back on equity capital i'm your host larry maher live in the house gallery
and there is just nineteen days left until the legislative session will end
off the land billion on what's left to accomplish and on tonight's show
convention politics if the hot topic around here well talk to a couple of
former the ministry of candidates
about legislating while running for higher office and political science
professor larry jacobs joins us in the gallery tip analyzed what else but
politics and
public policy oakley began with today's headlines education is one of the big
remaining issues this session today at a house committee included some education
reforms that could relate to race to the top federal money
i know these are hard for the state of minnesota
on on our intent is of course whatever company valuation system that is created
background the principles and the teachers are at the table arias trip
falls through
for repair
suspension
months ago
they're part of what sort of his you know
moderately
uh... others who recruit businesses
you know the the issue of race with top ventura ca nine past that we often spend
take a secondary stand up and stretch
members in the audience can do the same
why is a the teacher's union is so
opposed to teach for america
why are they so opposes formal trinity collation share
all debate
all data all rigorously
the shona this
program works
you know we have a lot of cash and here but i think in the and will end up with
out with something hands some legislation with alternatives are like
sisters
and after a long day the committee did pass out its belt but ultimately most
education reforms will be settled
at conference committee between the house and the senate and over in the
senate
education committee there quarreled over kits cuts to three cities minneapolis
saint paul angelou
normally when we do
we balance our budget and we do major cuts we don't
but the mall in three cities
and some five would lead try to find fifteen oh why would we put it on the
fifteen million dollar property tax hit only on the residents of three cities in
the whole state of minnesota to balance the budget that just seems like this
grossly unfair to me control that i was trying to achieve was to we sure that
we were not going to make *** concerning the classroom she'll take it
reducing forty million dollars he's not going to impact children
investment actually
the pieces these which are not schools were assuming that the federal
government is going to
coming with some four million dollars will devote to education in some way
that will be
of world devoted to the resumption of the deficit
and next week that senate committee will begin promptly education reforms and
restore the top
neither know today the minnesota vikings say a stadium bill is coming together on
the web chat today the biking said
stadium is shirt to be built
fidel cartel monday finally tomorrow night the republican state convention
begins the main event is friday when delegates will endorse a candidate for
governor
i don't think he's going to be something that will happen in the first couple
balance
but ultimately there online either and i'm thinking they will be done by early
evening
really what you think is changed because some people thought this system you've
really long really close to acting strange life they change so much i think
it is really really close at first i think people more likely to move
cable artists at entrance to the idea that says a word two thousand two
clinton celebrant
and differences time as people are anxious to get into richmond get behind
the chair move on to become democrats
and of course the two leading candidates on the republican side are both house
members marty seifert and tom amber
what much more about connection governor
okay after breaking for the vehicle convention lawmakers return to the
capitol except for healthy for margaret innocent keller with during the state as
the party
candidate for governor
at another house member today order victory
one primary election calendar using their then got files of the rates is the
closest
minnesota has yet to come
to electing
a female god
that would be history-making
i think that there is disunity there's there's there's a fracture party and the
fact that standard couldn't even adores partisan kelleher i think it's a sign of
how wrong emotions right now
telemar still faces marking and back in ten days in front

beauty again it was a big day for the republicans will endorse their candidate
for governor on friday just days away from the republican state convention
comment right now since nineteen eighty

they were candidates for governor they are still lawmakers as it is not willing
to go
herbs and faulty sent on the democratic side perks and paul call republican side
big-city of for joining me
for stocks empties let's start with you because
delegates in the media didn't get here you do it right there at the convention
but you have that behind your interest kennedy correct
cracks yes supporting mark
and i think that's important because there are some big primary challenges
ahead for her
i worked very closely with market for many years in the house i think she's a
great leader
and i think should be a great covered from inside and we'll find out on friday
all calls for a week your jennifer governor will be and you are unique
position to get a b switzerland this week i said i am a chain a convention
with my former colleague jeff johnson technician jeff johnson salah
whether it represents a free reps have ever and i'm looking forward to a
i dig through the convention this week and i think it's going to be great i
think republicans are are charged up as we saw the democrats were out of this
last weekend looking forward to
our candidate moving forward in answer to talk about what they're going to do
to change minnesota mysore talk about november
my preference on the other side of the aisle that they've got another another
battle a fight that between now and uh... participants that they deal with
their primary issues but uh...
are canada the republican side is going to concert talk about november saturday
morning
is there any advantage in there
completely disadvantage that the primary contest that's ahead all summer democrat
fat leno i think actually there's going to be some of that is to it in the sense
that uh...
the campaign's accident have to get up and running very quickly
we're going to be out in front of minnesotans all summer talking about the
issues that we care about it really set the agenda i think for the election
differently i do i i think i think that the democrats are you know they just
finished contested hotly contested endorsement process
that's going to continue we had uh... former senator date night being admitted
under the floor of the uh...
d_s_l_ convention and
linux calling it the chair of the vehicle party petty for that i i think
there's some hard feelings that i think that uh... may play itself out is as
democrats fight democrats the rest of the summer well the republicans have the
opportunity to talk about uh... our vision for for minnesota how we're going
to
reignite the private sector company here in minnesota response to that
well i think i think that we uh... i think that the democrats in general
there's some disagreements year eight generalization about where we need to go
and it's
not division that we've been going down for the last eight years i think we're
all in agreement about that i think most missiles would say where we're seeing
right now is not where we want to begin we want to go on a different direction
and and i think that's what the democrats will be talking about how we
move into difficult have a picture of you because
obviously didn't get indoor start in the race anymore but you're both people who
both of your party said we could see these guys again
still maybe
have a future are you considering first of all
briggs and pulls a considering running again running for a leadership position
running for higher office
why i thought that in the governor's race to win in november two thousand ten
didn't work out for me a this go-around you know i don't know
what my future holds up time will tell him that i can certainly know enough not
to rule anything out so you know what we'll see but i got into the governor's
race to to win this fall didn't work out we'll see what happens next
and your side the speakers leaving so there's some shifting in leadership he
should running for majority leader singer
so i left for reelection of the stuff that i really love to do is the
is the policy stuff that i think that
that's the direction of again ahead i uh... i thought nothing alright
leadership
perpetrators and that
cross republican itself to live with needs to be a democrat speaker and
january two thousand all that i did it right for speaker i'm not sure that
democrat speaker hinted
is that all cynical and transition the policy
if let's talk about how the candidates and how you handled and how everybody
going for it because
we are going to have to
endorse candidates from the house we are good market in secular either on the
republican side to be marty seifert
for tom amer
how do you deal with
policy and keep that from affecting the camera
candidates in the candidacy
well i think so far all of the candidates man
who were on the floor here we had five of them said to them at one point i
suppose up handled it very well to share it kind of were able to separate for the
most part the work that we're doing here at the legislature from the campaign and
i think that that's going to continue no obvious is going to be a sharper
spotlight on the two candidates and up but i know at least remarks perspective
she's very committed to making sure that she gets
that as with the caucus is getting the work of the session done d_n_a_
efficient and way that's good for minnesotans i think we're all joined in
that mission and i think that's the best way to campaign is to actually get the
worked on the right way to caucuses i quite work out that would two candidates
previously batter battling each other well there were three add three fiercely
paddling academic contenders in the house kick-off caucus you know i think
that
the reality is the conventions have been a bit of a distraction
in terms of getting the work of the legislature atleast from my perspective
so im hope
hoping that once we finish up this weekend
you know we're down to two candidates to endorse candidates at least op it's my
hope that we don't have a lot of time left in session we've got a lot of work
to do
i hope we can really focus on getting that done i have no doubt that that that
the speaker and then the democrats in the house want to do that i guess you
know that my colleagues in the house republican caucus monica job done so i i
think i'd think we can get that distraction the conventions and
i'll be honest i'm hopeful we can get done
how will the work that's left of mentioned earlier education reform is a
huge issue health and human services those are two big easy still to chew up
in just a couple weeks
it's going to be a cellist there's no question about it we have been working
on the health and human services budget
this all this week i worked for a long time but it's rolled out this week
there's some really difficult choices to be made in that budget is use on the the
lead in here
and um... and that is going to be a a big challenge risk reconciled with
with the u_s_ senate and then you know we have big differences obviously with
the governor specially about how we're gonna deal with general assistance
medical care and whether we want to accept
the assistance that the federal government's now offering us to provide
better care for the force manacles on health care education wrapping that up
well you clears a lot of work to do i think yes there are differences between
uh... the legislative leadership in the governor but
witnessed some pretty big differences between the house and senate tically
health human services area
so so we've got a lot of work to do is a legislature before we even
are able to to truly enter into a real negotiations with with the governor
i think we can do it and i really really do hope and believe we can we can be
done on time and
budget
it appalls thank you they'd

minority engineering topic of conventions colliding with legislative
session said we have
you about humphrey institute larry jacobs your professor
thank you very much
we have this unique historic dynamic because two conventions are happening
during the legislative session for pretty sure second never
happened before
what do you think like forty cuz this looks like it's going to be the new mode
going for it but does this mean it's really hard
of the whole process of legislating means you've got a compromise
to bring people together and of course
with the d_s_l_ controlled legislature the governor's at a party
that's essential has been very difficult
now you throw in a contentious election
where the whole point of elections drug differences
it's it's going to be extremely difficult
almost olympic white contrive a fault over a process that's almost great i
think from here on out
against finding compromise an agreement
and there have been accusations it's affected issues take education reform we
had some of that
earlier in the showed that you had at least from republicans that speaker
who was trying to get endorsed by education minister ten by democrats as
may be holding up on that accusation sapling now other side tonight of course
but there's been really specific talks about business affecting issues like
education is a suspecting health care
is affecting even governor pull any
you feel that there's some
impact there's no doubt there's a huge impact restrictive the big of
challenge here is
how do you get legislators the focus not policy issues
and here is where they may be some agreement and there is some greener
uh... rather than staking out positions to define
differences
between the parties going into election
and we've got extra care situation you've mentioned
fact we've got uh... legislators insane chamber to run against each other
for sure we've also got a governor who is clearly running for president
and he stressed a cat is all positions
now that's it that's a very very difficult situation to overcome and i
think really an education example
and health care to norma sweet got a national debate that health reform
that's now been overlaid
with bom
uh... speaker market there's a killer her coming out
uh... for universal of system and and being addressed by john marty turns a
conventional i think that's a house after the play into this and you've got
com ever coming out of once opposed the tea party
proofs from on paul who believe that what the democrats pass which was more
moderate
uh... i should be repealed
so i think it's going to be
very difficult i think the best we could hope frankly is that we can get a handle
on the deficit because we can't have that kick the can down the road and just
plan on front hit the reset button come january do you think part of the dynamic
to his division that's gone on in caucuses because i'd sat here definitely
and watch several candidates from
house republican side several candidates from the house democratic side and deal
individual lawmakers are being pressured to endorse and split in there
are divisions people don't want to admit it but obviously there's division and
one-sided and that kind of
exactly and i think you know frankly we're a period of polarization
so a lot of study showing that were more polarized between democrats republicans
than any type ref st-century welp that's also create real divisions within the
parties about whether your pure enough
and we've seen on the republican side you know frankly i'm going to be secret
that marty seifert a member of the battling each other within the caucus
for some time now it's been four view and the battling for nomination theodore
spent of their party and that's we've seen that on the floor here i think that
uh... frankly some of that's going to continue moving forward so it
it's just are also the possible situation and my expectation to appease
low
get the essential business a balancing the budget out of the way and then try
to hold over for january it's not desirable it doesn't do minnesota well
put is may be the best we can hope for and the ironic party
the reason they are these two conventions during the session is the
whole election time frame now has changed we have an august primary
and it's on the deal with some of these election changes professor haha
that how you'd anymore makers and workout compromises them
compromise on election reform what the federal law as part of uh... mended
to defense appropriations said that
states had it provided enough time forty five days for our servers personal
brought to cast snatched it out so that forced minnesota move up its primary
into august
democrats are mixed together yes st cnn so we we had start having sessions about
august
conversations really
legislators were very interested
a kind of outside the choir
uh... it's kinda lights not conducive tontons conversation and we shut the
doors of the sky walk through the issues we had some the local county officials
of there to provide expertise and that agreement emerged obsolete i think that
the genuine effort to find shared interests banks are out of time but that
certainly prolly wanna highlight for the session i think that agreement thank you
so much again time is up
