BUILDING DEVELOPMENT STAGE THAT
WE HAD IMPLEMENTED WAS REALLY
GETTING EVERYBODY FOCUSED AND I
THINK IT'S IMPORTANT FOR THE
AUDIENCE OUT THERE WHEN YOU
INVITE COMMUNITY MEMBERS INTO
YOUR POLICY, IT'S THE VERY FIRST
KICKOFF MEETING YOU CAN GET A
SENSE OF SOME OF THE CHALLENGES
YOU'RE GOING TO TAKE.
FOR EXAMPLE, YOU HAVE UNIFORMED
SIDE ON ONE SIDE, COMMUNITY
MEMBERS ON ANOTHER SIDE, AND
REALLY THROUGH THE COLLABORATIVE
EFFORTS OF EVERYBODY INVOLVED IN
THE COMMUNITY -- IN THE
COMMITTEE PROCESS, IT'S REALLY
TO WORK COLLECTIVELY TOGETHER.
WE KNEW THAT WAS GOING TO BE A
CHALLENGE.
BUT KEEPING EVERYBODY FOCUSED,
IN LINE WITH AN AGENDA, CREATING
CO-OWNERS FOR A SUBCOMMITTEE WAS
A CHALLENGE.
ONE OF THE SURPRISES WE GOT OUT
OF THIS WAS FROM A UNIFORMED
POINT OF VIEW WAS TO REALLY
UNDERSTAND THE CHALLENGES THAT
THE LGBTI POPULATION WERE GOING
THROUGH, AND FROM BEING IN LAW
ENFORCEMENT FOR 20 YEARS, I HAD
A SENSE THROUGH MY TRAINING
OF -- EVEN DEFINITIONS AND AN
AWARENESS TRAINING I WAS NOT
AWARE OF.
SO IT WAS A SURPRISE FOR THE
COMMAND AND THE UNIFORMED STAFF
THAT WERE PARTICIPATING THAT IT
WAS A -- IT WAS A GOOD
UNDERSTANDING AND AWARENESS
TRAINING WE IMPLEMENTED EARLY ON
IN THE PROCESS AND THAT WAS A
SURPRISE.
THAT WAS A GOOD SURPRISE TO HELP
US UNDERSTAND A LITTLE BIT
BETTER ABOUT THE POPULATION SO
THEN WE CAN MAKE SURE WE ADDRESS
THOSE CONCERNS IN THE POLICY.

ISSUE AROUND LGBTI OFFENDERS OR
ARE THEY GOING TO TAKE AN
APPROACH WHERE THEY TAKE EACH
SUBJECT AREA AND EMBEFD RELEVANT
PIECES INTO THOSE POLICIES.
SO IN INTO YOUR INTAKE POLICY,
INTO YOUR MEDICAL POLICY, INTO
YOUR CLASSIFICATION POLICY,
THOSE KINDS OF THINGS.
ONCE YOU'VE MADE THOSE KIND OF
STRUCTURAL DECISIONS YOU'RE
GOING TO WANT TO BRING A GROUP
OF PEOPLE TOGETHER AND WE'VE
TALKED A LOT ABOUT TAKING A
STAKEHOLDER APPROACH AND THIS IS
VERY KEY, PARTICULARLY FOR THIS
ISSUE, BECAUSE THERE ARE SO MANY
DIFFERENT AREAS TO COVER, AND SO
BRINGING THOSE PEOPLE TOGETHER
TO PUT A STRUCTURE TO IT, AND
THEN HELP MOVE THAT PROCESS
FORWARD BY THAT GROUP MEETING,
COMING UP WITH POLICIES, MAKING
SURE THERE ARE MEASURABLE PIECES
WITHIN THERE THAT AGENCIES ARE
ABLE TO LOOK AT AND SAY, WE KNOW
THAT THIS IS BEING IMPLEMENTED
THE WAY WE EXPECT IT TO BE
IMPLEMENTED, AND ANTICIPATE
WHERE SOME OF THE PROBLEMS ARE
GOING TO COME IN, BE ABLE TO DO
THINGS LIKE FIELD TESTING AND
OTHER THINGS LIKE THAT.

APPROACHED POLICY DEVELOPMENT OR
POLICY BUILDING?
>> P. Oliva: SURE, WE KNEW
THIS WAS GOING TO BE A DAUNTING
PROCESS.
WE WANTED TO HAVE A STRUCTURED
DEVELOPMENT SET IN PLACE.
SO WITH THAT WE KNEW THAT IF WE
HAD THAT SET IN PLACE THAT WE
WOULD BE ABLE TO ADDRESS ALL
AREAS OF CONCERN AND --
REGARDING HOUSING,
CLASSIFICATION, THE INTAKE
PROCESS.
SO WHAT WE HAVE DONE, WHICH WAS
NOT -- WHICH WAS PROVEN TO BE A
SUCCESS WE HAVE INCORPORATED IN
OTHER POLICY BUILDING IS WE
CREATED SUBCOMMITTEE.
WE ALSO CREATE OWNERSHIP OF THAT
AND WE WANTED TO MAKE SURE WE
CREATED SUBCOMMITTEES FOR OUR
INTAKE TRANSPORTATION AREA, OUR
CLASSIFICATION AREA, MEDICAL,
AND, OF COURSE, TRAINING.
AND WE WANTED TO DO THIS ALL
WITH THE PARTNERSHIP WITH THE
COMMUNITY, WHICH AGAIN WE HAVE
NEVER DONE BEFORE, AND SO IT
WAS -- IT WAS A WAY TO WHERE WE
CAN EXPAND OUR KNOWLEDGE ON THE
SUBJECT AT HAND BUT ALSO HAVE
JUST A SUBCOMMITTEE THAT WAS
BUILT THAT HAD UNIFORMED STAFF
AS WELL AS COMMUNITY MEMBERS
INVOLVED SO WE CAN BRING THAT
INFORMATION BACK TO THE ORIGINAL
GROUP AND CONTINUE TO BUILD OFF
OF THAT.
AND MANY THINGS CAME OUT OF THAT
THAT I CAN TELL YOU AS FROM A
UNIFORM POINT OF VIEW WE WEREN'T
AWARE OF AND THEN WE WERE ABLE
TO BUILD OFF OF THAT.

QUESTION THAT WILL POP INTO THE
MIND OF INDIVIDUALS LISTENING
OUT THERE, PARTICULARLY
ADMINISTRATORS, THEY'RE GOING TO
SAY, WOW, I'M ASSUMING THERE WAS
A TIME LINE INVOLVED IN THIS,
ESPECIALLY WHEN INVOLVING
COMMUNITY PARTNERS.
YOU DIDN'T DO THIS IN THREE
WEEKS.
WEEKS.

WE KNEW THAT AT THE BEGINNING.
WE WERE WILLING TO COMMIT TO
WHATEVER TIME WAS NEEDED TO GET
THE POLICY IN PLACE.
OUR POLICY TOOK OVER A PERIOD OF
TIME ABOUT 18 MONTHS.
WE LAUNCHED OUR POLICY IN JUNE
OF THIS YEAR, AND WE KNEW THAT
WHEN WE -- AFTER THE -- CALEB
MENTIONED SOME BETA TEST
ENVIRONMENTS.
WE HAD GONE TO THAT EXTENT OF
ACTUALLY TESTING OUTLE POLICY
BEFORE IT WAS EVEN IMPLEMENTED,
ALL WITH COMMUNITY INVOLVEMENT
AS WELL AS THE STAKEHOLDERS OF
THE COMMITTEE ITSELF, AND WE DID
THAT WITH AN EXTENT AND GOAL IN
MIND TO IDENTIFY AREAS THAT WE
MAYBE HAD NOT IDENTIFIED AND IT
LOOKED GREAT ON PAPER BUT WE
WANTED TO ACTUALLY TEST THE
POLICY AND WE WERE ABLE TO GET
GREAT INTERACTION WITH THE
COMMUNITY INVOLVED IN THAT AS
FAR AS ACTUALLY GIVING US
INDIVIDUALS WHO ARE TRANSGENDER
INDIVIDUALS TO PORTRAY OFFENDERS
AND WORKING WITH OUR LOCAL
POLICE DEPARTMENT AND MAKING
SURE THAT IT WORKED OUT WELL.

THEN TYING THE INFORMATION TO

THIS INFORMATION, YOU CREATE THE
AWARENESS FOR YOUR SATISFY USING
MEMBERS OF THE COMMUNITY, WITH
WORKING TOGETHER AND THEN MAKING
SURE YOU'RE DOING SCENARIO-BASED
TRAINING SO IT'S MORE
ASSIMILATED FOR YOUR STAFF AND
RECOGNIZE THIS IS AN ONGOING
PROCESS.
YOU DON'T TRAIN, YOU DON'T
PROVIDE THE ONCE AND THEN ASSUME
THAT THAT'S IT, WE'RE DONE,
WE'RE GOOD TO GO.
IT'S AN ONGOING PROCESS
CONTINUING TO CHECK, TO EVALUATE
AND TO EDUCATE AND INFORM, AND
THEN TO MESSAGE WITHIN YOUR
JURISDICTION, YOUR ORGANIZATION,
BUT ALSO THE COMMUNITY.

HOW IMPORTANT THAT IS.
IT'S VERY IMPORTANT THAT
