HUD made the change to the match calculations to simplify the process for our recipients
and sub-recipients. It's a twenty five percent match. It includes the administrative budget
line item, but excludes leasing. For the past fifteen years we have heard from many of our
recipients and sub-recipients, calculating the match for supportive services, or calculating
the match for operating, this eighty to twenty and seventy five to twenty five. So this is
a huge, huge change for us as well as recipients and sub-recipients. It was so complex and
so complicated before, that it allows for inkind and cash, which is also a change and
so we feel like this will make things much simpler for recipients and sub-recipients
going forward.
The really special thing about this though, for shelter plus care projects is in the past
they had to do a one to one, housing versus services match and that could be a little
complicated. And for those older shelter plus care projects it was really challenging to
make this happen, because often times supportive services are no longer needed. They have the
same options, the twenty five percent minimum across budget line items and so it just makes
things so much easier for them when applying. It also allows for easier tracking and monitoring,
both for recipients and sub-recipients and field offices. The new match requirement is
effective for FY 2012 renewals and projects going forward.
