The Custom UI and Defaults Switcher lets you quickly change your program defaults and UI scheme to suit the type of work you are doing.
You access the dialog from the Customize menu.
You can then choose a program default from the Initial Settings for Tool Options group.
For example, a design visualization artist who chooses the DesignViz.mentalray setting will see his material definitions default to the Arch & Design (mi) material type.
Also in Design Viz mode, all generated lights cast raytraced shadows by default. Other defaults are listed in the window.
An artist in the gaming industry with different needs would probably rely on the default Max initial setting.
In this setting, material remains Standard and lights do not cast shadows by default.

These two modes, Max and DesignVIZ.mentalray, represent the core differences between 3ds Max and 3ds Max Design.
In addition to program defaults, you can also change the UI scheme,
which affects UI colors as well as the general look and feel of your 3ds Max interface.
The most two common schemes are the traditional light scheme, and the dark scheme that emulates the interface from Autodesk's system products.
Finally, if you change the settings in this dialog and click the Set button,
you will need to exit 3ds Max and restart it for the changes to take effect.
