The World Bank project
in Armenia started two years ago. The goal
of the project was to improve quality of teaching by
creating a comprehensive system for teacher professional development
by creating a school improvement network
including School Association to support innovations
and disseminate best teaching and learning experiences
by raising the awareness government officials
and other stakeholders such as NGOs and education institutions of teacher
improvement and finally by exposing
Armenian educators to best practices
in teacher professional development, organizing study tours
to Germany and Estonia. Estonia was chosen
because it's ranked in top 10 PISA countries. From the very beginning
the group used a comprehensive approach
working on educational law, government and general public awareness
and teacher training curriculum to improve teaching and Learning in Armenia.
ABU worked in close cooperation
with the Ministery the Education, the Center for educational projects, the
National Institute of Education, Teachers' Association
and local experts in order to clarify the status
scheduled and organize the drafting and finalization of
all pending legal normative documents. It managed the development,
tested attitude and refined 17 subject curricula
for teacher professional development, developed trading scheme
and training programs for course subject teachers,
established networks of training institutions and general education
institutions
reviewed and refined content and process for teacher professional development.
Armenia has successfully completed rounds of teacher training and simplified
attestation, which is teacher evaluation
with approximately 80,000
teachers trained. The project also advised the Union of school centers
on statute and activities and guided the development of the teacher
code is ethics which was universally adopted in Armenia.
The project prepared evaluation reports and trainings
and applied attenstations, ranking procedures and teachers'
salary scales. There've been 3 education systems
- Armenian, German and Estonian -
and helped better understand which practices can be adapted
and implemented in Armenia. We conducted training seminars
for representatives from the Ministery of Education and Science
National Institute of Education
and other stakeholders. The outcomes of the projects
are not immediate: they will be seen in the future
when student learning will improved..
The final element which remains is to evaluate
the project in general and to outline with needs to be done in the future.
