DWELLING UNITS. WE HAVE AN APARTMENT
DEVELOPMENT. POTENTIAL DEVELOPMENT HAS
PROPOSED A PARKING RATIO OF 1.6 SPACES PER UNIT, WHICH IS LOWER
THAN WHAT WE WOULD TYPICALLY REQUIRE FOR THE DOWN TON
DEVELOPMENT CERTIFICATE, SO IT DOES INCLUDE A WAIVER.
I WOULD NOTE, HOWEVER, THAT THE PARKING THAT THE APPLICANT HAS
PROPOSED IS MORE PARKING THAN WOULD BE REQUIRED UNDER THE
ORDINANCE REVISIONS YOU HAVE DIRECTED THE PLANNING DEPARTMENT
TO MOVE FORWARD WITH, APPLYING THE KNEW ITE, OR INSTITUTE FOR
TRANSPORTATION ENGINEERS PARKING STANDARDS IN AN URBAN SETTING
AND THAT WOULD BE AROUND 1.4 PARKING SPACES PER UNIT, SO THIS
IS MORE -- THE APPLICANT IS PROPOSING TO PROVIDE MORE
PARKING THAN WE WOULD TYPICALLY BE REQUIRING WITH THE ORDINANCE
REVISIONS YOU DIRECTED US TO MOVE FORWARD WITH, WHICH IS WHY
WE RECOMMENDED APPROVAL AND WHY THE PLANNING COMMISSION ALSO
RECOMMENDED APPROVAL WITH THAT WAIVER.
OTHER ISSUES DEALT WITH OPEN SPACE AND A QUESTION OF DID THE
ORDINANCE REQUIRE THAT OPEN FACE BE PUBLICLY ACCESSIBLE.
IT DOES NOT. IT ONLY REQUIRES THAT THE OPEN
SPACE BE AVAILABLE FOR USE BY RESIDENTS OF THE POTENTIAL
PROJECT AND THE FOUR YEARS THAT I HAVE BEEN IN NORFOLK, WE'VE
HAD ONE PROJECT, THE BONAVENTURE PROJECT UP NEAR RO LAND PARK IS
THE ONLY ONE THAT MADE ANY PUBLIC PROFFER FOR ACCESS TO
OPEN SPACE. ANY OTHER PROJECT THAT I'VE BEEN
HERE, THE OPEN SPACE HAS BEEN PURELY FOR USE BY RESIDENTS.

THE DOWNTOWN DEVELOPMENT CERTIFICATE IS REQUIRED FOR ANY
PROJECT IN A DOWNTOWN DISTRICT, THE G-1 IS A DOWNTOWN DISTRICT
AND ONCE THE DOWN TON DEVELOPMENT CERTIFICATE IS
APPROVED BY COUNCIL, IT CAN'T BE VARIED.
AND SO WITH THE DOWNTOWN DEVELOPMENT CERTIFICATE, YOU'VE
ACTUALLY, THE CITY COUNCIL IS ACTUALLY ABLE TO LOOK AT THE
ELEVATIONS OF THE PROJECT, THE ARCHITECTURE OF THE PROJECT, AND
AGREE THAT THEY THINK THIS IS APPROPRIATE.
THE OTHER MEMBERS OF THE PLANNING COMMISSION WERE
SATISFIED WITH THE DOWNTOWN DEVELOPMENT CERTIFICATE OFFERED
PROTECTION FOR THE ARCHITECTURAL INTEGRITY OF THE PROJECT AND

OPPOSITIONS. ABSOLUTELY, BECAUSE WE DIDN'T
KNOW ABOUT THE PARKING EXEMPTION.
I HEAR WHAT FRANK SAYS ABOUT THE ITE RECOMMENDATION.
I NEED TO REMIND COUNCIL THAT GHENT IS, CONCERNING PARKING, IS
A RED-HOT BUTTON. I HAVE A NEIGHBOR WHO, RIGHT
NOW, HAS A NANCY CHANDLER SIGN AND HE'S LEAVING BECAUSE HE CAN
NO LONGER PARK IN FRONT OF HIS HOME.
I HAVE A GOOD FRIEND FROM A BUSINESS PERSPECTIVE, JIM'S AND
NEEKS ON CORNER AVENUE, HIS BUSINESS HAS FOUR PARKING SPOTS
AND RIGHT NOW I CAN APPLY FOR FOUR VEHICLES FROM TWO AND THREE
BLOCKS AWAY THAT ARE MULTIPLE VEHICLES BELONGING TO SOMEBODY
IN APARTMENTS AND HE CANNOT HAVE HIS BUSINESSES, HIS CUSTOMERS.
WHY? BECAUSE IT'S NOT METERED, SO ON,
SO FORTH. AND SO IF WE'RE LOOKING AT
ANYTHING AT 1.9 OR 1.6 OR POTENTIALLY 1.4 IN ITE, IT MAY
