18:21:49:27 18:30:10:21 >>> Coming up next on "Arizona
18:30:11:24 Horizon," hear about a bond 18:30:14:03 measure that would provide
18:30:15:03 nearly $1 billion to Maricopa 18:30:17:09 County's health care system.
18:30:18:24 Learn about a tax scam that la 18:30:23:06 bilked victims out of millions
18:30:25:00 of dollars. 18:30:26:00 And an update on southern
18:30:27:27 Arizona issues. 18:30:28:18 All next on "Arizona Horizon."
18:30:30:12 >> "Arizona Horizon" is made 18:30:31:27 possible by contributions from
18:30:33:09 the friends of 8, members of 18:30:34:21 your Arizona PBS station.
18:30:36:12 Thank you. 18:30:39:00 >>> Good evening, welcome to
18:30:40:15 "Arizona Horizon." 18:30:41:00 I'm Ted Simons.
18:30:42:15 Proposition 480 on the ball 18:30:45:03 ballot in Maricopa County this
18:30:47:15 November providing $935 million 18:30:49:21 for a new, expanded County
18:30:52:00 hospital system. 18:30:52:27 Here to talk about it is
18:30:54:03 Dr. Kevin foster, medical 18:30:56:18 director of the Arizona burn
18:30:58:03 center. 18:30:58:15 Thanks for joining us.
18:31:01:03 >> Thank you. 18:31:02:03 >> What does prop 480 call for?
18:31:04:24 >> It calls for a new hospital. 18:31:07:09 Our hospital system right now
is 18:31:10:00 comprised of a number of things
18:31:11:24 including a hospital that is 40 18:31:13:09 years old, antiquated and
18:31:15:27 obsolete, however what prop 480 18:31:18:18 really calls foregoes beyond the
18:31:20:15 hospital. 18:31:20:27 That's maintenance and
18:31:21:27 advancement of programs that are 18:31:23:09 critical to medical care in
18:31:26:18 Maricopa County. 18:31:27:21 That includes our level 1 trauma
18:31:29:18 center, the Arizona burn center, 18:31:32:00 behavioral health and physician
18:31:34:15 training. 18:31:35:03 >> we got 571 million for
18:31:37:12 upgrade to the County hospital, 18:31:38:24 couple hundred million to build
18:31:40:27 a behavioral health facility, 18:31:43:15 138 some odd million to
18:31:46:15 renovate. 18:31:47:00 Why are the changes needed now?
18:31:49:00 >> They are needed because they 18:31:50:03 have been needed for a long
18:31:51:12 time. 18:31:51:24 We have been operating on a
18:31:53:12 shoestring budget for a very 18:31:56:00 long time and operating in
18:31:57:21 facilities that are old and 18:31:59:09 antiquated.
18:32:00:12 The time is now for this. 18:32:02:15 We have the second largest burn
18:32:05:00 center in the United States. 18:32:06:15 We have a very large behavioral
18:32:08:12 health program, and we have a 18:32:10:15 level one trauma center that is
18:32:12:12 second to none. 18:32:13:06 We really want to advance these
18:32:14:24 programs. 18:32:15:06 >> we should mention there's no
18:32:17:00 organized opposition to prop 18:32:18:27 480.
18:32:20:15 The other side so far has not 18:32:22:06 organized in opposition there
18:32:23:21 are some questions, though, 18:32:25:00 among the more philosophical
18:32:27:03 questions, the future of medical 18:32:28:15 care.
18:32:29:00 Some are suggesting the future 18:32:30:15 is steering patients away from
18:32:33:03 hospitals and does that this may 18:32:36:18 not be needed.
18:32:37:21 >> I think that's true. 18:32:38:21 Trying to take care of patients
18:32:40:12 as outpatients and avoiding long 18:32:42:09 stays in hospitals is beneficial
18:32:45:09 on a number of levels. 18:32:47:06 That's something we try to do,
18:32:48:18 however, there are some types of
18:32:50:12 care that just have to be done 18:32:52:03 in fasts and hospital systems.
18:32:55:06 Certainly taking care of trauma 18:32:57:00 patients, taking care of burn
18:32:58:15 patients, and trying to take 18:33:00:09 care of people with severe
18:33:02:00 mental illness really require 18:33:05:03 facilities in which to do that.
18:33:06:27 >> There are some private 18:33:08:24 hospitals expressing concern but
18:33:10:21 compare what the County does to 18:33:13:12 so many private hospitals around
18:33:15:09 the valley. 18:33:16:12 >> Most private hospitals
18:33:17:24 provide outstanding care but 18:33:19:06 they also have business plans.
18:33:20:15 What we have is patient care 18:33:22:21 plans.
18:33:23:03 Our critical mission, the focus 18:33:25:09 of care at Maricopa, is to take
18:33:27:18 care of the patients. 18:33:28:18 We tend to take care of patients
18:33:30:09 that have for place else to go. 18:33:31:27 That's our mission and we want
18:33:33:06 to continue that mission. 18:33:34:12 >> and that includes folks level
18:33:36:21 1 trauma, obviously. 18:33:38:12 >> Level one trauma.
18:33:40:00 >> Your burn center. 18:33:41:09 That's a little bit different
18:33:43:00 than private hospitals can 18:33:44:06 handle?
18:33:44:18 >> it's a little bit different 18:33:46:09 than private hospitals can
18:33:48:09 handle because it's 18:33:49:21 regionalized.
18:33:50:24 It requires tremendous 18:33:51:27 mobilization of resources,
18:33:54:03 personnel, materials to take 18:33:56:00 care of a burn patient that's
18:33:57:15 going to be in the hospital 18:33:58:15 three to four months.
18:34:00:18 That's what we do. 18:34:02:12 >> Same kind of situation with
18:34:04:00 *** patients I would imagine. 18:34:05:21 >> that's true.
18:34:06:12 We have a large *** program. 18:34:08:06 >> So as far as the private
18:34:10:18 hospitals, I know that Brazos 18:34:12:12 and banner and Scottsdale
18:34:14:06 Lincoln have said why don't we 18:34:16:06 work some kind of public private
18:34:18:09 partnership. 18:34:18:21 We have extra available beds.
18:34:21:00 Maybe you could work something 18:34:22:18 there.
18:34:23:06 >> Well, it's possible. 18:34:25:00 However, as I have said before,
18:34:26:21 our focus is on taking care of 18:34:28:15 the patients and we're not as
18:34:29:27 concerned with the bottom line. 18:34:32:03 The bottom dollar.
18:34:34:00 The other thing is that the 18:34:34:27 number of beds that would be
18:34:36:21 required to do what we do is 18:34:38:15 astronomical.
18:34:39:18 The health system as it 18:34:41:15 currently exists in Arizona does
18:34:43:09 not have that capacity. 18:34:45:00 We take care of 20,000
18:34:46:12 inpatients, 20,000 outpatients. 18:34:48:18 That's a lot of people.
18:34:49:24 >> when people think of a County 18:34:52:06 hospital and they think it's
18:34:53:12 there and it's always been there 18:34:55:00 and always going to be there,
18:34:56:06 but I talked about the 18:34:57:27 difference between you and
18:34:58:27 private hospitals. 18:34:59:24 Again, what separates the County
18:35:03:00 hospital, the County health care 18:35:04:15 system, and why does it need an
18:35:06:15 infusion of $1 billion? 18:35:08:24 >> What makes County hospitals
18:35:10:00 unique is who don't have any 18:35:16:18 place else to go.
18:35:17:24 Patients who don't have funding 18:35:19:03 or who are under-funded.
18:35:21:06 Every major city, every large 18:35:22:24 County in the United States has
18:35:24:00 some sort of safety net 18:35:25:06 hospital.
18:35:25:18 Maricopa is the safety net 18:35:27:18 hospital for Arizona and for
18:35:29:18 Maricopa County. 18:35:31:09 Our mission is to care for
18:35:32:21 patients that really don't have 18:35:34:21 any other place to go.
18:35:36:12 >> When you mentioned the other 18:35:38:03 hospitals, private hospitals
18:35:39:18 have a business plan, obviously 18:35:41:12 profit is the major motive
18:35:42:21 there, should there be more of a
18:35:44:27 business plan when it comes to 18:35:46:15 County system?
18:35:47:27 >> We're certainly responsible 18:35:49:15 to the good citizens of Maricopa
18:35:51:00 County and we try to provide 18:35:53:15 responsible medical care, but
as 18:35:54:27 I said, at some point in time
18:35:56:18 you have to take care of the 18:35:58:18 patient.
18:35:59:00 That's our focus. 18:36:00:03 >> so when people say this is
an 18:36:02:12 interesting measure we would
18:36:04:00 like to support it, see more 18:36:05:18 transparency, find out more
18:36:07:09 where the money is going, is 18:36:08:24 that a valid concern?
18:36:10:15 >> Absolutely. 18:36:11:27 I think this process up to now
18:36:13:12 and moving forward has been and 18:36:14:24 will be completely transparent.
18:36:16:24 We are a public government 18:36:18:15 hospital, and we are beholden
to 18:36:20:15 the citizens of Maricopa County
18:36:22:18 and we want this to be as 18:36:24:15 transparent as possible.
18:36:25:24 >> The Goldwater Institute is 18:36:27:06 against this saying it could
18:36:28:15 mean $1.4 billion in property 18:36:31:09 tax increases as such.
18:36:34:00 Do you think -- check that. 18:36:37:00 Explain why it's worth it for
18:36:38:27 the citizens of Maricopa County 18:36:40:15 to get this done.
18:36:41:21 >> Right now Maricopa County 18:36:44:12 hospital and MIHS system offers
18:36:48:18 critical care that is not 18:36:50:24 offered any place else.
18:36:52:06 We already talked about the burn 18:36:53:18 center, the trauma center, and
18:36:55:09 behavioral health. 18:36:56:21 In addition we train doctors for
18:36:58:21 Arizona. 18:36:59:12 We train 400 doctors every year
18:37:01:27 and the doctors that graduate 18:37:03:09 from our programs stay in
18:37:04:27 Arizona. 18:37:05:15 Three-quarters of them, 75%,
18:37:07:15 stay in Arizona. 18:37:08:06 There's already a physician
18:37:10:21 short ager in Arizona, it's only 18:37:12:15 going to get worse with time and
18:37:14:03 we're doing our best to help 18:37:15:21 with.
18:37:16:06 That. 18:37:16:12 >> Now, --
18:37:18:00 >> The amount of money we're 18:37:20:06 asking for is not very much,
18:37:21:24 $1300 per 100,000 of property 18:37:25:15 tax.
18:37:25:21 That is money that we haven't 18:37:27:09 asked for for a long, long time.
18:37:29:21 >> Are you surprised there's no 18:37:31:06 organized opposition?
18:37:32:24 >> I'm not. 18:37:33:15 >> You're not surprised.
18:37:34:18 >> No. 18:37:35:06 >> Because those in the know
18:37:36:06 think this is really needed. 18:37:37:18 >> Absolutely G. to have you.
18:37:39:18 Thanks for joining us. 18:37:40:24 >> Thank you, sir.
18:38:26:24 18:38:46:15 >>> ICE held a press conference
18:38:48:00 in Phoenix today to warn the 18:38:49:15 public about a tax scam that's
18:38:51:03 already hit 1100 victims to the 18:38:53:09 tune of $5 million.
18:38:55:03 Bill Brunson of the ICE is here 18:38:57:00 with more on alarmingly
18:38:59:06 successful phone scam. 18:39:01:06 Good to see you again.
18:39:02:18 >> Ted, thank you for having the 18:39:04:06 ICE on.
18:39:05:18 >> Go ahead. 18:39:06:09 >> I was going to update that
18:39:07:18 number. 18:39:08:09 It's 1200.
18:39:09:21 The dollar amount of those 18:39:10:24 individuals being bilked out is
18:39:13:03 5 million. 18:39:14:00 Here in Arizona we have seen 25
18:39:16:09 identified victims, about 250 18:39:19:24 calls have come in on this.
18:39:21:12 They have taken these 25 people 18:39:23:12 for $80,000.
18:39:30:15 It's a terrible item that 18:39:31:27 continues to happen and we want
18:39:33:06 folks not to fall for it. 18:39:35:18 >> describe the scam.
18:39:36:15 >> I call you and I say, Ted, I
18:39:38:24 work for the IRS, I really 18:39:40:09 don't, that you owe taxes
18:39:42:00 appeared you may or may not, and 18:39:44:03 if you don't pay them
18:39:45:21 immediately by prepaid debit 18:39:48:03 card or wire transfer and get
18:39:50:21 that money to me I'm going to 18:39:52:06 throw you in jail or deport you
18:39:54:09 or take away your driver's 18:39:56:00 license or something else along
18:39:57:27 those lines. 18:39:58:18 These callers are very
18:39:59:21 aggression up. 18:40:00:18 They are individuals that know
18:40:04:09 how to use an old tool, the 18:40:06:06 telephone, but they spoof the
18:40:08:15 caller I.D. so it comes across 18:40:10:09 as if you're calling from the
18:40:11:21 Internal Revenue Service. 18:40:13:06 >> Interesting.
18:40:13:18 >> They may threaten you at a 18:40:15:09 later time saying they are from
18:40:18:12 the motor vehicle division and 18:40:20:06 that caller I.D. will show motor
18:40:22:00 vehicle division. 18:40:23:06 The key factor here is that if
18:40:25:12 you owe money the internal Rove 18:40:27:06 knew service will send you a
18:40:28:21 notice in the mail. 18:40:29:18 You'll get a formal building.
18:40:31:03 You won't get an unsolicited 18:40:32:24 phone call saying you owe X, pay
18:40:36:12 now. 18:40:36:27 >> I want to go through this
18:40:38:03 step by step. 18:40:39:03 First you're told you owe taxes.
18:40:41:15 Will the ICE ever call you like 18:40:44:00 this to tell you you owe taxes?
18:40:46:06 >> Not in this manner. 18:40:47:12 If we do say give you a call
18:40:49:12 it's going to be on something 18:40:50:18 you already are aware of and
18:40:52:24 have had dealings with the 18:40:54:09 Internal Revenue Service.
18:40:55:12 You may be getting a revenue 18:40:57:00 officer calling you about a
18:40:58:15 specific item that they need 18:41:00:06 clarification on or say an
18:41:02:06 additional document if you have 18:41:03:12 an audit going, but it's not
18:41:05:15 where you owe X, and you need to
18:41:08:12 pay with prepaid debit cards. 18:41:11:09 We give you an option of payment
18:41:13:00 plans there are process in place 18:41:14:09 already.
18:41:14:27 >> they are told they must be 18:41:17:00 paid, this tax must be paid
18:41:19:00 immediately. 18:41:19:21 The ICE emphasize immediate
18:41:22:06 payment? 18:41:22:24 >> No.
18:41:24:06 As a matter of fact you as a 18:41:25:00 taxpayer have certain rights.
18:41:26:27 You can refute any sort of bill 18:41:29:06 that we have sent to you but
18:41:31:15 you're going to have to prove as
18:41:33:03 to why you're correct. 18:41:34:06 You can even go to tax court.
18:41:35:27 Where these folks are not going 18:41:37:09 to give you that opportunity.
18:41:39:03 They demand money now. 18:41:41:15 >> That should are proof it's
18:41:42:24 not the IRS. 18:41:43:18 >> It's an indicator, that, yes.
18:41:46:06 >> the business of the debit 18:41:47:21 cards and wire transfers, does
18:41:49:27 the ICE ever use prepaid debit 18:41:52:15 cards as way to pay back taxes?
18:41:54:21 18:41:55:09 >> No.
18:41:55:21 We do have a direct debit where 18:41:57:15 you provide to us certain
18:41:59:21 factors such as your account 18:42:01:15 number and a routing identifier,
18:42:03:27 but that's something that you 18:42:05:21 initiate and you've done that
18:42:08:00 willingly over a period of time 18:42:09:24 once you find out your options
18:42:11:09 for payment. 18:42:12:21 >> Does the ICE ever ask for pin
18:42:15:06 numbers over the phone? 18:42:16:18 >> No.
18:42:16:27 We will never ask for any sort 18:42:18:12 of password, no.
18:42:22:21 If we get a call like that, 18:42:24:24 please, hang up.
18:42:25:27 Don't engage. 18:42:27:09 Don't provide them with any
18:42:28:21 personal or financial 18:42:29:15 information because not only
18:42:31:03 then you could be subject to, 18:42:32:18 say, identity theft, which then
18:42:34:09 could lead to, say, tax fraud 18:42:36:03 for them filing a tax return in
18:42:37:24 your name. 18:42:38:21 >> so besides hanging up what
do 18:42:41:00 you do if you're contacted by
18:42:42:12 one of these folks? 18:42:43:24 >> Contact the treasury
18:42:44:21 inspector general for tax 18:42:46:03 administration.
18:42:47:00 These are the folks that are in 18:42:49:18 charge or looking at this very
18:42:51:09 closely. 18:42:52:21 They will take that information
18:42:55:06 and use it and say shut down 18:42:59:03 these individuals and catching
18:43:00:15 them and putting them in jail. 18:43:02:09 Contact the treasurer inspector
18:43:04:21 general for tax administration. 18:43:06:06 >> that sounds foreboding.
18:43:08:15 >> go to ICE.gov. 18:43:10:15 It's available there.
18:43:12:06 Treasury inspector general has 18:43:14:03 their own website and a toll
18:43:16:03 free 800 number. 18:43:17:06 If you go to their website you
18:43:18:24 can provide the information in 18:43:20:06 the form of, say, a
18:43:22:03 questionnaire that they have, or
18:43:24:12 you can call them and leave a 18:43:26:00 message.
18:43:26:12 >> how do you know it's the IRS 18:43:28:27 when the IRS really wants to
18:43:30:18 contact you? 18:43:32:03 >> We're going to come across
as 18:43:34:12 an authentic agency.
18:43:36:12 We won't say call you 18:43:39:15 unsuspectedly.
18:43:41:09 We would send notification up 18:43:43:12 front first.
18:43:44:09 From there you would then say 18:43:46:15 call a number on that particular
18:43:48:09 form. 18:43:48:27 You can always come into one of
18:43:50:15 our offices and ask about a 18:43:51:27 particular individual, and if
18:43:54:09 you feel somebody isn't from the 18:43:56:21 IRS, don't engage with them.
18:43:58:24 You can call your local police 18:44:00:15 department.
18:44:00:27 Wee with be ahead to identify 18:44:02:21 who we are to you from there.
18:44:04:15 >> It sounds like the IRS is 18:44:05:24 looking for a dialogue as
18:44:07:12 opposed to these folks, which is
18:44:09:09 immediate satisfaction. 18:44:10:15 >> exactly.
18:44:11:00 Exactly. 18:44:12:18 >> As far as scams are
18:44:13:18 concerned, this among the more 18:44:16:03 sophisticated out there?
18:44:17:18 >> It may not be the most 18:44:19:03 sophisticated but it is working,
18:44:21:00 which is bad, and it's very 18:44:22:27 pervasive.
18:44:23:24 It seems like it's not going 18:44:25:06 away.
18:44:26:12 >> And we're talking phone calls 18:44:27:24 here.
18:44:28:06 What about emails and that kind 18:44:29:21 of contact?
18:44:30:21 >> If you get an unsolicited 18:44:32:06 email asking for personal
18:44:34:09 financial information that's bad 18:44:35:21 news in itself.
18:44:37:06 Anything comes in unsolicited, 18:44:39:03 across the phone or in your
18:44:41:00 inbox, be wary and don't engage. 18:44:45:15 If you feel that it is the IRS,
18:44:49:00 wait a couple of days and then 18:44:50:27 call us on our toll free line
or 18:44:53:03 stop by one of our offices and
18:44:54:15 we would be happy to go over 18:44:56:00 your account and explain if
18:44:58:06 there's anything going on or you 18:45:00:15 do owe.
18:45:01:12 >> good information. 18:45:02:12 Hope folks are paying attention
18:45:03:27 and realize whatever they think 18:45:05:18 of the IRS they are not going
to 18:45:07:09 come after you saying do it now,
18:45:09:03 do it now, by the way, no 18:45:11:09 contact with us prior.
18:45:12:12 >> we don't work that way. 18:45:13:21 >> good to see you again.
18:45:15:03 >> Ted, thank you. 18:45:19:06
18:46:25:09 >>> Each month we look at issues 18:46:26:24 affecting the southside of our
18:46:28:21 state in our series southern 18:46:30:03 exposure.
18:46:31:03 Here now is Jim Nintzel, senior 18:46:33:21 writer for the Tucson weekly.
18:46:35:09 Welcome back. 18:46:36:03 >> always a pleasure.
18:46:37:15 >> good to Larry. 18:46:38:09 We like having you here.
18:46:39:18 Let's start with having you here 18:46:41:00 talking about congressional
18:46:42:12 district 2, barber versus 18:46:45:24 McSally.
18:46:46:21 How is it shaping up? 18:46:48:24 >> Big rematch in congressional
18:46:50:12 district 2. 18:46:51:03 Ron Barber and Martha McSally
18:46:54:00 went at it in 2012, one of the 18:46:57:00 closest races in the country,
18:46:58:15 she lost by only about 2500 18:47:00:09 votes.
18:47:00:21 Has been very aggressive in 18:47:03:06 getting her campaign off the
18:47:04:15 ground for this year, easily won 18:47:06:18 with about 70% of the vote in
18:47:08:12 the Republican primary last 18:47:09:27 week.
18:47:12:03 It's going to be one of the 18:47:13:06 closest watched races in the
18:47:14:24 country I think. 18:47:15:18 You've got a district that is
18:47:17:12 split one-third Democrat, 18:47:19:00 one-third Republican, one-third
18:47:20:21 independent. 18:47:21:09 I think you'll see both trying
18:47:23:12 to grab that middle ground and 18:47:25:03 try to show that they are the
18:47:27:00 ones who are going to work 18:47:28:21 across the aisle and try to
18:47:31:03 build bipartisan solutions to 18:47:33:12 the challenges facing the
18:47:34:21 country. 18:47:35:03 >> The shadow of Gabrielle
18:47:36:24 Giffords. 18:47:37:15 How much is that still a factor
18:47:39:21 in that race? 18:47:40:27 >> It depends who you talk to.
18:47:42:21 I think what you call the 18:47:46:15 persuadable voters down there,
18:47:48:12 the ones you really have to win 18:47:49:24 over, I don't think the
18:47:52:15 Gabrielle Giffords factor has a
18:47:54:03 lot to do with winning those 18:47:56:18 voters over.
18:47:58:03 Talking with the barber campaign 18:48:00:09 they said that when they have
18:48:02:06 den polling that's not a big 18:48:04:00 factor although you will see
18:48:06:03 Gabby have a presence in the 18:48:08:00 race, I understand her group,
18:48:09:15 the Americans for responsible 18:48:10:18 solutions, is going to be going
18:48:12:21 up with ads if they haven't 18:48:15:00 already in that district in
18:48:16:09 support of Ron Barber. 18:48:17:27 >> congressional district 1,
18:48:20:06 that massive district, half the 18:48:22:24 state it seems, it's set now
18:48:25:12 Tobin versus Kirkpatrick. 18:48:27:18 Thoughts.
18:48:28:12 >> very difficult race for Andy 18:48:30:06 Tobin.
18:48:30:27 They have been counting votes 18:48:32:06 all since election day.
18:48:33:15 They finally his opponent Gary 18:48:36:09 Keanny conceded in that
18:48:37:21 Republican primary. 18:48:39:03 I think Andy Tobin comes out of
18:48:41:12 that race without a lot of 18:48:42:27 money.
18:48:43:15 He had about 80 grand and Ann 18:48:46:15 Kirkpatrick about 1.3 million
as 18:48:49:15 of early August in that
18:48:51:06 campaign. 18:48:51:27 She definitely has a big
18:48:53:12 advantage there. 18:48:54:03 But you'll see both the
18:48:56:06 democratic congressional 18:48:57:06 campaign committee and the
18:48:58:21 Republican national Republican 18:49:01:27 congressional committee coming
18:49:02:27 in. 18:49:03:09 Already up on the air with ads
18:49:05:21 attacking both those candidates. 18:49:08:06 So I think we'll see a lot of
18:49:09:27 mud slinging. 18:49:10:21 A lot of attacks on
18:49:15:06 Kirkpatrick's side saying she 18:49:18:12 supports Obamacare, voted to
18:49:20:12 raise the debt limit, things of 18:49:22:03 that nature, linking her to
18:49:24:12 Nancy Pelosi. 18:49:24:24 On the other side Tobin faces
18:49:26:24 attack ads about his cuts to 18:49:28:18 education when he was speaker
of 18:49:31:09 the House of Representatives
18:49:32:24 here in Arizona. 18:49:33:18 So I think Kirkpatrick probably
18:49:36:09 has the advantage there. 18:49:37:09 It's a slightly democratic
18:49:38:27 district. 18:49:40:06 She certainly has the financial
18:49:42:06 advantage. 18:49:42:27 >> statewide races, Democrats
-- 18:49:45:12 common sense says Democrats have
18:49:47:06 to win big in Tucson. 18:49:49:00 How much stumping are we
18:49:50:12 expecting from some of the 18:49:51:21 statewide candidates?
18:49:52:27 >> I think a lot of them down 18:49:54:06 there.
18:49:54:15 With have already seen Fred 18:49:56:09 Duval opening up a Fred
18:49:58:03 quarters. 18:49:58:18 Had a full house down there.
18:50:00:27 It's interesting to see his 18:50:02:00 message is all about education
18:50:04:06 and he's got grant woods, the 18:50:06:27 former Republican Attorney
18:50:07:24 General, chairing his campaign, 18:50:11:27 so a lot of crossover effort to
18:50:15:12 reach out to Republicans and 18:50:17:00 independents on the part of Fred
18:50:19:00 Duval. 18:50:21:09 The Ducey campaign was down
18:50:23:09 there also. 18:50:24:21 >> Before we leave politics, the
18:50:26:09 leanings in southern Arizona, 18:50:28:00 Cochise County, Pima County,
18:50:29:24 Yuma, Santa Cruz County. 18:50:33:06 We think of Tucson as democratic
18:50:35:15 as somewhat liberal. 18:50:36:27 What about the others?
18:50:38:12 >> Santa Cruz County very 18:50:39:09 democratic County.
18:50:41:18 That's the one where you'll find 18:50:43:06 Nogales and Cochise County tends
18:50:46:09 to lean a little more 18:50:47:12 Republican.
18:50:48:27 Yuma County tends to lean 18:50:50:21 Democrat although it's
18:50:52:15 relatively close. 18:50:53:24 I would say the southern part
of 18:50:55:06 the state leans more democratic
18:50:56:24 but there are certainly 18:50:57:27 Republican strongholds within
18:50:59:27 that area. 18:51:01:03 >> We have seen representation
18:51:02:09 as such in the legislature from 18:51:04:00 some of the Sierra Vista, Oro
18:51:06:00 valley, those places. 18:51:07:12 >> Exactly.
18:51:07:24 >> who is Charles Bo den? 18:51:10:09 >> Charles Boden, well known
18:51:12:24 author, wrote a lot about the 18:51:14:00 southwest.
18:51:14:18 I first encountered his work as 18:51:16:12 a paper boy at the Tucson
18:51:18:06 citizen folding the papers and 18:51:19:27 seeing his by line in that now
18:51:21:21 defunct newspaper. 18:51:24:00 He formed a magazine in Tucson
18:51:27:03 then went on to write books 18:51:29:09 starting out books about nature
18:51:31:00 but very hard boiled sort of 18:51:32:21 approach to writing about
18:51:33:21 nature. 18:51:34:12 More recently writing about the
18:51:36:03 drug war, killings in Juarez and 18:51:40:18 that sort of topic.
18:51:42:03 Pass ad way just over the 18:51:43:18 weekend down in Las cruise is,
18:51:47:09 New Mexico, where he had 18:51:48:21 recently relocated.
18:51:50:24 >> you described him as 18:51:52:09 environmental Noir.
18:51:54:12 Hard boiled, yes. 18:51:55:15 Like the old school journalist.
18:51:57:15 >> certainly was. 18:51:58:15 A guy who really got the story,
18:52:01:06 the details of the story, the 18:52:02:15 people behind the story.
18:52:04:06 It was not nature writing as 18:52:07:15 sort of pleasant sort of happy
18:52:10:21 trees and things like that. 18:52:11:21 It was a much more dark approach
18:52:14:18 about mankind's impact on nature 18:52:18:15 and how brutal nature could be.
18:52:22:21 Tooth and claw. 18:52:24:06 >> same as hunter S. Thompson,
18:52:28:18 Edward Abbey. 18:52:29:24 >> Exactly.
18:52:30:09 He worked with hunter Thompson 18:52:32:06 on books at some point and was
a 18:52:34:06 friend of Edward Abbey as well.
18:52:36:09 Certainly will be much missed in
18:52:37:27 southern Arizona. 18:52:39:15 We're going to have a big
18:52:40:24 tribute issue in the tribune 18:52:43:09 next week from folks who want
to 18:52:45:09 write and say goodbye to him.
18:52:47:00 >> Linda Ronstadt apparently 18:52:49:06 can't stop talking -- can't stop
18:52:51:27 being asked about why she left 18:52:53:24 Tucson to live in San Francisco.
18:52:55:21 She just goes after that town 18:52:57:12 like crazy.
18:52:58:09 What's going on? 18:52:59:09 >> You know, I don't know why
18:53:00:27 journalists keep bringing this 18:53:02:09 up.
18:53:02:27 Linda does not pass up 18:53:04:21 opportunities to bad mouth her
18:53:05:24 hometown. 18:53:06:27 She has -- it's changed a lot
18:53:09:18 since Linda was at Tucson high 18:53:11:21 and running away to California
18:53:13:03 to launch her rock 'n' roll 18:53:14:24 career.
18:53:15:03 We're still very proud of Linda 18:53:16:18 Ronstadt as a hometown rock 'n'
18:53:18:15 roll star. 18:53:19:18 We don't have many celebrities
18:53:21:00 in Tucson, Arizona, but I don't 18:53:23:00 think she shares those feelings.
18:53:25:27 She's off in San Francisco now. 18:53:27:09 Doesn't seem to -- it has
18:53:29:15 changed a lot. 18:53:30:24 >> she called the downtown
18:53:31:27 architecture the new 18:53:33:09 architecture similar to
18:53:35:06 Stalinist Russia. 18:53:36:21 Is she the only one who feels
18:53:38:09 that way? 18:53:39:03 >> There may be others.
18:53:40:12 That's a fairly harsh assessment 18:53:42:15 of what it looks like these
18:53:43:24 days. 18:53:44:09 Downtown Tucson is on a great
18:53:46:27 rebounded. 18:53:47:18 I have a lot of fun.
18:53:48:21 I'm looking forward to the hotel 18:53:52:03 Congress this evening.
18:53:53:15 I think that's an OVERLY harsh 18:53:55:15 assessment.
18:53:56:18 >> She mentioned car culture 18:53:58:00 similar to living in Los
18:53:58:27 Angeles. 18:54:00:00 She knees to come to Phoenix and
18:54:02:03 see what we go through here. 18:54:03:15 The traffic in Tucson, is it
18:54:05:18 getting more miserable? 18:54:06:27 >> It is not.
18:54:07:24 You know, when I was driving up 18:54:10:06 here and seeing what was going
18:54:11:27 on on the interstate in a 18:54:14:15 southerly direction, we have
18:54:15:27 nothing like that happening in 18:54:17:21 Tucson.
18:54:18:12 We just got our streetcar, 18:54:20:24 people are riding it left and
18:54:22:03 right. 18:54:23:00 >> do people in Phoenix, you
18:54:25:09 have folks who don't care 18:54:27:00 because they haven't been here
18:54:28:09 long enough, old timers 18:54:29:18 lamenting the loss of downtown
18:54:31:21 as a focus, seeing a 18:54:33:09 renaissance.
18:54:34:03 Are there wistful folks Tucson 18:54:36:18 isn't what it used to be, I wish
18:54:38:15 it were more like X, as opposed 18:54:41:06 to Y.
18:54:41:27 >> of course there are. 18:54:42:24 People will always lament the
18:54:44:24 lack of old fashioned 18:54:46:03 barbershops and soda fountains
18:54:48:09 in downtown Tucson but it's 18:54:50:15 bouncing back in a way that we
18:54:52:09 haven't seen in decades in 18:54:53:18 Tucson.
18:54:54:06 It's more lively than I have 18:54:55:24 seen did in my lifetime.
18:54:57:06 A lot of new restaurants, clubs 18:54:58:21 opening up for live music.
18:55:00:18 The modern streetcars now 18:55:01:24 running, which is bringing a lot
18:55:03:21 of people who are -- that thing 18:55:05:18 is jammed on weekend.
18:55:07:27 People are squeezing in every 18:55:09:15 single spot they can on that
18:55:13:06 there are some really great 18:55:14:15 things going on.
18:55:16:00 >> Enjoy the show TONIGHT. 18:55:17:24 >> I certainly will.
18:55:18:15 Thank you for having me on. 18:55:20:03 >> sounds good.
