16:47:23:27 17:29:59:27 >>> Coming up next on "Arizona
17:30:01:18 Horizon," record-breaking rain 17:30:04:00 in the Valley: We'll talk about
17:30:06:03 today's unusual weather. 17:30:07:09 Then we'll hear from a group
17:30:08:21 that is against a bond measure 17:30:10:15 to increase funding for
17:30:13:24 Maricopa's county medical 17:30:15:21 system.
17:30:16:03 And see how families are giving 17:30:18:09 back to the community.
17:30:19:06 Those stories next on "Arizona 17:30:19:21 Horizon."
17:30:23:00 >>> "Arizona Horizon" is made 17:30:24:24 possible by contributions from
17:30:25:27 the Friends of Eight, members of
17:30:27:15 your Arizona PBS station. 17:30:28:24 Thank you.
17:30:31:27 >>> Good evening and welcome to 17:30:33:15 "Arizona Horizon," I'm Richard
17:30:34:09 Ruelas in for Ted Simons. 17:30:35:24 It has never rained as much in
17:30:38:24 Phoenix as it did today. 17:30:41:12 Tropical storm Norbert dumped
17:30:42:27 more than three inches of rain 17:30:44:15 at Sky Harbor Airport, a new
17:30:45:24 all-time record. 17:30:47:00 The Governor declared a state
of 17:30:48:21 emergency.
17:30:49:06 Here to talk about our severe 17:30:50:18 weather is Randy Cerveny.
17:30:53:15 I've messed up the last name -- 17:30:57:03 Arizona State University
17:30:58:00 climatologist. 17:30:59:27 Cerveny.
17:31:01:06 >> Right. 17:31:02:00 >> I know weather, climatology,
17:31:03:24 is a very complicated complex 17:31:06:15 science so I will try to ask you
17:31:08:27 as scientifically as I can: 17:31:11:15 What happened?
17:31:12:09 >> Well, this was our attempt to
17:31:14:18 try to be like Florida, 17:31:16:09 basically.
17:31:17:00 We had all of this moisture 17:31:22:03 associated with this drying
17:31:23:21 tropical storm called Norbert, 17:31:25:12 it was a hurricane along the
17:31:26:09 Baja coast. 17:31:28:21 That moisture was pushed right
17:31:30:24 up into Arizona. 17:31:32:00 There it started to interact
17:31:33:12 with our topography, our 17:31:36:24 mountains, and got pushed up.
17:31:38:18 We had our polar system that 17:31:39:27 came through from California.
17:31:41:18 All of those things came 17:31:42:21 together to dump tons of rain
17:31:44:09 right over the Phoenix 17:31:45:27 metropolitan area.
17:31:46:18 >> The storm was forecasted to 17:31:47:27 hit a little bit Sunday.
17:31:51:15 What delayed it? 17:31:53:00 And had it hit Sunday, would we
17:31:55:06 have not seen as much rain? 17:31:57:06 >> I think it would have been
a 17:31:58:18 rain-maker no matter when it
17:32:01:24 happened. 17:32:02:03 The timing was the critical
17:32:03:27 thing. 17:32:04:15 It was simply that the moisture
17:32:05:24 was taking a little longer to 17:32:08:00 make its way up from the Baja
17:32:10:24 area into Arizona, than what we 17:32:13:24 had originally anticipated.
17:32:15:09 We had forecasted this storm 17:32:16:27 incredibly well.
17:32:17:18 The National Weather Service had 17:32:18:21 warnings about this all the way
17:32:20:06 into late last week. 17:32:21:15 People hopefully took it into
17:32:23:12 account and that saved a lot of 17:32:25:12 people I think property damage
17:32:27:21 and lives even. 17:32:29:15 >> I guess that's the question
17:32:30:15 in Arizona, we're not used to --
17:32:32:15 we're used to rain and we sort 17:32:33:27 of laugh it off, it's just going
17:32:36:06 to be blowing dust. 17:32:38:24 What made this unusual?
17:32:40:18 Even with tropical storms dying 17:32:42:09 we don't see this deluge.
17:32:44:21 >> What specifically -- you 17:32:45:15 mentioned the things that came
17:32:46:24 together to make it happen. 17:32:48:09 But was there something that
17:32:50:06 happened overnight specifically 17:32:51:06 that really triggered the rain?
17:32:54:06 >> Well, I think people get a 17:32:56:21 misinterpretation that this was
17:32:58:24 a monsoon thunderstorm. 17:33:00:27 It really wasn't.
17:33:01:27 It happened, so it'll be counted 17:33:03:18 as monsoonal moisture.
17:33:05:15 But they tend to be really 17:33:07:27 localized.
17:33:08:24 They hit New River or Levine, 17:33:11:12 they don't hit the entire metro
17:33:13:15 area. 17:33:14:03 Here we had this particular mass
17:33:15:24 of moisture causing havoc all 17:33:18:24 the way from Goodyear all the
17:33:21:18 way to Apache Junction. 17:33:23:24 The entire area was experiencing
17:33:26:09 rainfall like we really haven't 17:33:27:24 seen.
17:33:28:06 >> What made it sit over us then 17:33:30:06 all those hours?
17:33:31:15 Again, we do think about monsoon 17:33:33:15 storms or even winter rains seem
17:33:36:03 to move through fairly quickly. 17:33:38:06 >> What made this sit for hours?
17:33:40:09 >> It actually wasn't sitting, 17:33:42:09 the moisture kept being pumped
17:33:44:09 up. 17:33:45:06 Imagine that Norbert is a giant
17:33:47:12 water pump, it was just 17:33:49:03 continually feeding moisture all
17:33:50:18 the way up into Arizona. 17:33:52:15 So that moisture when it came
17:33:54:09 into Arizona was being pushed 17:33:56:03 up, proceeded to dump out the
17:33:58:09 rain, and then more moisture 17:33:59:27 behind it simply kept dumping
it 17:34:02:21 out.
17:34:03:06 It was like a continual loop 17:34:05:03 that somebody had stuck the VCR
17:34:08:15 on repeat and it kept going over 17:34:10:15 and over and over again.
17:34:12:06 >> We know this set the record. 17:34:14:18 I guess there are two things to
17:34:16:00 discuss. 17:34:16:15 We'll start with the record
17:34:18:09 rainfall. 17:34:18:21 What did it beat?
17:34:20:03 >> Well, this was the most 17:34:21:24 rainfall that we have measured
17:34:24:00 -- and we measure for the Valley 17:34:25:27 at Sky Harbor Airport -- this
is 17:34:27:18 the most rainfall measured in
a 17:34:30:00 single day since we've been
17:34:31:09 taking records, which goes back 17:34:34:03 all the way back to the turn of
17:34:35:15 this last century to the 17:34:37:12 1900s.
17:34:39:03 We had 3.29 inches of rain 17:34:42:12 occurring during that time.
17:34:43:21 Of course realize we're talking 17:34:44:18 about one day.
17:34:45:21 But most of that rain obviously 17:34:47:12 happened within a space of just
17:34:48:21 about maybe 8 to 10 hours. 17:34:51:03 This was an incredibly intense
17:34:53:03 rainfall experience. 17:34:55:15 Something that Phoenix had never
17:34:57:15 experienced before. 17:34:59:00 >> So what was the record before
17:35:00:18 that? 17:35:01:12 How far back do we have to go,
17:35:03:00 1911 I think you mentioned? 17:35:05:09 >> Yes.
17:35:05:18 An event occurred back in 1911 17:35:08:00 that was a two-day event so that
17:35:09:21 the 24-hour period was a little 17:35:12:03 more rainfall than what we had.
17:35:14:03 They were up into the four 17:35:15:06 inches of rain.
17:35:16:12 >> A two-day event meaning 17:35:19:00 overnight --
17:35:20:00 >> It started in the evening of 17:35:21:15 one day and finished the evening
17:35:23:12 the next day. 17:35:24:27 >> Sort of like how we were
17:35:26:03 expecting this to go, but it 17:35:27:18 started early in the morning
17:35:28:27 today. 17:35:29:12 >> All the rain we have that
17:35:30:21 you're hearing on the news today 17:35:32:09 was a calendar day.
17:35:34:00 It's rain that simply happened 17:35:35:15 on this Monday.
17:35:36:12 >> But 1911 was a day that was 17:35:38:15 overnight to the next day, and
17:35:40:15 it had more rain than this. 17:35:42:15 >> Right.
17:35:43:03 >> We're actually digging in 17:35:44:09 because we haven't had a reason
17:35:45:24 to do this -- we're digging into 17:35:47:21 the old records to try to find
17:35:50:00 out exactly what happened during 17:35:51:21 that time.
17:35:52:21 I'm anticipating it was 17:35:54:09 something similar to this one,
a 17:35:56:00 dying tropical storm that came
17:35:58:12 up the Gulf of California and 17:36:00:12 started to dump rain.
17:36:02:03 We're still trying to figure 17:36:03:09 that out.
17:36:04:03 >> Some of the old -- recent 17:36:07:06 saws with Phoenix are the rains
17:36:09:18 never come, they pass us by, 17:36:12:00 there's a big bubble over our
17:36:13:24 city. 17:36:14:12 This seems to bely that, or is
17:36:17:03 this the exception that proves 17:36:20:09 of rule?
17:36:21:06 >> I think this was just finally 17:36:22:27 the luck of the draw that we
17:36:24:12 ended up getting this kind of 17:36:25:24 rain.
17:36:26:03 We have had the moisture from 17:36:27:21 tropical storms move into the
17:36:28:21 state before. 17:36:29:15 People might remember back in
17:36:32:00 1997 there was moisture from an 17:36:34:12 old hurricane called Nora, that
17:36:37:03 was anticipated to come in and 17:36:38:15 hit Phoenix but it never did.
17:36:40:06 It did hit Yuma and Western 17:36:43:06 Arizona and dumped five inches
17:36:44:15 of rain in the course of a day 17:36:47:00 in that part, but it didn't come
17:36:49:03 into Phoenix. 17:36:50:00 Phoenix today was the big winner
17:36:52:24 in terms of rainfall. 17:36:54:27 >> With the tropical storms
17:36:56:06 coming, we've seen some word 17:36:58:00 that storms are getting more
17:36:59:15 intense, more frequent. 17:37:01:06 Is this going to be an event we
17:37:02:27 can predict, that when tropical 17:37:05:24 storms sta tort die and they hit
17:37:07:24 Phoenix we might see events like 17:37:09:27 this?
17:37:10:12 Or is it unpredictable? 17:37:12:06 >> Actually for our drought
17:37:14:12 situation this rainfall isn't 17:37:15:21 going to help.
17:37:16:24 But it does tell us that we're 17:37:18:09 going to have some interesting
17:37:19:18 things. 17:37:20:03 This particular summer we've had
17:37:21:15 a whole bunch of hurricanes out 17:37:24:03 on the coast of Mexico, the west
17:37:26:15 coast of Mexico. 17:37:27:12 The Atlantic has been incredibly
17:37:29:18 calm, only three named storms in
17:37:31:21 the Atlantic so far. 17:37:33:21 And anticipating that this is
17:37:36:06 going to be an El Nino year, 17:37:39:15 this winter we will have a
17:37:41:00 warming of the Pacific Ocean, if
17:37:43:18 that's the case we will have a 17:37:45:09 bunch of winter storms to help
17:37:46:09 us bring in more moisture. 17:37:47:21 But by this winter it'll
17:37:50:03 hopefully create enough snow 17:37:51:18 that we'll have a really great
17:37:53:09 snowpack. 17:37:54:09 We're anticipating the fact that
17:37:56:09 we had this storm come through 17:37:57:27 is going to lead to a better
17:38:00:00 winter than what we might 17:38:02:12 otherwise never have.
17:38:03:27 >> Because it's summer and the 17:38:04:18 rain gets soaked up and washes
17:38:08:18 away, what is the situation in 17:38:09:27 California?
17:38:10:09 They are waiting for the 17:38:11:06 snowpack, as well?
17:38:12:24 >> Right. 17:38:13:06 This moisture made it into
17:38:14:21 California, not much of it. 17:38:16:09 They did have storms but we were
17:38:17:18 the big winners in the 17:38:19:09 southwest.
17:38:19:24 If you want to think about it, 17:38:21:09 we got that much rain.
17:38:23:06 The problem is that it all hit 17:38:25:06 so fast and hit the metropolitan
17:38:27:00 area as opposed to the water, 17:38:30:21 it's going to go down and not
17:38:32:09 really be recovered. 17:38:33:12 We need to have it occur up on
17:38:35:15 the watershed so we can hold it 17:38:37:27 back by the dams.
17:38:39:18 >> We saw the footage of the 17:38:41:06 streets flooding today.
17:38:43:00 How Arizona, how Phoenix is 17:38:45:15 equipped to handle rain like
17:38:46:18 this, because we don't get it 17:38:48:03 this often, are we ill prepared,
17:38:52:00 do you think? 17:38:53:09 >> That's a good question.
17:38:54:18 As a climatologist I can tell 17:38:57:12 you this was a really rare
17:38:58:15 event. 17:38:58:24 The kind of rainfall that we're
17:39:00:24 seeing, we seem to use this 17:39:03:03 phrase a lot this summer, but
17:39:05:03 these were thousand-year events. 17:39:08:12 They shouldn't happen with
17:39:09:21 regularity across the metro 17:39:12:00 area.
17:39:12:12 It's not what engineers designed 17:39:14:18 for.
17:39:15:03 The fact that so many pumps were 17:39:17:09 able to handle that water, not
17:39:18:27 that surprising. 17:39:20:12 Whether we should have to revise
17:39:22:09 those, we have to see if these 17:39:24:00 things are going to become more
17:39:25:06 common. 17:39:26:00 If they are, we might have to
17:39:28:21 adjust some engineering code. 17:39:32:24 >> Is that really a possibility
17:39:34:00 as we see storms become more 17:39:35:21 volatile, whether it's manmade
17:39:37:21 or not, due to climate change, 17:39:40:15 are we going to see more results
17:39:42:21 like this? 17:39:44:06 >> Well, the one thing that we
17:39:45:15 have really kind of have a 17:39:46:21 consensus on in terms of climate
17:39:49:03 change, with a warming climate 17:39:52:03 you get more rain, usually more
17:39:54:27 intense rain. 17:39:56:00 So if that's the case, it is
17:39:58:21 likely that storms will become 17:40:01:03 more frequent across the globe.
17:40:04:18 Any one particular place, kind 17:40:06:12 of hard to define that.
17:40:08:00 As a globe as a whole we should 17:40:10:00 get more rain around warming
17:40:11:24 climate. 17:40:12:06 >> You predict this winter will
17:40:13:09 be a good test case to see what 17:40:15:24 a warming Pacific Ocean does to
17:40:18:06 Arizona's -- 17:40:19:09 >> Exactly.
17:40:20:03 El Nino here in the southwest, 17:40:22:18 we really look forward to that
17:40:24:21 in terms of replenishing our 17:40:26:18 water.
17:40:27:00 We are hoping that warm Pacific 17:40:28:15 Ocean will help us draw in lots
17:40:30:21 of storms and create a very 17:40:32:27 substantial snowpack.
17:40:34:21 >> And for Arizona, we are 17:40:37:03 hoping for snowpack in the
17:40:39:24 mountains to reduce the drought. 17:40:42:09 >> And recreational skiing
17:40:45:09 places are really cheering that 17:40:46:27 we might have an El Nino winter.
17:40:50:21 >> We'll have you back, thanks 17:40:52:18 so much.
17:40:53:00 >> Thank you. 17:40:54:27
17:41:01:15 >> the Colorado River has carved 17:41:07:24 over 600 miles of canyons in
17:41:11:06 southern Utah and Northern 17:41:12:15 Arizona.
17:41:13:00 As sublime as these chasms are, 17:41:16:27 to travelers they pose a
17:41:19:06 seemingly insurmountable 17:41:22:03 problem.
17:41:22:18 Just how do you get to the other 17:41:24:18 side?
17:41:25:06 >> A highway marker on U.S. 89A 17:41:29:24 commemorates a successful effort
17:41:33:09 that for nearly 50 years did 17:41:36:00 just that.
17:41:36:27 Lee's Ferry. 17:41:38:15 John Lee came here in 1871 and
17:41:41:12 established a ferry service 17:41:42:27 across the Colorado River at the
17:41:44:21 only natural point for 600 17:41:47:21 miles.
17:41:48:09 Lee, seen here seated on his 17:41:50:03 coffin, was executed in 1877 for
17:41:52:27 his role in the mountain meadows 17:41:55:18 massacre, when 120 immigrants
17:41:58:00 heading to California were 17:41:59:15 murdered in Utah.
17:42:00:27 The ferry operated for 52 more 17:42:03:06 years, transporting thousands
of 17:42:05:06 hikers, horses, wagons and even
17:42:09:03 small automobiles across the 17:42:10:18 river.
17:42:11:00 Only the railroad and finally in
17:42:13:00 1929, the Navajo bridge, made 17:42:17:03 Lee's Ferry obsolete.
17:42:19:18 Today the original on and off 17:42:21:06 row bridge is reserved for
17:42:23:12 pedestrians while not a Navajo 17:42:25:18 bridge, built beside it in 1995,
17:42:30:24 caters to cars and trucks. 17:42:32:21 The name remains: Lee's Ferry
17:42:36:21 is now the terminus for 17:42:38:06 thousands of awestruck
17:42:41:06 sightseers rafting on the 17:42:43:21 Colorado River.
17:42:44:21 >> The Arizona Tax Research 17:42:44:27 Association says a proposition
17:42:48:06 to provide nearly $1 billion to 17:42:50:12 the Maricopa Integrated Health
17:42:51:06 System should not be approved. 17:42:54:06 The pro side of the argument
17:42:55:12 discussed proposition 480 last 17:42:58:24 week here on "Arizona Horizon."
17:43:01:00 Kevin McCarthy, President of 17:43:01:24 the Arizona Tax Research
17:43:02:06 Association is here to tell us 17:43:04:18 why Maricopa County voters
17:43:07:15 should not approve the measure. 17:43:09:00 Thanks for joining us.
17:43:09:15 >> Thank you, Richard. 17:43:10:21 >> Last week when the pro side
17:43:12:15 was on there was a discussion 17:43:13:15 that there was really no
17:43:15:15 organized opposition to it. 17:43:17:15 Are you the organized opposition
17:43:19:09 to the proposition? 17:43:21:09 >> That might have been
17:43:22:03 premature on their part to say 17:43:24:03 that.
17:43:24:12 We've organized a campaign to 17:43:25:21 try to defeat proposition 480.
17:43:28:12 I think there's widespread 17:43:31:06 opposition to that.
17:43:32:18 I doubt we will have the 17:43:34:03 financing that they have, but
we 17:43:35:24 will give it our best effort.
17:43:37:18 >> And tell us what the no 17:43:39:06 argument is.
17:43:40:15 >> You know, there's a lot of 17:43:41:21 reasons why we think this is a
17:43:43:09 particularly bad idea. 17:43:44:15 I think the top one is that this
17:43:47:03 is an extraordinarily large tax 17:43:50:12 increase that the Maricopa
17:43:51:15 Integrated Health System is 17:43:54:21 asking for.
17:43:55:12 Quite frankly, it's coming from 17:43:57:06 an entity we think ought to be
17:43:59:03 looking aggressively at 17:44:00:18 downsizing.
17:44:01:24 Operation is not dramatically 17:44:04:03 expanding it.
17:44:05:00 For voters that have been around 17:44:06:15 a while, they might note the
17:44:09:03 $930 million request sounds like 17:44:14:06 a lot of money.
17:44:15:03 It is. 17:44:15:18 It is the third largest bond
17:44:17:21 request in the history of the 17:44:19:03 state of Arizona.
17:44:20:00 Compare that with entities with 17:44:21:15 rather comprehensive requests
in 17:44:24:18 terms of taking care of the
17:44:28:12 citizen City of Phoenix, Tucson, 17:44:31:15 Maricopa County.
17:44:31:27 This is a special district with 17:44:33:06 a narrow public purpose asking
17:44:35:00 for $935 million, $1.4 billion 17:44:41:06 over the next 30 years.
17:44:42:15 We think they ought to be, 17:44:44:27 instead of expanding their
17:44:46:27 spray, ought to be looking 17:44:48:24 aggressively to narrow that and
17:44:50:00 working with private hospitals 17:44:51:09 who don't support this, to try
17:44:53:03 to work in conjunction with 17:44:54:18 taxpayers so we don't duplex
17:44:56:24 indicate funding. 17:44:58:03 We've been through a lot with
17:45:01:09 health care in recent months 17:45:02:27 with the expansion of Medicaid
17:45:04:27 in Arizona, and my organization 17:45:07:12 being a taxpayer organization
17:45:09:03 surprised some folks that we 17:45:11:06 supported Medicaid expansion.
17:45:12:27 We didn't think there was any 17:45:14:03 other choice associated with
17:45:15:21 that with the propositions that 17:45:17:09 we were asked to live by.
17:45:18:27 However, it's an extraordinarily 17:45:22:00 expensive undertaking.
17:45:23:15 We're spending billions of 17:45:25:18 dollars to deliver health care
17:45:28:18 funding to the poor. 17:45:30:15 We shouldn't duplicate any of
17:45:31:27 those expenditures if we can 17:45:34:24 avoid it.
17:45:36:03 That's where we continue to, 17:45:39:09 with a hospital that in many
17:45:40:24 respects is sort of a relic of 17:45:43:06 the old days, where the county
17:45:45:18 was the payer of last resort. 17:45:51:03 >> One of your arguments is we
17:45:52:18 should expect fewer uninsured 17:45:55:00 patients?
17:45:56:06 >> Not only do we think that's 17:45:57:18 the case, that's the case now.
17:45:59:15 Since Medicaid expansion was put 17:46:01:06 into place there were 300,000
17:46:04:06 more Arizonans on AHCCCHS since 17:46:08:21 January 1st, a full 25% of the
17:46:11:15 Arizona population is on 17:46:13:06 AHCCCHS.
17:46:16:27 We can argue whether that's good 17:46:18:24 or bad or if it's going to
17:46:20:09 change over time. 17:46:21:18 I don't think it's going to.
17:46:22:21 I it this role the government is
17:46:24:09 going to play in providing 17:46:25:21 health care for the poor isn't
17:46:27:12 going reverse itself. 17:46:29:27 >> All we've seen since AHCCCHS
17:46:31:27 was created is a steady growth 17:46:33:18 of that.
17:46:34:18 We think that's also another 17:46:36:06 clear argument that what the
17:46:37:21 future holds for delivering 17:46:42:06 shaky for the poor is going to
17:46:44:27 be through the private hospitals 17:46:46:21 that already do that.
17:46:48:09 There are significant concerns 17:46:50:00 that this proposal committee
17:46:53:09 unnecessarily so in that space. 17:46:56:18 >> Do private hospitals -- I
17:46:58:18 mean, one of the. 17:47:07:15 >> There is a private hospital
17:47:08:24 that wants to take over or do 17:47:11:09 that type of care?
17:47:12:15 >> We're not getting an 17:47:13:21 opportunity to debate that.
17:47:14:27 We're getting an opportunity to 17:47:16:18 debate just what the Maricopa
17:47:17:27 Integrated Health System wants, 17:47:19:09 which is $935 million to expand
17:47:22:15 their operation. 17:47:23:12 >> But if private hospitals want
17:47:25:06 to compete with this or get some 17:47:27:09 of this, it would seem like --
17:47:28:21 because obviously the medical 17:47:32:21 center they say will be
17:47:35:03 right-sized -- I take to mean 17:47:38:09 down sized --
17:47:40:03 >> I don't know a private 17:47:41:24 hospital that wants to do that.
17:47:43:24 >> Saint Luke's has already 17:47:46:03 begun to do that, and there's
a 17:47:47:27 burn center over there.
17:47:49:15 I don't know whether or not -- 17:47:50:18 if that could be transferred in
17:47:52:03 its entirety over there I don't 17:47:53:24 believe that's the singular
17:47:55:15 question here. 17:47:56:06 It is brought up a lot, that the
17:47:59:09 burn center is the most 17:48:01:09 comprehensive burn center, not
17:48:03:09 only in Arizona but in the 17:48:04:24 southwest.
17:48:05:00 And I might add, what Maricopa 17:48:07:27 County taxpayers, in addition
to 17:48:09:18 questioning the size of this,
17:48:11:21 ought to question in the total 17:48:13:12 framework for delivery of health
17:48:15:18 care what, role they are playing 17:48:17:12 and why are they playing the
17:48:19:00 role they are playing. 17:48:19:27 Why is it Maricopa County
17:48:21:12 taxpayers fund an entity that 17:48:23:21 looks very much like a statewide
17:48:26:00 entity. 17:48:27:27 Pima County taxpayers are
17:48:29:24 encouraging us to pass this. 17:48:32:06 I find that curious.
17:48:33:18 But Maricopa County taxpayers 17:48:35:06 are being asked to important
17:48:36:27 something that clearly is no 17:48:38:09 long and are county
17:48:39:15 responsibility. 17:48:39:27 >> Right.
17:48:40:15 And the opposition -- I mean, 17:48:42:06 the organized opposition, are
17:48:44:15 you getting funding from private 17:48:46:06 hospitals you mentioned they are
17:48:47:21 against this. 17:48:48:21 Are they funding --
17:48:51:18 >> We're going to try to get 17:48:53:00 funding from under every rock
we 17:48:55:06 can find it.
17:48:56:09 The private providers that fund 17:48:58:09 at least 80% of all the private
17:49:01:06 care in the Valley have come out 17:49:04:03 in public statements and
17:49:06:06 possessing -- hopefully we'll do
17:49:09:15 everything we can to try to 17:49:11:27 secure funding from them and
17:49:13:12 taxpayers alike to spread the 17:49:15:21 message we need to spread, which
17:49:17:15 is that this is -- if this was a
17:49:19:27 good idea, chits not, it's 17:49:22:09 horribly timed -- the taxpayers
17:49:24:15 of Maricopa County had just come 17:49:26:06 out of the worst period in my
17:49:28:06 career, and maybe the history of
17:49:29:27 the state of Arizona, where we 17:49:31:24 lost incredible amounts of
17:49:33:27 property value, the effective 17:49:36:12 tax rates on property tax payers
17:49:40:06 is much higher today than it was 17:49:42:00 in 2009 before we went into the
17:49:44:21 recession. 17:49:45:12 This is loading on them an
17:49:46:27 extraordinary responsibility the 17:49:49:00 property tax base isn't prepared
17:49:51:09 to handle. 17:49:52:06 >> Again, as we wrap up, have
17:49:54:03 hospitals written a check to 17:49:55:06 you?
17:49:56:09 >> I'm not sure how many -- what 17:49:57:24 this -- we're going to do
17:49:59:24 everything we can to secure all 17:50:01:18 the funding we can from
17:50:03:18 everybody. 17:50:04:12 >> Excellent.
17:50:05:06 Kevin, I'm sure we'll have you 17:50:08:00 back as the campaign continues.
17:50:10:00 Appreciate you joining us 17:50:11:03 tonight.
17:50:11:24 >> Thank you. 17:50:12:12 >> Thank you.
17:50:14:03 17:50:16:12
17:51:22:15 >>> In tonight's "Giving and 17:51:24:09 Leading" segment, we take a look
17:51:26:27 at a group that welcomes 17:51:28:21 volunteers of all ages.
17:51:30:21 Producer Christina Estes 17:51:31:21 introduces us to "Families
17:51:33:00 Giving Back." 17:51:35:24 >> We are at Phoenix mountain
17:51:37:18 nursing center, and we are doing 17:51:39:15 an art project with the senior
17:51:42:06 residents. 17:51:42:27 >> There are templates to draw
17:51:44:21 and then scissors to cut out. 17:51:50:15 >> It took Lisa Geyser and Alex
17:51:55:09 Sklar two years to reach this 17:51:57:06 stage.
17:51:57:21 >> We started to instill the 17:51:59:27 values of giving back and we
17:52:01:24 could not find any volunteer 17:52:03:06 opportunities in the Valley that
17:52:04:18 we could do with our young 17:52:06:18 children.
17:52:07:15 So we just started to talk bit 17:52:09:06 and kind of express our
17:52:11:00 frustration. 17:52:11:27 And one thing led to another and
17:52:13:18 we decided if it doesn't exist, 17:52:15:15 let's create it.
17:52:16:27 So we did. 17:52:18:18 >> Tell me what color they are.
17:52:21:00 >> They came up with 17:52:22:12 kid-friendly ideas and started
17:52:25:00 pitching to bring groups. 17:52:26:15 >> Thank you!
17:52:27:06 >> The events we create and host 17:52:29:27 ourselves, really there aren't
17:52:32:00 that many have an age 17:52:33:09 restriction.
17:52:34:03 We have something there from the 17:52:35:15 littlest kids on up, whether
17:52:38:00 it's going to a pantry and 17:52:40:27 stocking the shelves with
17:52:42:03 donations that the families 17:52:44:15 bring.
17:52:44:24 The little ones stock the low 17:52:47:03 shelves and bigger ones stock
17:52:49:00 the higher shelves. 17:52:50:12 There really is something for
17:52:51:21 all ages. 17:52:52:27 >> And then make stripes.
17:52:55:24 >> 7-year-old Dillon Conway 17:52:59:03 doesn't mind skipping sad
17:53:02:06 morning cartoons. 17:53:10:12 >> They are just darling, every
17:53:13:00 one of these children. 17:53:15:09 They are just darling.
17:53:18:21 >> A lot 6 our families, a lot 17:53:20:21 of the children may not
17:53:22:12 experience or have experience 17:53:23:18 with being with the elderly.
17:53:26:21 So it's just really nice for 17:53:28:12 them to be comfortable and
17:53:30:27 engage with the residents. 17:53:32:27 I don't know who has more fun,
17:53:34:18 the kids or the seniors. 17:53:36:18 So it's just really a nice time
17:53:39:03 to start teaching or instill 17:53:41:24 those values about respecting
17:53:43:24 elders and see how much they 17:53:45:12 have to offer us.
17:53:46:24 >> Everybody's all smiling. 17:53:48:15 All the elder people are smiling
17:53:51:24 and nice to be in an environment 17:53:54:03 like that.
17:53:54:27 >> Families giving back started 17:53:56:24 pretty small with Alex and Lisa
17:54:00:09 rounding up friends for the 17:54:02:12 first event.
17:54:03:21 Since then they have welcomed 17:54:05:24 more than 500 families.
17:54:08:06 >> We would love to get a group 17:54:12:15 photo of our little volunteers
17:54:14:00 under their beautiful 17:54:14:27 masterpiece.
17:54:16:27 >> Two, three, cheese! 17:54:18:21 >> They often leave more than
17:54:22:00 memories, in this case a string 17:54:23:21 of homemade hearts displayed in
17:54:27:12 the dining room. 17:54:28:24 >> And others shared with new
17:54:30:12 friend. 17:54:31:03 >> I will put them up in my
17:54:33:00 bedroom. 17:54:33:12 I've already decide where I'm
17:54:35:15 going put them. 17:54:36:06 I'm going put these in my
17:54:38:00 bedroom. 17:54:38:12 I get to look at them.
17:54:42:03 >> The group organizes volunteer 17:54:44:24 events two to four times a
17:54:46:09 month. 17:54:46:18 You can find more information
at 17:54:48:18 familiesgivingback.org.
17:54:49:18 Tuesday on Arizona horizon we'll 17:54:52:06 talk about why job creation
17:54:54:15 slowed last month. 17:54:55:12 And hear about an effort to
17:54:58:15 inform teachers across Arizona 17:55:00:12 about Asperger's syndrome.
17:55:01:12 That and more coming up on 17:55:04:06 "Arizona Horizon."
17:55:04:27 That's all for this edition, 17:55:07:03 stay safe, stay dry, have a
17:55:09:21 great evening. 17:55:10:06 Captioning Performed By
