Maryland's workforce development programs are in
every community and every county across the state and
have placed more than 86,000 Marylanders jobs.
If you live in Maryland and you are not aware.
Or if you live anywhere in the United States and you are not
aware of the career centers and the workforce system in
your community, you are missing out on something
absolutely valuable.
It doesn't matter if you're an elected official, if you're
someone looking for work, if you're currently unemployed,
if you're a family friend or neighbor, we all the same goal
of getting as many people back to work as we can.
Maryland has a very interestingly diverse set of
industries and much of it is high tech and much of it is
21st century focus.
The governor's Workforce Investment Board is a crucial
asset I believe to the state because it's there that we
work with DLLR and with the governor to think about what
this state needs to be successful in the 21st century.
When you have higher levels of unemployment, you then have
challenges with the social services infrastructure
because that has to expand and those are things
that we need to do as a state.
You're exactly right in the choice you make to invest in
institutions, to invest in infrastructure, to invest in
things, or to invest in people.
And the most important investment we can
make is the investment in people.
Maryland can not afford not to invest in its people.
For every individual we place in employment, pays their
taxes, spends their money...
That is the return on investment.
We promised as an administration to increase the
number of adults that have an education certificate by 20%
by 2012 and we've done that but, the numbers don't tell
the story of an individual person or an individual family.
The more we can do to help any individual get back to work,
provide them that dignity of a job and an ability to take
care of themselves and their family,
that's the important thing.
Our program not only brings success to our students but
into the whole community as well because they're making
better decisions, they're becoming more employable
because of the certificates they're earning.
Which means they're going to contributing
adults to our community.
If I wouldn't have been in this program,
in this GED program, I would be right in jail.
I would just think: I'm going to take this GED program
because I heard about it and I was like,
Oh, alright, we'll I'm going to go try it.
I came to this program hopeless.
Everything was down falling.
This program gave me a lot of confidence and
like a lot of support.
When I first came here, I really felt like miracles have
happened for me.
The career center works.
I've not only seen it with myself, but I've seen it with
several other people.
The services are free and there's something there for
everyone and there are people there who care.
I am where I am now because of those people that cared about
me when I walked into that career center.
It is very very disappointing because
you feel that you are useless.
You are worthless.
And I was going through that depression when I arrived at
the center.
The center really helped me.
Not only my motivation, my enthusiasm.
I got a new job which I was teaching all over the world,
the United States, and Asia Pacific.
It all came in full circle.
The department of labor when I first came here two years ago
to the state of Maryland helped me in the Veterans
Department and now I'm on this great project now working with
the state and feeding them this fiber optics they can
increase their capabilities so they can then help veterans
and the general public.
The reality is I am successful because of the
services that I received here.
When I graduated, I also disabilities.
I've had kidney transplant and I do have accommodations that
I need on my workplace and the Aberdeen Workforce Center
helped me to look for jobs that would accommodate me.
I enjoyed working with Aberdeen workforce center so
much, so I decided to apply for a job there and
started working for them.
We can pay the average of $26,000 a year to house
someone in a correctional facility or we can
pay that in a salary.
We're going to pay either way it goes and it'd just
be great to use our resources and our funds
to put people back to work.
I would say to the person who may have some shadows in their
past to give reentry an opportunity.
It does work.
Even though you may made a mistake in the past doesn't
mean you can't grow professionally
into the future.
I know in partnership with them have filled nine slots at
my current company of employees that now work for me.
Whether you're an employer looking for the right person

So we want to match up the right people
with the right opportunity.
And the One Stop and the Adult Workforce System
allows that to happen in Maryland.
