On the questions posed via the website this week,
there are three that I would like to discuss.
The first is about the website itself,
specifically, for persons with disabilities.
My website, pm.go.th,
now is a website for the disabled,
since it has been made accessible for persons with disabilities.
There is a call to expedite making more of Thailand's websites
accessible to persons with disabilities.
I'd like to inform you that, in principle,
the Cabinet has, in B.E. 2543 (A.D. 2000),
passed a Resolution regarding construction of new buildings
with a view to facilitating accessibility and convenience as a whole,
for persons with disabilities.
Last year, there is an additional Cabinet Resolution
regarding making old buildings
where persons with disabilities frequent accessible to them,
especially government buildings.
In addition, regarding new projects such as buses and trains,
we will be monitoring to ensure that facilities
for persons with disabilities are available.
The latest case would be improvements in the Airport Link in some areas,
in order to facilitate accessibility for the disabled.
As for the website,
it is good to have informed us that this is a necessity.
I will look into the matter,
since we have passed regulations
within ministries on accessibility of the disabled to information.
I will therefore see whether there are incentives
and channels to expedite accessibilities for persons with disabilities.
The second question is a suggestion that
there be more distribution of wealth
and employment opportunities to rural area
instead of concentrating it in Bangkok,
in order to alleviate the problem of rural-urban migration.
I'd have to say that it has been the intention of this Government,
as well as of many other previous governments,
to expedite rural development.
As for the work of this Government, right now
we have the Thailand : Investing from Strength to Strength scheme,
both in areas of watersheds and roadways.
We have also pushed for various policies,
such as income insurance, in order to improve opportunities in rural areas,
not to mention support and promotion given through the Village Fund,
Sustainable Communities, and other projects.
This is a valid path to follow,
and we will continue on this path.
Aside from the issue of investment incentive
and infrastructure development,
services on education and public health are other important reasons that
there is centralization of wealth in the capital.
This issue is important to the scheme.
The last question is a suggestion,
and the issue has been widely discussed in the society,
to have measures in place to assist the people
with regards to meeting the costs of water, electricity, buses and trains;
not just as temporary measures, but to make it permanent.
However, it should be fixed as to
who in which income bracket will benefit,
so as to eliminate the need to ask for Cabinet approval.
This is something that I have asked the relevant ministries
and the Ministry of Finance to look into and clarify.
Also, this time there is an extension to December.
After December we will definitely conclude which measures
to continue and which will be temporary.
This is the Government's intention.
There is a study on this
and there will be a solution by the end of this year.
