Hello! I'm Craig Barnsley. I'm Deputy Assessor of the South Fraser region of BC Assessment
The South Fraser region is one of ten regions across the province and our
region includes the municipalities of Surrey, White Rock,
Delta, Richmond, and the Tswwassen First Nation
Our region comprises over two hundred and sixty thousand folios
And what I'd like to do today is just to give you a bit of an overview of the
market trends that you'll be seeing on your 2013 assessments
For the most part, 2013 has been a stable market across the region
For example,
both Surrey and Richmond in the single-family residential has seen
market movement anywhere from minus five to plus ten percent.
That holds true also with Richmond and Delta and with the strata
properties- the strata residential
The increases have been slightly less than that, so we have a range of anywhere
from minus ten to plus five percent, again across the region
With regards to commercial properties,
there has been a similar trend. The market movement from
approximately minus ten to plus fifteen percent depending on the location and
the property types
There is one notable exception and that would be in the Richmond city center
Richmond city center,
owing to the proximity of the Canada Line,
has seen some residential development land- this is multifamily development land-
increasing significantly greater than the norm and in some areas we've seen
increases upwards of fifty percent
There are just a few things I'd like to remind you of when you're reviewing your
2013 assessment notice
July first, 2012, is our valuation date
October thirty-first, 2012, is our physical condition and permitted use date
Now our professional appraisers at BC Assessment look at a variety of issues
when they are
determining assessed value. They look at location, age, condition
shape, they'll look at the neighbourhood trends, amenities, a variety of different
considerations but most importantly they will look at comparable sales for that
property type within that general area. And that's how our professional
appraisers arrive at your 2013 assessed value. Now if you have any
