Today we will take a look
at two different experiences: IFAD and Sicily.
Probably at IFAD processes are more well-established,
but those same processes are being established also in Sicily.
It is important that these processes do exist
so that the evaluation findings can be implemented.
Let's draw a distinction between bureaucratic and democratic evaluation
and understand how much bureaucracy and how much democracy there is
in each of these two experiences.
I would like to give the floor to Mr Lavizzari,
who has been working with IFAD for several years now.
He will talk about the Core Learning Partnership,
a topic we had the chance to touch upon in one of our workshops.
It is a process
that involves the recipients of the evaluation process
after the implementation of a RDP.
The process involves a debate about the results of the evaluation,
their implementation and a check on the implementation itself.
Mr Lavizzari the floor is yours. - Thank you for the invitation.
It is a pleasure to be here in Italy to talk about evaluation,
this background is new to me.
If you don’t mind I will continue in English.
IFAD is an international organization
and our working languages are Arabic, Spanish, French and English.
Unfortunately, Italian is not a working language at IFAD.
I am sure you don’t want to hear me butchering the language
while I speak about technical issues.
However, I think I can make my preliminary remarks in Italian.
The evaluation I will be speaking about
has two main features.
The first one is that it is independent.
Ten years ago IFAD’s Board of Executives thought
that an evaluation to be useful must be credible
and in order to be credible must be independent.
There are different kinds of independence.
For instance, there is an institutional independence.
So, the office I am in charge of
is administratively and structurally independent.
My boss is not IFAD’s president,
but the 36 executive directors that are part of the Board of Executives.
We have decided to go over the president.
If he were the boss of the person in charge of evaluations,
he could have influenced decisions,
how the evaluations are carried out and maybe also the final results.
That is how things go in every aspect of life.
