Now we are going to look at Section E: Consent to Purchase, on the MV1 form.
When a vehicle is being titled in the name of a minor, the minor's parent or legal guardian
must sign for their consent to purchase. Any DMV staff or authorized agent can witness
the consent to purchase signature.
If the parent or legal guardian cannot accompany the minor, or if you will be mailing the application,
the parent or legal guardian's signature must be notarized.
When a vehicle is being titled in the name of a minor and an adult, Section E is not
required.
Let's talk about Section F: Non-Operation. Non-operation only applies when the vehicle
has not been operated for at least one full year from the date your plate expired.
For example, if your license plates expired on June 13, 2012, and you did not operate
your vehicle at all until June 14, 2013, you will not have to pay for registration during
that period of non-use.
In this example, you would enter the last date you operated and the first date you are
now going start using the vehicle again.
Enter the first date you drove the vehicle after that non-operation period and this will
be the first date of the new registration period. If you drove the vehicle at all during
that full year from the date the plate expired, you will have to pay for that entire registration
period.
