There are two principal goals for the exchange of information. One is the operational security
and effectiveness. You need to have a program that does that, so that's the use of the information.
The other is that in the process of using that information you are not undermining your
values in your society that you seek to achieve. Which goes back to my original vision statement
which is our administration has made it quite clear that this is an important thing, that
we can have the protection of civil liberties, individual rights, and security. How we do
that, both the European society and American society believes in these concepts, so while
we have different legal systems we have to be able to find common ground on this. We
have very different systems to achieve the same goals. Part of the challenge will be
to recognize and ensure that even though we have different systems, we are actually comfortable
that we are achieving the same results.
