MS. BOYD: We have a question that has come in online with a lot of
acronyms, some of which I don't know. So I apologize in advance.
The NRC has a differing professional opinion and non-
concurrence process for Staff to register disagreements with agency
decisions, DPOs and non-concurrences with these formal written
responses. Should the NRC complemented these processes by having
ACRS independently audit some to ensure that technical resolutions
are sound and adequately justified? CHAIRMAN JACZKO: It is a very good suggestion.
I think it is probably more applicable to have the
ACRS looking at differing professional opinion results. I think the
non-concurrence process focus, which is namely to register non-concurrence
through the Agency's formal concurrence process. It is
a different focus, I think than a differing professional opinion.
One of the issues that I have always found a little bit
challenging that the differing professional opinions are ultimately
reviewed then through the same, by the same management that
ultimately came out with whatever position the agency took.
So while I think we have very good staff, we can look at
issues objectively. It can create an appearance that perhaps there
is not really kind of an independent look to it. So, I have heard
others suggest that idea of having ACRS look at these. It is not
something I have ever discussed with ACRS but it is something I would
be happy to talk with them about. MS. BOYD: I am going to go back to the Fukushima-
related questions. CHAIRMAN JACZKO: Remind me to -- Sorry. I'm

about that. So we will make sure I follow up.
