Governor Martin O'Malley: There's a few lessons I've learned in managing large organizations and people.
One of them is that people work against deadlines and it's best to have deadlines that
come up every two weeks, not deadlines that comes up every two years. The other
important thing I learned is that when you have a system that is open and
transparent where everyone knows what the data is, then everybody can contribute
to improving performance. Everyone can be a part of the achievement that comes
from pulling together to go to the next level. And I think that's the way that
any big organization has to function. The things that get measured are the
things that get done, provided everyone knows. I think probably since the beginning
of history, people have asked one another where are we going? Well, there's no way
to see where we're going, there's no way to know whether we're making any progress
if we're not measuring progress, if we're not setting goals and holding one another
accountable for achieving those goals.
