UPDATE ON THE STUDENT SUCCESS TASK FORCE IMPLEMENTATION AND
ALREADY TODAY YOU HAVE COVERED QUITE A BIT OF GROUND IN THIS
AREA. INCLUDING THE ENROLLMENT
PRIORITY REGULATIONS, VERY SIGNIFICANT.
I CALL IT A CORNERSTONE PIECE OF THE STUDENT SUCCESS TASK
FORCE WORK AND THEN VICE CHANCELLOR GARCIA'S LEGISLATIVE
UPDATE SHE TOUCHED ON SB 1446 THAT INCLUDES THE STUDENT
SUPPORT INITIATIVE AND THE NEW ACADEMIC REQUIREMENTS ON THE
BOARD OF GOVERNORS FEE WAIVERS AND THE BILL THAT EXPANDS THE
AUTHORITY OF THE CHANCELLOR IN HIS STAFF IN THE CHANCELLOR'S
OFFICE. WHAT WE WANTED TO DO WAS TOUCH ON THREE TOPICS.
ONE IS TO SHARE WITH YOU A NEW TRACKING MATRIX THAT WE HAVE
DEVELOPED AND IS INCLUDED IN YOUR BOARD AGENDA UNDER ITEM
4.3. AND IT'S AGAIN CHART-STYLE
TRACKING DOCUMENT AND THIS CAME IN RESPONSE AND REQUEST FROM
THE BOARD AND OTHER PARTIES TO TRY TO KEEP TRACK OF THE
VARIOUS RECOMMENDATIONS OF THE STUDENT SUCCESS TASK FORCE.
AND AND THERE ARE THE 22
RECOMMENDATIONS THAT CAME OUT OF THAT PROCESS. SO TRYING TO
KEEP TABS ON WHICH OF THOSE RECOMMENDATIONS ARE CURRENTLY
BEING IMPLEMENTED, WHICH ONES ARE ON HOLD AND WHAT PHASE OF
IMPLEMENTATION ARE THEY? WE HAVE DEVELOPED THIS CHART AS
A FIRST ATTEMPT AND THIS IS THE FIRST DAY WE'RE SUN SHINING
THIS, SO IT'S REALLY A FIRST ATTEMPT TO TRACK AND DISPLAY
THAT ACTIVITY. AND WE WANTED TO SHARE WITH YOU AS THE BOARD TO
SEE IF IT WORKS FOR YOU AND SEEK YOUR RECOMMENDATIONS ON
HOW TO IMPROVE IT. THE TWO OTHER ITEMS THAT WE'LL TOUCH ON
IS VICE CHANCELLOR PERRY WILL PROVIDE UPDATE TO THE STUDENT
SUCCESS SCORECARD, THE NEW ACCOUNTABILITY TOOL GOING INTO
OUR COLLEGES THIS SPRING AND HOW TO MOVE FORWARD
RECOMMENDATIONS IN THE AREAS OF BASIC SKILLS AND DEVELOPMENT.
SO I'M GOING TO START WITH THE TRACKING MATRIX AND HOPEFULLY
YOU HAVE ALL BEEN ABLE TO FIND IT IN YOUR AGENDA.
AS I NOTED, HOPEFULLY IT SPEAKS FOR ITSELF.
THE GOAL OF THIS IS TO HAVE IT BE A DISPLAY THAT COMMUNICATES
A LOT OF INFORMATION IN ONE PLACE.
THERE ARE ALREADY A COUPLE OF IMPROVEMENTS THAT PEOPLE HAVE
POINTED OUT TO ME THAT WE'RE GOING TO INCORPORATE.
I DID WANT TO NOTE THAT THE TITLE BARS THAT ARE IN BLUE,
THOSE WERE THE CHAPTER HEADERS FROM THE TASK FORCE REPORT.
AND SO YOU WON'T SEE ANY ACTIVITY IN THOSE BLUE BARS,
INCREASED COLLEGE READINESS IS A GROUPING OF RECOMMENDATIONS.
SO IT'S ACTUALLY -- EACH OF THE WHITE BARS REPRESENT THE 22
VARIOUS RECOMMENDATIONS. SO THAT IS PRESENTED.
I AM DEFINITELY OPEN FOR ANY QUESTIONS OR COMMENTS ON THAT.
AT THIS SETTING OR A FUTURE SETTING AND WE'LL WORK TO
CONTINUE TO IMPROVE THAT AND IF THERE ARE SPECIFIC IDEAS OR
RECOMMENDATIONS, PLEASE PIPE THEM TO US AND IN THE INTEREST
OF MOVING ALONG, I WILL TURN IT OVER TO THE VICE CHANCELLORS TO
PROVIDE THE TWO OTHER RECOMMENDATIONS.

THE PARTNERSHIP FOR EXCELLENCE AND SOME OF YOU MAY REMEMBER
THAT. AND WHEN THAT SUNSET IN 2003,
WE HAD AB 1417, WHICH BY 2005 CREATED ARC OR ACCOUNTABILITY
REPORTING FOR THE COMMUNITY COLLEGES.
THE STUDENT SUCCESS TASK FORCE RECOMMENDED THAT WE GO THROUGH
THE FRAMEWORK AGAIN AND CREATE WHAT IS CALLED AN ACCOUNTABLE
SCORECARD AND WE HAVE NOW HAVE FIVE VERY SUCCESSFUL MEETINGS
WITH BOTH CHANCELLOR'S OFFICE STAFF, A NUMBER OF CONTROL
AGENCIES, LAO, DEPARTMENT OF FINANCE, AND ALSO SYSTEM
CONSTITUENTS, WHERE WE HAVE COME UP WITH A RECOMMENDED
SCORECARD FRAMEWORK FOR YOU. AND THAT STARTS ON PAGE 75 OF
YOUR HANDOUTS. PROBABLY THE BEST DISPLAY OF IT
IS ON PAGE 78. THE PAGE WITH THE BIG TRIANGLE
ON IT. MORE HUMOROUSLY KNOWN AS THE
PERRY PYRAMID. [ LAUGHTER ]
>> SO THE PROPOSED SCORECARD WILL HAVE FOUR LAYERS OF
REPORTING. EACH AT A DIFFERENT LEVEL OF
AGGREGATION OF DATA AND EACH FOR PRIMARILY DIFFERENT TYPES
OF AUDIENCES. AT THE TOP YOU HAVE A STATE OF THE SYSTEM
REPORT. THIS HAS OVERALL STATEWIDE
NUMBERS. IT DOESN'T BREAK THINGS DOWN BY
CAMPUS. IT WILL BE A PDF TYPE OF
DOCUMENT AND WILL HAVE ALL OF THE SCORECARD METRICS THAT I
WILL TALK ABOUT IN A MINUTE, ELEVATED TO STATEWIDE
AGGREGATIONS. SO WE'LL SEE THOSE NUMBERS AND IT WILL ALSO
CONTAIN SOME OF THE NUMBERS THAT YOU ARE USED TO SEEING,
PARTICIPATION RATES AND TRANSFERS AND DEGREES AND OUR
WAGE STUDY. SO IT WILL ALSO HAVE SOME ENROLLMENT DETAIL
THAT I GAVE YOU ON HOW TO GIVE THE ANNUAL REPORT ON
ENROLLMENTS AND HEADCOUNT AND THAT KIND OF THING IN THE
SYSTEM. THAT WILL BE ENCOMPASSES IN THE
STATE OF THE SYSTEM REPORT. BELOW THAT YOU HAVE WHAT WE
CALL THE ARC SCORECARD AND IT'S BROKEN DOWN BY CAMPUS AND
PRIMARILY DELIVERED ELECTRONICALLY OVER THE WEB.
PEOPLE WILL BE ABLE TO PRINT IT FROM ANY DIFFERENT LEVEL.
THESE WILL HAVE COLLEGE METRICS BY SINGLE LEVEL DEMOGRAPHICS
UNDER EACH METRIC. THE ADVISORY COMMITTEE
RECOMMENDED THAT WE HAVE NO MORE THAN 7 METRICS.
WE ENDED UP WITH 6 AND THREE ARE HIGH ORDER AND THREE ARE
MOMENTUM POINTS. VERY BRIEFLY THE METRICS IN
THIS LAYER OR "STUDENT PROGRESS AND ACHIEVEMENT RATE FOR DEGREE
AND TRANSFER-SEEKING STUDENTS." THIS IS THE HIGH ORDER OUTCOME
FOR METRICS FOR STUDENTS THAT WERE IDENTIFIED AS SEEKING A
DEGREE OR TRANSFERS AND OUTCOMES ARE DID THEY GET A
DEGREE OR DID THEY TRANSFER? VERY HIGH LEVEL TYPE OF OUTCOME
DISPLAY. THAT SINGLE METRIC REPRESENTS
HALF OF OUR HEAD UNIT IN THE SYSTEM AND ACTUALLY 83% OF OUR
FSTE FALLS INTO THAT METRIC. THE FIRST GROUP IS WHAT
PERCENTAGE OF THAT SAME POPULATION PERSISTS FROM THEIR
STARTING POINT THROUGH THEIR FIRST THREE TERMS CONTIGUOUSLY
OF COLLEGE? SO DO THEY STAY IN COLLEGE FOR THEIR FIRST THREE
TERMS AND FOR THAT SAME GROUP, WHAT PERCENTAGE ACHIEVES OR
EARNS 30 UNITS? SO THE HALFWAY POINT. SO THREE METRICS ARE
RELATED TO THAT. ANOTHER METRIC RELATES TO
STUDENTS IN A CTE PROGRAM. WE HAVE IDENTIFIED
BEHAVIORALLY, STUDENTS IN CTE CLUSTERS AND IT'S THE SAME
OUTCOME. DO THEY GET A DEGREE?
DO THEY GET A CERTIFICATE? OR DO THEY TRANSFER?
ANOTHER HIGH ORDER OUTCOME FOR CAREER TECHNICAL EDUCATION
PROP, A NON-CREDIT CATEGORY HAD A WE GET SPECIAL FUNDING FOR?
SAME TYPE OF OUTCOMES, DEGREE, CERTIFICATE, TRANSFER.
AND TWO OTHER MOMENTUM POINTS, WE HAVE A -- SORRY, ONE OTHER
MOMENTUM POINT IS A MATH, ENGLISH AND ESL, REGARDLESS OF
WHERE THEY START, DO THEY FINISH REMEDIATION IN THEIR
PARTICULAR AREA? MATH ENGLISH OR ESL?
WE'LL BREAK THIS DOWN INTO SINGLE DEMOGRAPHICS, BY
ETHNICITY, AGE AND STATUS. THE DATA MART IS ALREADY OUT
THERE. EVERYTHING IN THE SCORECARD
WILL BE IN THE DATA MART WITH MULTIPLE CROSS STABS.
PROBABLY MORE OF A LAYER FOR HIGHER LEVEL RESEARCHERS, STILL
AVAILABLE TO THE PUBLIC HOWEVER. AND THEN THE FOURTH LAYER WHICH
IS AVAILABLE ONLY TO CAMPUSES, BECAUSE IT CONTAINS STUDENT
RECORDS IS THE DATA ON-DEMAND LAYER WHERE ALL THE METRICS,
THE UNIT RECORDS USED ARE AVAILABLE TO STAFF TO FURTHER
ANALYZE IT AGAINST THEIR OWN DATA FILES.
WE WILL STILL HAVE THE REQUIREMENT THAT THE SCORECARD
METRIC BE TAKEN TO YOUR LOCAL BOARD OF TRUSTEES AND WE
COLLECT THAT INTERACTION TO MAKE SURE IT FOLLOWS THE PROPER
ED CODE. THAT IN SUMMARY IS WHERE THERE
IS HEADED. WE'RE STARTING TO FINISH THIS
UP AND STARTING TO CODE IT AND SHOULD HAVE IT ON THE STREETS

FABULOUS JOB WORKING WITH A PRACTITIONER WORK GROUP.
THAT IS THE MODEL WE TRIED TO WORK WITH EACH OF THE TASK
FORCE RECOMMENDATIONS THAT WE WORKED ON.
STUDENTS, STAFF, FACULTY, OTHER STAKEHOLDERS AND THE
DEPARTMENT OF FINANCE AT THE TABLE AND HE DID A GREAT JOB
WORKING THROUGH SENSITIVE TOPICS AND KUDOS TO PATRICK AND
HIS STAFF. I WANT TO UNDERSCORE, THIS
SCORECARD PROPOSAL AND REPRESENTS NO ADDITIONAL
WORKLOAD. SO IT WAS A CONSCIOUS EFFORT TO WORK WITHIN
THE FOOTPRINT OF THE CURRENT ARC AND BUILD SOMETHING THAT
WAS NOT MORE LABOR INTENSIVE. SO IT'S WELL-PUT TOGETHER AND I
THINK IT'S GOING TO BE A BIG STEP FORWARD.
>> VERY QUICKLY, THE BASIC SKILLS SUMMIT HAPPENED AT THE
END OF JULY. WE BROUGHT A GROUP TOGETHER WHO
DID A GREAT JOB LOOKING AT WHAT HAS BEEN DONE BEGINNING WITH THE
BASIC SKILLS INITIATIVE AND THE DOCUMENT, THE LITERATURE REVIEW
OF BEST PRACTICES AND HOW TO MOVE FORWARD.
NOW WE'RE TURNING THAT INTO A LOOK AT WHAT WE HAVE DONE IN
LAST FIVE YEARS. WHAT IS WORKING AND IN SOME CASES WHAT
IS NOT WORKING AND TO IDENTIFY THOSE THINGS, TO WRITE A
RESOURCE DOCUMENT THAT WE CAN USE INTERNALLY, WITH CAMPUSES
AS WE MOVE FORWARD, ABOUT THINGS -- SPECIFIC THINGS
THAT SEEM TO CHANGE, BASIC SKILLS SUCCESS.
AND GET THOSE OUT TO THE CAMPUSES.
IN ADDITION WE'LL BE BUILDING SOME RESOURCE DOCUMENTS TO GET
THAT INFORMATION OUT TO LEGISLATORS AND OTHER
POLICYMAKERS, BOARD MEMBERS AT LOCAL DISTRICTS AND THINGS LIKE
THAT. TO GIVE THEM MORE INFORMATION
ABOUT THE BASIC SKILLS WORK BEING DONE IN THE STATE.
THE BASIC SKILLS COMMITTEE CONTINUES TO WORK.
WE DID A POINT PERSON TO FOLLOW UP AFTER MARK WADE LU LEFT US
TO GO BACK TO OHLONE AS DEAN AND BARBARA WILL BE LEADING
THIS PROJECT. NEXT WEEK SHE IS WORKING WITH
THE BASIC SKILLS ADVISORY COMMITTEE TO FIRM UP MORE OF
THE WORK TO BE DONE. WE ANTICIPATE SOME OF THE
DOCUMENTS TO ROLL OUT AS EARLY AS JANUARY AND FEBRUARY THIS
YEAR. THE SECOND SUMMIT IS THE
PROFESSIONAL DEVELOPMENT SUMMIT AND THAT ACTUALLY TAKES PLACE
WEDNESDAY AND THURSDAY OF THIS WEEK.
SEVERAL OF US WILL BE LEAVING HERE AND GOING UP TO POMONA AND
IT TAKES PLACE AT THE KELLOGG RETREAT ENVIRONMENT.
WE'LL HAVE A DAY AND A HALF WITH PEOPLE FROM ALL AREAS OF
CAMPUS, AND STATEWIDE ORGANIZATIONS, WHO PROVIDE
PROFESSIONAL DEVELOPMENT FOR THE SYSTEM.
WE'RE GOING TO BRING THEM TOGETHER TO TALK ABOUT WHAT IS
PROVIDED HOW WE MIGHT DO A BETTER JOB OF DOING THAT? AND
ALSO LOOKING AT SOME OF THE REGULATIONS, SPECIFICALLY THE
FLEX CALENDAR LEGISLATION THAT DOES PROVIDE SUPPORT FOR
CAMPUSES TO DO PROFESSIONAL DEVELOPMENT ON THEIR CAMPUS.
AND LOOKING AT THE REGULATION TO SEE IF THERE ARE THINGS THAT
NEED TO BE CHANGED THERE? OR REDIRECTED? IT'S BEEN SOME
YEARS SINCE THAT WAS PUT IN PLACE.
AND THE WORLD HAS CHANGED A BIT ALL THE WAY AROUND. SO WE WANT
TO CHECK IT OUT AND TAKE THE PULSE AND DECIDE IF WE NEED TO
DO SOMETHING ABOUT THAT. SO THAT COMMITTEE WILL BE MEETING,
AS I SAID, THIS WEEK. THEN FOLLOWED UP BY TWO
CONFERENCE OR TELECONFERENCES THAT WILL HAPPEN BEFORE THE END
OF THE YEAR. SO THAT WE CAN COME BACK, PROBABLY BY JANUARY
AND GIVE YOU THE RECOMMENDATIONS SPECIFICALLY
THAT COME FROM THAT PROFESSIONAL DEVELOPMENT
