I'm going to go over some stuff real quick, so if you want to skip right to the solution,
I will post a link in the description that will lead you directly to the good stuff

If your issue is anything like the issue I had, the game you were trying to play worked
fine a few days ago, and then all of the sudden you tried to play it and it stopped working.
Like me, you probably searched the internet for an answer and found nothing but an endless
supply of unhelpful comments, and no actual help from the game developers. A lot of comments
probably said to reinstall the game or even your operating system, or that your graphics
card is too old, and none of these are actually
the case,
That is the exact reason why I'm making this video. I found a solution that fixed my own
problem, and instead of forgetting about it and moving on, I want to help people who are
also having the same issue.
In my case, I encountered this error when trying to play BorderLands 2, but from my
research I've found that people also have the same issue with blacklight retribution,
and Xcom. I'm willing to bet that the list doesn't end there. Comment below if you are
having the same issue with another game.
Two things I found that all issues had in common were that the games were launched from
steam, and as far as I can tell, all graphics cards were NVIDIA.
Lets get to the actual solution. I would like to say before you do any of this, that this
is what I did to fix my own issue, and it might not work for you. Also, I did two things,
and I'm entirely unsure which one fixed the issue.
Also, use your judgement when doing this. I doubt anything bad will happen, but if its
out of your skill range and you dont feel comfortable doing this, find another way to
fix the issue, I'm not responsible for anything that may go wrong.
Moving on. The first fix I tried had me change a line of code in the BaseEngine.ini file.
I'll post below the general location you can find this file on your computer. Find your
Steam folder, open steamapps, then open common, in this case I will open borderlands2, but
it should be the same structure for XCOM or Blacklight retribution, then open config,
and in this folder you will find a file labled "BaseEngine.ini". Right click this folder
and choose to open it with notepad.
Once that opens, hit control f to
open the find option. I just searched for "Floating" and the first result was Floatingpointrendertargets=true.
I changed true to false, and saved the file.
After that, I opened borderlands 2, and the error message didn't pop up. I was, however
having another issue, an error message came up saying that the application was already
open, and refused to start the game. At this point, I went back to the BaseEngine file
and changed the false, back into a true, and saved again.
When I opened borderlands again, the error message still didn't come back, but I was
still getting the error that said the application was already running.
To fix this, I rolled back my Graphics device driver, then reinstalled. I should note that
I didn't install the latest driver because I think that might have been what caused the
issue in the first place. But this is entirely speculation.
Also, I went into the settings before testing this and reset everything to default for good
measure.
This time, when I opened borderlands, it WORKED PERFECTLY. I set all my display settings in
game to what I wanted and everything was fine.
