This is the expected outcome.
Try to make your new picture dimension similar to this shown.
Change the color to 262626
Then select the Paintbucket tool and fill the whole page.
Add a new layer and make the background layer invisible.
Select the Ellipse tool and create a circle.
Right click and selct 'Fill Path'. Copy my settings.
Now go to Layer Properties and change the 'Fill Opacity' to 50%.
Then select the stroke panel and change the stroke to 10 and the position to inside. And color to black.
Then right click and selct 'Make Selection'. Radius should be 3.
Then go to Edit/Define Brush Preset
Name the brush 'Dots'.
Now deselect and make layer invisible.
Add a new layer and select the Gradient Tool.
Change the colors to; Orange: d27e34, Purple: 9b3b81, Blue: 1bdaeb, and Yellow: f9e600
Add a new group and name it 'Dots'.
Change any layer that you create under the groups' Blending option to Color Dodge.
And change the Gradient Layer blending option to Overlay. And make the Background layer visible.
Select Layer Three then slect the brush tool.
Go to the brush Presets tab and Change the settings to the following.
Select the brush Dots the one we made earlier.
Shape Dynamics: Size Jitter: 100% Control: Pen Pressure. And the rest 0% and Control to Off.
Scattering: Scatter 1000% control: Pen Pressure Count: 5 Count Jitter: 1% Control: Off
Transfer: Opacity Jitter: 50% Control: Off Flow Jitter: 50% Control: Pen Pressure
Then select smoothing.
Then change the brush pixels to 500 px.
It obviously won't work right now.
Make sure you've selected Layer 3 and changed the Blending option to Color Dodge and the brush color is pure white.
Now go to Filter/Blur/Gaussian Blur. Change it 20 px.
Create a new layer and change blending option to Color Dodge.Then Change the brush size to 300px and create more dots.
Then change the Gaussian blur to 4 px this time.
Create a new layer and change blending option to Color Dodge. Then finally, change the brush size to 100 px and create even more dots
. Change the Gaussian blur to 1 px.
Then collapse the Dots group. And select the Text tool.
Then type whatever you what with any font. The link to the font download is in the description. Make sure the size is 48 px.
Then you'll probably have to view this part in fullscreen. Change the text layer settings to the one in the screen. And fill it with black.
Now you can adjust things around.
