I went as a regional deputy for the first time, which is like a regional coordinator
and that region was from the woods to Itaqui, the Santiago region
we
with the intention to
change the image of the police, we started making a different police
a police more integrated with the community, we started bringing things to the community
we started showing more things
at that time there was no facebook, but in Santiago there is a lot
of blogs, and we started calling the bloggers, showing our police operations
and this kept going, and I stayed there for a year
and we really revolutionized that region, recovering
the familiarity, with the population looking at the police as good thing,
like it really was, not just dirty
they only saw a cop when we arrested someone, when we did
something bad
when we couldn't solve a crime
I stayed there for a year and came here to Santa Maria after that, when I became a regional deputy
and where I've been for almost three years, I'm running because I can see the chronometer there
Here in Santa Maria, we
adopted the same system, at the first year we made 15 police operations
we beat all records
at the second year, we made 25 police operations
and this year we won't surpass 25, maybe we do, because we practically
lost the entire first semester with the Kiss incident, right?
but we already have 17 or 18
And we revolutionized this issue, the community likes us now
the community cross the streets
to shake our hands, to hug us
The competition fro the civil police of the Rio Grande do Sul state today
has a slightly higher salary
they are bringing people
from every field, he have engineers, doctors, veterinaries
of all fields
trying to become an civil police agent
with a higher salary
So, these issues we managed to revolutionize within the police
The civil police today
is better seen, it's inserted within the community
and with this, we managed to
improve the police work
Our homicide solving rate here in Santa Maria
do you know how much is it this year?
Nobody says this, they say we have 30 homicides, but that's a lie
we have 26 homicides, do you know how many isn't solved?
One, our homicide solving rate is 95% here in Santa Maria
and do you know which is the national rate?

So, with 95%, last year we had 87% I think
with a rate like this, we show that for every 10 people that kill someone, one isn't going
to jail. This shows the efficiency of the police
I'm saying efficiency, because efficiency is different from effectiveness
And we are not having effectiveness
because the criminality doesn't give in
because with have a high rate of crime solving and the crime doesn't stop
the criminality
never gives in
because we have a system
that I don't have enough time to tell you
called prison system
We lock them up, they get out, they come and go, come and go
One of these days people were complaining of some spider-man that entered every open window he could see
there are already 19 occurrences and he comes and go. And the headline

at the morning the judge freed him and he stole a Corsa to get away, and they caught him again
This is the situation today
and with this, what I wanna tell is that
we are trying to be a judiciary police, and we did it for almost
three years
and after that Kiss incident we had some problems with
some institutions and we are trying to fix this
but
the police wants to be your partner
The modern police of this complex world
this world of drugs and violence
that has a 13,5% rate
of unemployment only in Porto Alegre
I mean full job
we advanced in every area, we have 42 pairs of shoes
we eat yogurt, ham and cheese everyday
and we didn't do it when we were kids
and the violence doesn't give in
it's getting worse

So we need to integrate with you even more
we need to integrate with all the other forces
with the police forces
and the other security forces

everyone was a hero on those 24 hours, everybody working integrated, as brothers and sisters
we need to
integrate more
we can't have a police force, or any state action
alone, we need to work together for a better
world
And today we really need to take a look at the prison issue
that is the most important issue of the criminality
and that's what's making the police
work very efficient
the work is very efficient, the results are here to
prove it
But what is missing? Effectiveness
It doesn't matter if we have efficiency
if we have high rates of crime solving, we are getting at the end of the 4 years
that I intend to stay here in regional management, we are getting at the state level
with 3-4 thousand police operations, with helicopters, with a lot of money
spent on this, a lot of people getting arrested, we never arrested this many people, I could play this

It isn't the judge who frees them

90% of the women that are arrested, is because of drug traffic, because
their husbands are arrested and she is obligated to traffic, to support her family
she is obligated to bring cellphones to jails
and she end up being arrested
and her 4 or 5 children end up in a social vulnerability situation
because with both their parents in jail, they lose themselves with alcohol
drugs, theft and crime
So, we need to confront this issue, that is the most important now
and it costs a lot
this is the issue that keeps us awake, because the community pressure us
we show our work being done, but we need the community to support us
with all their might and this drug issue
and the prison system, this is the source
of all modern criminality, while it was inside the jail, it was OK
but now, we can see their influence out here, and it wasn't in São Paulo or
Rio de Janeiro, we saw it last year here in Santa Catarina, that is
our neighbor, buses being burned down, orders that came from inside the prison system
the chaos, the chaos that we are seeing now with those social issues
