Guanella Pass Road winds its way twenty-four miles along the rugged and scenic Front Range
of Colorado's Rocky Mountains. From its inception to record of decision, the planning phase
of the project took more than a decade, numerous hours of public meetings, thousands of pages
of documents, and years of research and analysis. It was a politically charge process that posed
seemingly impossible challenges for program agencies and stakeholders alike. Why was the
process so challenging? How did context sensitive solutions help this disparate group of people
rise above these obstacles? What can be gleaned from the process? Come follow along the ups,
