143 percent in New York. Between 2005 and 2011 the state handed out more than
30,000 tickets
to texting drivers last year alone 13WHAM's Adam Chodak
has the details on how this device will work.

parents then download an app onto their child's phone
Kumar>>Once the device detects
that the car is in motion, it
communicates using Bluetooth with the app on the device to disable texting.
Reporter>> That's not all. The device monitors their driving.
Kumar>> Whether they are speeding, what are their
braking habits, and what location they are in.
That they are in a location that they are supposed to be in or not.
Reporter>> Wednesday New York State approved eSurances program that hands out
the device to parents enrolled in
eSurance Drive Safe. Some teenagers taking a class at Morgan School of Driving
thought the device might be too intrusive
Student>> Yeah. It could be beneficial but at the same time... it couldn't be that good.
Reporter>> To Hartman, the father of
the 16-year-old driver, the device at the very least will
allay some fears. And at the most will save a life.
Father>> I would recommended it. I would be 100 percent behind that type of technology
Kids are doing what they shouldn't,
their friends text them when they don't know where they are. So i would certainly be behind it.
