USAID Paraguay supports the country's efforts
to create better living conditions and equal opportunies for all.
We believe in a nation that responds to the needs of all Paraguayans:
where transparency reduces opportunities for corruption and impunity;
where citizens participate, voice their opinions, and have access to public information;
where local governments can provide better services to the citizenry.
We work so that small farmers will have a better future,
where every farm family can have better harvests,
sell its products, and escape poverty.
We work with the Ministry of Health
in its efforts to make universal healthcare access a reality.
We share the government's commitment that every patient will receive
the quality care that all human beings deserve.
We support the conservation of the Chaco and Atlantic Forest
by promoting alliances between communities, businesses, institutions, and NGOs.
We believe in a Paraguay where future generations
will still be able to enjoy the richness of our natural resources.
The Threshold Program is a Paraguayan Government initiative
to fight corruption and strengthen the rule of law
with funds donated by the Millennium Challenge Corporation (MCC), and managed by USAID.
Paraguay has already completed the first stage of the Threshold Program,
which contributed to an improvement of nearly 300%
in its MCC corruption control ranking.
The second stage of the program is currently underway
and it aims to further improve the corruption control indicator.
Some of the results already achieved are:
a new internal controls system in the Prosecutor's Office;
a functioning complaints office in the Judiciary;
12 public institutions taking the first steps to implement the Standard Model of Internal Controls;
a list of essential medicines
to guarantee access to medicine in public health facilities;
an anti-smuggling customs unit with improved seizures abilities;
education campaigns teaching youth of the importance of protecting intellectual property rights;
a new curriculum in development for the police academy
to create a more professional police.
At the end of the program we hope to have more transparent public institutions,
and a state with better capacity to prevent, control and punish corruption.
This will permit Paraguay to receive greater financing in the future from the MCC
to reduce poverty through sustainable economic growth.
