I sponsored when I was in the senate back in two thousand three that gave a foundation
for that early college program in north Carolina
the early colleges of or somewhat unique it's %uh a five-year program it takes the local
school board and the community college board to come together say we want the of

five-year program year in the ninth grade
in five years you have a technical degree from the community college or two sessions
agree
that ups the rigor excel a rage learning because that normally takes six years
i'd say it's parents' money
in altman should save the state money 'cause you cutting you off the process but better
yet it's prepare students for the twenty first century economy
since two thousand three we have of seventy one early colleges in north Carolina that's
one-third of the early colleges in the nation
over ten thousand five hundred students in it
it has gone very well everybody talks about the dropout rate today
it has gone very well everybody to three specific pilots we continue to look at all the rah
rah and he's also will continue our work for two years we've only been up and running for
seven months
but when %uh when I went to Fort bragg and talk to general mohammed he indicated that
the special forces soldier
every one of them is first to a degree in a foreign language they have laid language
labs where they have hundreds of civilian jobs
and other civilian jobs own base that opinion
own knowledge about global coulter in foreign language
and will you stay in the southeast region near federal
what better twenty first century skilled and
community and be burst in a foreign language so we are
talking with of a the concept they are all right
language in global studies early college and level state is on board
but that will take is on board

%uh in the northeast section of north Carolina agra science of agriculture was still number
one the economy in north Carolina before
this particular set of in the northeast
the DNC state wants to help develop a stadium science technology engineering and math

we also will link that with the combat of those center out in concord which is %uh amazing
it has the public and private universities community colleges in private business
and have that collaboration and make it a ball to county
hi of of opportunity for our students there
and %uh that we're still working with that and working with the the various counties
there
but that is something I think it's very important to get up and running as soon as possible
and then the last time that we recommended today
would be another still initiative does something called the grand challenges of engineering
think the fourteen grand challenges
of doctor lynn Martin vega at to his head of the engineering school
that means the state
is excited about developing the a curriculum for early college that will
you'll be a stamp curriculum but they focus on these fourteen grand challenges infrastructure
energy climate change
everything that the students will be working on
way into the future
and the key to a each one of these pilots is
that we want to be sure that they're reputable and sustainable
and that we can build them out in areas where which will need this curriculum
and so I think in the long run with a great enthusiasm we've got the right people and

and %uh I think it's the right thing to do the response this morning from the legislature
was I thought was very very positive for this constant
the education says this is one major

the thing is the partnership the businesses what type of mentoring programs run the on
they're being used his part this program

a businessman a partner with the community college

it's a five-year program the ninth and tenth graders come to the hospital campus that is
their classrooms are qualified teachers
arthur in the classroom teaching them every day but the doctors to wake me up and the
nurses that we can get have volunteered their services to go into the classroom
to lecture those students but not only lectured let them job shadows them
through the hospital
and the teachers get the opportunity with extra shifts to
to be with the doctors and nurses and get their real-life experience and bring it back
into the classroom
and our last three years will be
at weight take on the community college campus
not every one of them will be a doctor not every one of them will be a nurse
but they may take a position in in the health field that maybe it does with it is that may
be a radiologist technician they make it go in the hospital administration
or medical records
but the key is that interest a lot of
discussion has been had about senior project
well I've said this is far beyond singer project is it getting
the students focus
on a vocation our profession for the future and whether they would stick with that right
if it catches they're interested in
Ed improves their ability to earn it will keep them in school
then it is a success and that's what we've seen that the dropout rate
or is to drop out rate down the hospital completion rate is up but the college completion raise
that
and so again the model has been successful we don't want to continue to make it better
on the business side is going to be a
of mine forming a businesses that want to jump on board to be part of this 'cause there's
seeing how the system is working so far in on the short amount of time
that was what is the reaction from the business community that that it that the reaction has
been very good
to be truthful they don't fully understand yet what we really want to do and getting
them engaged as much as we would
the like to have been engaged
but I've had many statewide organizations the the association of the engineers in north
Carolina
is involved in that still in school but I was talking about the be anchored in NC state
as well as such
now that betsy bailey and pam towns and work very *** that
but Jeff core group of progress energy has a group that was involved in the energy that's
also very of focused on that
in fact they were talking and an early college for energy in early country in January
that civil part primary center just this and get it all involved in one
that doctor lynn Martin very good to his magic around the grand challenges to get something
middle of the state really will will have that I don't believe that they will be something
unique
but not just year we've got to build a doubt
tall seven economic development regions him
is not indigenous to anyone region
every student in north Carolina
needs a solid foundation and stay in because every job in north Carolina from auto mechanics
to any of the sciences
it involves stand today
what is the direct
what what are some of the impact on the community us
up to this program as well as syndrome and anything else
well the funding basically the funding of since it doesn't involve the public schools
and community colleges
of average daily membership the method of funding students in the public schools and
it's the year of the colourful public will work
that money is used to to fund these early colleges but in addition they get a little
bit of money
for administrative staff that would allow a principle of some staff
of the community colleges have fully embraced this program their every community college
President President I've talked to
very excited about it
it does that stress on the community college system that is already under stress given
this economy
in space needs or very tough
these can be located on a hostile campus of some of the legislation
we have will allow little more flexibility
with the system principles be able to be a Dean of the eberly college
and linking to the community college
but it's such a successful program but if they do not want to see it go away they want
to see it in hands
%uh and %uh one of the interesting things about it early colleges
all but thirty located on the college campus
that is a more mature student population average age far between six to twenty eight years
old
a lot of the students are for people who left school early are now coming back
and it that more mature audience almost tax as mentors to these younger students a lot
of people were concerned in
you know what what happens when you through that mixed together
but it's been a very positive up
in for action
and the more mature student
here's more stability I think for those younger student and over half of our students are
a counter first generation call
