An active labour market programme in short to improve the workings of the labour
market
to bring those who don't have jobs together with
job opportunities in the best and most efficient way possible. In terms of the
more effective labour market programmes I see
apprenticeships has been a particular gold standard
I think within the programme
there is some absolutely excellent combinations of
workforce development,
career progression and
work experience
and in such a natural combination that it works really well over the long term.
Outside of that there are lots of projects that at an individual level you could
mention, a programme that used to run in south Wales from the city strategy there called job match.
That brought together a number of features and open
recruitment process that wasn't particularly focused on individuals from one benefit type
or another, it was about all workless people.
It had a very good employer engagement process and delivered results in an area
which was traditionally had a jobs deficit for very long time.
Through a really close understanding of what employers wanted
and trying to meet those needs with a reasonable amount of resource behind
it.
