17:13:15:21 17:29:59:27 >>> Coming up next on "Arizona
17:30:02:03 Horizon's" "Journalists' 17:30:04:03 Roundtable," another poll shows
17:30:05:21 that the governor's race is a 17:30:07:09 toss-up; not long after that
17:30:10:03 latest poll was released, Doug 17:30:12:03 Ducey finally is endorsed by his
17:30:15:18 GOP opponents. 17:30:17:03 Those stories and more, next on
17:30:17:18 the "Journalists' Roundtable." 17:30:19:00 >> "Arizona Horizon" is made
17:30:20:03 possible by contributions from 17:30:21:09 the Friends of Eight, members
of 17:30:23:03 your Arizona PBS station.
17:30:24:21 Thank you. 17:30:26:18 >>> Good evening, and welcome
to 17:30:26:18 "Arizona Horizon's"
17:30:30:06 "Journalists' Roundtable," I'm 17:30:31:15 Ted Simons.
17:30:33:09 >>> Joining us tonight are Mary 17:30:36:24 Jo Pitzl of "The Arizona
17:30:37:12 Republic," Mike Sunnucks of the 17:30:39:27 "Phoenix Business Journal," and
17:30:39:27 Alia Rau of "The Arizona 17:30:39:27 Republic."
17:30:43:06 >>> Early polling seems to 17:30:43:06 suggest Doug Ducey and Fred
17:30:46:06 DuVal are really neck and neck 17:30:48:24 in the race.
17:30:51:03 >> According to two independent 17:30:53:15 polls that came out -- and we've
17:30:55:03 had a dearth of polls -- right 17:30:58:15 before the primary a poll came
17:31:01:09 out that showed them tied. 17:31:02:24 Over the weekend in a poll
17:31:04:15 conducted post primary election 17:31:06:09 found a 40-40 tie between Ducey
17:31:11:21 and DuVal. 17:31:15:03 >> That leans a little left,
17:31:16:24 whereas Rasmussen liens a little 17:31:18:27 bit right, it sounds like all
17:31:20:18 bases are covered. 17:31:21:18 >> I think that's one of the
17:31:22:21 reasons people paid attention to
17:31:24:12 those. 17:31:24:21 The Ducey camp and the state
17:31:26:18 Republican Party dispute that 17:31:28:27 Rasmussen leans right and they
17:31:32:03 have some problems with the 17:31:34:12 methodology.
17:31:36:03 That is generally how the poll 17:31:37:12 is seen, leaning a little or
17:31:41:03 favoring Republicans. 17:31:42:03 >> What do you make of this?
17:31:44:00 >> Rasmussen does have a 17:31:45:18 Republican reputation in the
17:31:47:06 past. 17:31:47:18 The Ducey camp, like Mary Jo
17:31:50:18 said, too many young voters or 17:31:52:27 too many independents.
17:31:53:21 Everybody cast out on those 17:31:56:00 pro-Ducey polls turned out to
be 17:31:59:09 correct.
17:31:59:24 Nobody came out with any other 17:32:01:15 polls.
17:32:02:06 If you want to dispute a poll, 17:32:03:27 show us some other numbers.
17:32:06:00 Even Public Policy, which is 17:32:07:12 Democratic leaning, has had
17:32:09:24 legitimate polling. 17:32:11:15 They both show the same thing,
17:32:13:09 they are starting off kind of 17:32:14:27 tied.
17:32:15:09 There are a lot of inherent 17:32:17:15 advantages to being Republican
17:32:18:27 and being Ducey in this race 17:32:21:18 versus DuVal.
17:32:23:12 Right now tied and a lot of 17:32:26:06 undecided voters.
17:32:27:18 >> It's early, we've got weeks. 17:32:29:18 Someone needs to win.
17:32:30:27 This is the first of many, the 17:32:32:15 second of many polls.
17:32:34:12 I think everybody will go back 17:32:36:06 and forth in terms of who's up
17:32:38:00 and down. 17:32:38:21 >> As far as name recognition,
17:32:39:27 this latest poll Ducey had 17:32:42:15 pretty strong recognition, DuVal
17:32:45:18 not quite as much. 17:32:47:06 >> Definitely.
17:32:47:27 DuVal didn't have any primary 17:32:49:21 opponents.
17:32:50:09 He tried to stick his head in 17:32:52:00 every now and then and did some
17:32:53:18 of the forums, but no. 17:32:55:18 When you've got a primary as
17:32:57:21 nasty as that one was, everybody 17:32:59:15 was talking about Ducey in that
17:33:01:09 race. 17:33:01:21 >> That's got to be an advantage
17:33:03:09 for the head start. 17:33:04:24 It adds up.
17:33:06:27 Everybody knows him from Cold 17:33:08:12 Stone and state treasurer.
17:33:10:27 He got a lot of free publicity. 17:33:13:27 Fred DuVal was a consultant,
17:33:17:03 Clinton White House aide, 17:33:19:24 energy, T-bone Pickens.
17:33:25:15 The poll is good news for a 17:33:28:06 Democrat.
17:33:28:18 He's not down 15 points, not 17:33:32:12 down 10 points, he's in the
17:33:34:18 race. 17:33:35:00 >> I wonder if that's partially
17:33:37:03 some fatigue from the primary. 17:33:38:15 Ducey won big with 37% of the
17:33:40:21 vote. 17:33:41:00 But you know, 63% of the vote
17:33:43:00 went elsewhere. 17:33:44:27 And perhaps some of those voters
17:33:47:18 look at DuVal as an alternative. 17:33:52:18 Plus, Democrats are weighing in
17:33:54:18 and they are going to the polls 17:33:56:12 for their guy, their party.
17:33:59:18 They are off to the races. 17:34:01:15 DuVal has name I.D. to get well
17:34:04:09 established. 17:34:05:06 >> Last time a Democrat won,
17:34:07:21 Janet Napolitano, there was 17:34:09:03 fatigue with Republicans.
17:34:10:06 There was fatigue with 17:34:12:03 Republicans being in power and
17:34:13:09 that'll be kind of key to DuVal 17:34:16:09 having a chance.
17:34:17:18 >> Ducey stronger on fiscal 17:34:20:06 issues, DuVal stronger on social
17:34:23:24 issues? 17:34:24:21 That is to be expected.
17:34:26:15 >> We'll see what happens again 17:34:27:21 when they start to debate.
17:34:29:09 I think they have a forum 17:34:30:12 Wednesday next week, kind of the
17:34:32:00 first one. 17:34:33:09 That'll bring maybe some new
17:34:34:27 issues. 17:34:35:15 I think it's an economic policy
17:34:36:27 one, we'll see what that does 17:34:38:24 for DuVal or Ducey.
17:34:43:06 >> The first one that maybe 17:34:44:15 leans left, that included Barry
17:34:46:15 Hess, the Libertarian. 17:34:49:24 That had a lot of eyebrows
17:34:52:12 raised, 12%. 17:34:54:18 First of all, are we buying
17:34:55:21 that? 17:34:56:06 Secondly, that's got to cut into
17:34:58:12 I would think Ducey's numbers. 17:35:01:00 >> I don't know if I buy 12%.
17:35:03:18 The last time a Libertarian 17:35:06:18 posted numbers like that might
17:35:08:24 have been with John Butrick ran 17:35:14:27 for governor.
17:35:16:09 It could be the "none of the 17:35:18:09 above" kind of vote.
17:35:19:12 >> And the Rasmussen poll did 17:35:22:12 not mention Hess.
17:35:31:00 >> They are not going to vote 17:35:32:09 for Democrats, kind of died good
17:35:34:15 with the Libertarians, if it's a
17:35:37:03 really tight race in the end 17:35:40:03 maybe Hess is a deciding factor.
17:35:42:18 But it would take a lot. 17:35:46:06 >> Dead heat poll, here comes
17:35:48:18 Ken Bennett endorsing, and then 17:35:51:00 here comes Jones and then Smith.
17:35:53:00 Everyone on board as far as 17:35:54:18 Republicans?
17:35:55:06 >> Technically. 17:35:56:09 Those Authority ones are a
17:35:57:27 little chilly, especially from 17:36:00:15 Smith and Jones.
17:36:01:12 Sort of like divorced parents 17:36:05:27 getting together for the sake
of 17:36:07:09 the kids.
17:36:08:12 We'll do it, we support the 17:36:10:06 conservatives and the
17:36:11:18 Republicans, but it was not a 17:36:13:09 friendly endorsement.
17:36:14:12 >> Was there any threat that 17:36:16:06 they weren't going to endorse?
17:36:18:15 >> I think there was legitimate 17:36:23:03 concern.
17:36:23:21 Oh, well, I'll go with you, I 17:36:25:27 don't know about that.
17:36:27:00 But there was some legitimate 17:36:28:12 concern they would just have it
17:36:29:24 all together. 17:36:30:27 >> And as far as endorsements
17:36:33:09 themselves, if you're Doug Ducey 17:36:34:21 and running for governor, the
17:36:38:00 folks that went for Scott Smith, 17:36:39:24 is his endorsement going to help
17:36:42:12 you that much? 17:36:43:27 >> It's a story, if you're a
17:36:45:21 Democrat, not at all. 17:36:48:03 You could see independents and
17:36:50:03 moderate Republicans that might 17:36:51:27 vote for DuVal because of social
17:36:54:18 issues, or frustration because 17:36:55:27 of the legislature and some of
17:36:57:09 the shenanigans they are up to. 17:36:59:27 It does help if Smith endorses,
17:37:03:03 but it's more of a media story, 17:37:05:27 I don't think too many
17:37:06:24 individuals will be swayed by 17:37:09:18 this.
17:37:10:00 >> The intent is to show unity 17:37:12:18 among the Republicans.
17:37:13:15 You're not going to have 17:37:15:00 outliers chinking rocks at their
17:37:18:21 nominees. 17:37:19:27 They want to show unity, that
17:37:21:21 certainly is very helpful. 17:37:23:06 >> They will show, it does show
17:37:24:27 unity, the Governor was there on
17:37:26:27 election night showing unity. 17:37:29:03 Yet this is a guy that sounds
17:37:31:09 like he wants to dismantle our 17:37:33:09 legacy operation there.
17:37:35:18 I couldn't figure that out. 17:37:37:06 Voters, let's say you're
17:37:38:24 strongly for Christine Jones, 17:37:41:03 strongly for Scott Smith.
17:37:42:21 Now they are saying, go Ducey. 17:37:44:27 Are they go Ducey?
17:37:46:24 >> I think the Governor is. 17:37:48:06 I mean, you know, she didn't
17:37:50:15 intend, I don't think, to divide 17:37:52:21 the party.
17:37:53:15 She wants to support her legacy, 17:37:55:12 kind of encourage that, but
17:37:57:00 there was never any thought that 17:37:59:18 she would not endorse whoever
17:38:01:09 the winner was. 17:38:02:12 She's also all about the party
17:38:04:00 and wants to kind of unite the 17:38:05:15 party.
17:38:06:09 Literally, like you said on 17:38:08:00 election night, she was right
17:38:09:12 there next to him, patting him 17:38:11:09 on the back, supporting him and
17:38:12:24 cheering for him. 17:38:13:18 We'll see that throughout the
17:38:15:00 rest of the campaign. 17:38:16:09 >> There's a big block of voters
17:38:18:06 in the middle, sometimes 17:38:19:15 younger, don't vote in the
17:38:20:27 primary, that are frustrated 17:38:23:00 with the image of the state and
17:38:24:03 things the legislature passes, 17:38:26:03 SB1070 and 1062 and the gun
17:38:28:24 bills. 17:38:30:12 They might usually vote
17:38:32:21 Republican, but they want a 17:38:34:03 stop-gap against those types of
17:38:36:27 bills. 17:38:37:18 Can Ducey hold on to those with
17:38:39:21 that registration? 17:38:41:00 Or can Fred turn out new voters
17:38:43:06 and grab some of the folks in 17:38:45:21 the middle that sort of support
17:38:47:06 of Smith? 17:38:48:24 >> DuVal came out with
17:38:50:03 Republicans for Fred. 17:38:51:12 He's using Fred a lot in his
17:38:54:15 campaign literature 17:38:55:00 announcements to show his broad
17:38:56:09 support, his support goes beyond 17:38:58:24 one party.
17:39:00:12 A lot of these are Republicans 17:39:02:00 who at a quick glance, they
17:39:05:15 backed Napolitano when she was 17:39:07:12 governor.
17:39:08:00 You didn't see Christine Jones 17:39:09:27 or Scott Smith on that list,
17:39:12:06 which would have really caught 17:39:14:06 people's eyes.
17:39:15:06 But the idea is to show that he 17:39:16:18 has broad support.
17:39:17:21 I'm waiting for a Democrats for 17:39:19:15 Ducey list.
17:39:20:12 >> I think that's the question. 17:39:21:24 Everybody's watching to see how
17:39:23:18 does Ducey pull back to the 17:39:25:24 center.
17:39:26:00 He ran a very conservative 17:39:27:15 primary race, now he's going to
17:39:30:00 come back and try to get some of
17:39:31:24 those moderates and dependents. 17:39:36:06 >> That's a good point,
17:39:38:15 Medicaid, questions and 17:39:40:27 concerns?
17:39:42:00 Does he start to yell about this 17:39:43:18 again or does he pipe down about
17:39:46:06 it? 17:39:47:09 >> That's a good question.
17:39:49:24 You can go the other direction, 17:39:53:15 but I think we'll see more
17:39:59:09 conversations on economic 17:40:00:12 development.
17:40:00:24 How do we improve businesses and 17:40:05:09 create jobs.
17:40:06:00 He's stayed away from some of 17:40:08:00 the more social issues.
17:40:09:24 >> Medicaid has been a different 17:40:11:00 one, it had to be dragged out
of 17:40:12:27 him last fall by a group of
17:40:16:00 reporters that sort of ambushed 17:40:19:00 him or assaulted him to get his
17:40:20:21 position on that. 17:40:21:12 It doesn't do any good to bring
17:40:24:24 that up now. 17:40:25:24 Certainly we'll probably see
17:40:28:09 Fred DuVal bringing up that 17:40:30:18 issue.
17:40:31:21 And there's a rule for the media 17:40:34:00 saying, what's he going to do
17:40:35:21 with this very important policy 17:40:37:21 that was really hard fought and
17:40:39:18 is still in the courts. 17:40:40:24 >> Just this week the Supreme
17:40:42:21 Court set a date, they will hear 17:40:45:27 Governor Brewer's challenge to
17:40:47:09 this. 17:40:48:00 She wants the Court to end this
17:40:50:06 whole dispute that lawmakers 17:40:52:27 even have standing to bring a
17:40:54:15 challenge to Medicaid. 17:40:55:21 That hearing is going to be two
17:40:56:24 days after the general election. 17:40:58:15 It'll be very interesting to see
17:41:00:18 who shows up in the court, will 17:41:02:21 the government elect.
17:41:04:27 >> And what decisions the 17:41:08:09 governor might have to make.
17:41:10:09 Andy Tobin wins, Kiehne 17:41:15:09 succeeds.
17:41:16:06 >> What did he have here, 407 17:41:18:27 votes?
17:41:19:18 >> A lot closer than folks would 17:41:21:21 have thought at the beginning
of 17:41:23:12 this.
17:41:23:24 It certainly buoys the 17:41:26:09 confidence of Ann Kirkpatrick
in 17:41:28:12 the general.
17:41:29:09 Is this going to be a target 17:41:31:12 race, or are they going to move
17:41:33:18 to some other Arizona races 17:41:34:27 where they do have some chances,
17:41:37:06 too? 17:41:38:06 >> It's a mostly world district,
17:41:40:27 Tobin had good name I.D., and 17:41:43:27 lot of backing from the
17:41:45:09 establishment. 17:41:45:27 It was a lot closer than people
17:41:48:15 thought. 17:41:49:06 >> And Kiehne said there was a
17:41:51:15 pledge to support Tobin. 17:41:54:15 >> Kiehne was stronger than most
17:41:57:00 folks thought. 17:41:59:12 >> The immunity in that race,
17:42:01:15 they can get together, they have 17:42:02:27 some similar issues.
17:42:04:09 It's going to be a tough fight 17:42:06:09 against Kirkpatrick and they
17:42:07:06 will come together for that. 17:42:08:18 >> Talk about that district.
17:42:10:00 It leans a touch Democrat but 17:42:12:24 voted for Romney in the last
17:42:15:24 election. 17:42:16:06 It really is a toss-up area.
17:42:20:06 >> Ann Kirkpatrick was elected 17:42:23:15 from that sprawling district in
17:42:25:09 2008, lost the seat in 2010, and 17:42:28:00 came back in 12.
17:42:29:03 It sort of bounces around. 17:42:31:00 Before that the district had
17:42:32:09 elected Rick renze and he 17:42:36:12 enjoyed a couple of terms before
17:42:38:03 he got into trouble and had to 17:42:39:24 leave.
17:42:40:09 It is largely rural but it does 17:42:43:12 lean Democrat, but it tends to
17:42:46:00 be that grand of Democrats that 17:42:48:06 are conservative and don't have
17:42:51:06 trouble casting Republican 17:42:53:21 ballots.
17:42:55:03 It also includes the Navajo 17:42:59:09 Reservation, coming up on
17:43:02:00 November 4th. 17:43:03:18 Tobin has worked the reservation
17:43:05:12 and certainly Kirkpatrick has 17:43:06:21 been all over it, as well.
17:43:08:06 I think she sees that as sort of
17:43:10:09 an ace in the hole and many 17:43:12:15 Democrats do.
17:43:13:12 >> That was the deciding factor 17:43:15:12 last time when she won was the
17:43:18:00 Navajo turnout. 17:43:19:06 You saw it was kind of early in
17:43:21:00 the cycle, Republicans talking 17:43:22:09 about Obamacare a lot and taking
17:43:26:15 her votes on that. 17:43:27:24 That issue has died down a
17:43:29:09 little bit. 17:43:29:27 Immigration, certainly national
17:43:32:12 security, 17:43:32:12 That district certainly leans
17:43:34:24 Democrat but is kind of 17:43:35:21 conservative.
17:43:36:09 It is really hard core, an 17:43:41:15 immigration district like you
17:43:43:03 might see in Barbara's district. 17:43:46:00 >> To the outside money,
17:43:47:09 especially. 17:43:47:21 >> And even though the primary
17:43:48:24 was underwhelming and Tobin's 17:43:53:15 performance was underwhelming,
I 17:43:55:09 think the reset button is pushed
17:43:58:06 for the general. 17:43:59:03 There will be support coming in
17:44:02:06 from other donors. 17:44:04:00 They want that seat and I don't
17:44:05:27 see indications that they have 17:44:08:03 given up on that at this point.
17:44:10:00 >> Have you seen the Kirsten 17:44:11:24 Sinema add with the soldier?
17:44:17:06 >> Yes. 17:44:17:27 >> What are your thoughts?
17:44:19:21 >> I understand she's 17:44:21:27 politicizing a suicide of a guy
17:44:24:06 in the Army who went to the V.A. 17:44:26:06 and didn't get service.
17:44:27:27 His parents are in the ad with 17:44:30:06 her, anybody that knows
17:44:33:06 journalism, any time you can 17:44:34:21 personalize the story it's so
17:44:37:03 much better. 17:44:37:27 She talked to his parents, she
17:44:41:03 has siblings in the military, 17:44:42:24 and makes it so serious about
17:44:45:09 how it matters to her, the costs 17:44:47:09 or the negatives of politicizing
17:44:49:06 something are outweighed by the 17:44:51:06 fact that it's such a compelling
17:44:55:00 ad. 17:44:55:15 >> Have you seen the adds, Alia?
17:44:58:27 >> Wendy Rogers said it was 17:45:00:15 sickening, revolting and in poor
17:45:03:03 taste. 17:45:03:18 >> What do you make of all this?
17:45:05:03 >> It's a compelling ad. 17:45:07:09 It tells a story, I wonder if
17:45:09:24 it's a little bit of a story 17:45:11:06 Rogers maybe wanted to tell
17:45:14:03 herself, maybe not in that way. 17:45:16:21 Your publicizing a family in a
17:45:18:24 heartbreaking situation and how 17:45:20:00 do you do that.
17:45:20:24 But Wendy Rogers is a military 17:45:23:24 vet herself, and this is a key
17:45:26:12 issue for her. 17:45:27:18 It'll be interesting how these
17:45:29:06 two kind of clash on that issue. 17:45:31:09 Sinema dealt with that in the
17:45:34:21 legislature, it was a big issue 17:45:36:12 for her.
17:45:38:06 It was kind of interesting how 17:45:46:18 that'll work out in the race.
17:45:49:06 >> The parents are cooperating, 17:45:51:18 thanking their Congresswoman,
17:45:53:24 and apparently she wouldn't do 17:45:55:18 this if she didn't have the
17:45:57:09 consent of the family to talk 17:45:58:21 about the soldier.
17:45:59:18 >> She says, you know, these 17:46:01:09 could have been my brothers,
17:46:03:09 older brother and younger 17:46:04:12 brother that are serving.
17:46:05:21 You're talking again about a 17:46:07:15 family that suffers this kind
of 17:46:08:18 a loss.
17:46:10:09 No questions? 17:46:11:12 >> I think there's a legitimate
17:46:13:12 criticism of it. 17:46:14:15 You're politicizing this issue.
17:46:19:21 This is an ad that casts kirsten 17:46:24:09 in a positive light.
17:46:26:03 They have empathy for everyday 17:46:28:00 people, somebody that goes
17:46:29:06 through these things. 17:46:30:09 It shows a really human fate but
17:46:35:21 not in political form. 17:46:40:03 It was a chance to remind
17:46:41:21 everybody that Sinema 17:46:44:12 fund-raised over the V.A.
17:46:46:18 scandal when it first broke. 17:46:48:00 She pulled it back and
17:46:49:15 apologized, but they are going 17:46:51:00 to make sure we remember that
17:46:52:27 bell was rung. 17:46:54:24 >> There were a lot of questions
17:47:00:21 surrounding that. 17:47:01:24 Maybe just a little more
17:47:02:27 response to that showing a 17:47:05:06 little more of a sensitive side.
17:47:08:00 >> Reporters have a lot of 17:47:08:27 questions about the
17:47:09:27 fund-raising. 17:47:11:15 >> She supports veterans and
17:47:13:06 anybody who thinks this is a 17:47:15:00 partisan issue, she's on the
17:47:16:24 side of veterans. 17:47:17:27 Usually something Republicans
17:47:19:18 try to grab onto. 17:47:21:00 >> Interesting.
17:47:21:12 We've got some school chiefs, 17:47:25:27 ex-school chiefs coming out and
17:47:29:00 taking a couple of veiled shots 17:47:31:06 at the Republican candidate for
17:47:33:00 Superintendent of Public 17:47:33:00 Instruction.
17:47:34:21 Surprised? 17:47:35:21 >> No, this was former school
17:47:39:18 superintendent Jaime Molera and 17:47:44:06 Lisa Graham Keagan.
17:47:46:03 They backed David Garcia and are 17:47:48:18 blasting Diane Douglas who is
17:47:51:03 the Republican nominee. 17:47:52:09 I say it's not surprising
17:47:53:12 because Keagan during 17:47:55:21 Huppenthal's meltdown over the
17:47:57:27 anonymous blog posts, said oh, 17:48:00:15 my goodness, if he loses this
17:48:02:24 seat goes to a Democrat. 17:48:04:12 She's helping that happen.
17:48:06:00 I wasn't too surprised. 17:48:10:12 >> She said Arizona does not
17:48:14:09 need extreme, nonsensical rice. 17:48:21:06 >> He's a business type
17:48:23:09 Republican, it comes down to 17:48:25:00 common core, a lot of Diane ran
17:48:26:24 against common core, that's a 17:48:28:15 big issue on the right.
17:48:29:24 It's also a big issue for 17:48:31:06 businesses and moderates to want
17:48:33:06 to see it go through. 17:48:34:18 Democrats have a chance in this
17:48:35:24 race. 17:48:36:06 We'll see what kind of campaign
17:48:40:15 she runs. 17:48:44:03 They could be in trouble.
17:48:48:03 She probably has some advantages 17:48:50:06 because she's a Republican.
17:48:52:00 >> Lisa Graham Keagan says she 17:48:54:06 wants somebody with integrity
17:48:56:21 who uses honest data coming to 17:48:59:24 conclusions.
17:49:00:12 >> They are all but dismissing 17:49:03:09 the Republican candidate here.
17:49:09:27 >> I think a lot of people don't 17:49:11:06 know much about her.
17:49:12:27 Other than common core, I don't 17:49:15:12 think people know what she
17:49:17:18 stands for, what she's going to 17:49:19:00 do.
17:49:19:21 We need to see what she does for 17:49:21:09 the next month or so.
17:49:23:00 >> And Graham-Keagan is from 17:49:25:18 Peoria, and Diane Douglas was
on 17:49:27:21 the Peoria School Board.
17:49:29:21 During that time I believe the 17:49:31:15 school's rating, it's letter
17:49:34:03 grade went down a tick. 17:49:35:15 Diane Douglas was on the board
17:49:38:15 at the time that happened and 17:49:40:15 Lisa Graham is happy to point
17:49:43:21 that out to people. 17:49:46:12 >> We should support by saying
17:49:47:21 it was no surprise that they 17:49:49:27 support greater interference and
17:49:54:15 educational insiders. 17:49:56:21 >> Who makes the decisions?
17:49:59:00 Is it coming from Washington or 17:50:00:15 the White House?
17:50:01:09 Or is it the parents and, you 17:50:02:15 know, local schools.
17:50:04:24 That'll be it. 17:50:05:18 I think the challenge for Garcia
17:50:07:12 and the Democrats is to raise 17:50:08:27 the profile of this race.
17:50:11:09 If this is a down-ticket race, 17:50:14:21 Douglas will probably win.
17:50:17:21 She's Republican, she may get 17:50:19:21 some advantages because she's
a 17:50:21:09 woman.
17:50:22:00 If she makes a mistake, if we 17:50:24:12 find out her reviews are out
17:50:26:09 there and nonsensical, I think 17:50:29:06 he has a chance.
17:50:30:21 >> But the common core issue, 17:50:32:18 John Huppenthal said that was
17:50:34:21 100% the reason, and we all know 17:50:36:18 that's not the reason he lost
17:50:37:27 the primary. 17:50:38:21 However, how much -- we know
17:50:40:15 Diane Douglas' position on 17:50:43:15 common core.
17:50:44:09 She's made it very clear. 17:50:46:00 But we don't know much about
17:50:47:24 anything else. 17:50:48:09 School funding, infrastructure,
17:50:50:15 online getting to rural schools 17:50:52:03 --
17:50:52:24 >> Graduation rates, yeah, a lot 17:50:54:09 of other issues.
17:50:55:15 But that is what a campaign is 17:50:57:24 for, to try to bring out
17:51:00:00 candidates' positions on those 17:51:02:03 issues.
17:51:02:18 I don't know. 17:51:03:00 There's a few debates scheduled
17:51:05:03 and there is media coverage of 17:51:07:00 it so hopefully we'll get a more
17:51:09:03 robust picture of her and of 17:51:11:06 David Garcia.
17:51:12:15 >> Yes, yes, exactly. 17:51:14:15 We're supposed to have one right
17:51:15:27 here, too. 17:51:17:06 Before we go, Tesla says adios
17:51:20:00 to Arizona and welcomes Nevada, 17:51:23:06 thanks for the billion in help
17:51:25:03 you're going give us, as well. 17:51:27:09 >> They are locating a big
17:51:28:21 battery plant, 6500 jobs, wave 17:51:31:18 of the future stuff.
17:51:33:03 Big competition between Arizona, 17:51:35:03 Nevada, Cal, Texas, New Mexico.
17:51:37:15 Reno was kind of the favorite 17:51:39:09 all along, Nevada gave them a
17:51:42:03 lot of up-front stuff. 17:51:44:12 Utility costs, sales taxes, all
17:51:46:21 kinds of taxes. 17:51:47:21 The fact that Arizona killed
17:51:49:06 that bill in the legislature 17:51:50:15 that would have let them sell
17:51:52:27 cars here directly, certainly 17:51:55:00 that hurt.
17:51:57:21 >> They killed that bill but got 17:51:59:15 the bill to getting electricity
17:52:01:21 free for manufacturing in the 17:52:03:24 state, wasn't that designed
17:52:05:15 expressly for Tesla? 17:52:07:21 >> There was some talk about
17:52:09:21 whether it would have helped 17:52:10:21 Apple, as well, when they were
17:52:13:09 coming in. 17:52:14:03 On the one side we helped them,
17:52:16:03 on the other side, how much can 17:52:22:03 you hate them.
17:52:24:09 >> Just to be clear, it's not 17:52:26:00 giving electricity for free,
17:52:28:06 it's just waiving the sales tax 17:52:30:00 on it.
17:52:30:18 Which is another tax break our 17:52:32:27 Arizona Legislature gave in
17:52:34:06 hopes of getting this. 17:52:36:03 We didn't get Tesla but the tax
17:52:39:15 break stays for manufacturing 17:52:41:27 businesses.
17:52:42:27 >> And add Nevada's to what is 17:52:47:06 already there.
17:52:48:27 >> Every other lawmakers wants a
17:52:51:06 special session for one thing or
17:52:53:27 another. 17:52:54:06 But one of the proponents of
17:52:55:18 that was Representative Ethan 17:52:57:06 Orr.
17:52:58:24 I guess in hindsight, it's just 17:53:01:09 as well we didn't do that, who
17:53:03:09 knows what they would have been 17:53:04:27 tempted to give away for no
17:53:06:24 gain. 17:53:07:12 >> Well, the sweepstakes for the
17:53:11:06 big corporate projects are a 17:53:13:03 little out of control.
17:53:14:03 Texas has big incentives. 17:53:15:27 Nevada's package was way beyond
17:53:18:18 what anybody else was giving. 17:53:20:09 Asian countries are willing to
17:53:22:27 build plants and give this 17:53:24:15 tomorrow corporations.
17:53:26:09 The CEO of Tesla will start to 17:53:29:15 sell batteries to the military,
17:53:31:24 it'll be a great thing for 17:53:33:18 Nevada.
17:53:34:18 It's also a risk. 17:53:36:09 They give incentives but they
17:53:38:09 create jobs, before the business 17:53:40:12 model works.
17:53:41:09 The super-collider never really 17:53:43:09 came to fruition.
17:53:44:12 >> They wanted free electricity, 17:53:46:06 too.
17:53:46:24 >>> Are we going to see more of 17:53:48:21 these incentive-laden come
17:53:50:27 hither kind of bills? 17:53:52:15 Or -- because I know there are
a 17:53:54:21 lot of folks in the legislature
17:53:56:06 saying it's not worth it, not 17:53:57:12 fair to everyone who's here or
17:54:00:12 the little mom and pops who 17:54:02:06 don't get anywhere near these
17:54:04:21 kinds of benefits. 17:54:05:21 >> I don't know if we have much
17:54:09:03 choice. 17:54:09:12 We have a ton of incentives
17:54:11:00 already. 17:54:11:24 They may have to look at which
17:54:14:03 ones they need to eliminate just 17:54:17:03 to pay the bills.
17:54:18:21 We've seen this for decades in 17:54:20:18 various forms.
17:54:22:21 I'm not sure we are financially 17:54:24:00 able to do some of the
17:54:25:03 extensive. 17:54:25:24 >> A lot of that I think will
17:54:28:06 depend on who's going to be the 17:54:30:09 next governor, and how he is pre
17:54:33:15 disposed to picking winners and 17:54:37:03 losers and the level playing
17:54:39:12 field. 17:54:40:03 Senate leadership is not on
17:54:41:21 board with the idea. 17:54:42:24 The way House leadership seems
17:54:45:03 to be shaping up, they are not 17:54:47:03 going to go with this.
17:54:48:21 >> Thanks for joining us. 17:54:49:03 >> Monday on "Arizona Horizon,"
17:54:50:12 we'll hear the other side of the 17:54:52:06 prop 480 debate for a new and
17:54:54:27 expanded county hospital system. 17:54:58:18 That's Monday on "Arizona
17:55:00:06 Horizon." 17:55:01:09 That is it for now, I'm Ted
17:55:03:09 Simons. 17:55:04:09 Thank you so much for joining
17:55:05:18 us, you have a great weekend. 17:55:06:24 Captioning Performed By
